Statement of Work (SOW)
SERVICES
Ajo Mountain Helicopter Transport
1. Introduction and Overview
The purpose of this statement of work (SOW) is to outline the helicopter transportation requirements involved with the solar upgrade project for the existing power structure for Ajo Mountain Tactical Communications (TACCOM) site (BPSTU002).
2. Background The battery bank that supplies power to the Ajo Mountain TACCOM site is beginning to show signs of failure. To avoid a complete site failure and for an immediate fix, Ajo OIT along with other agencies within Customs & Border Protection are going to replace the battery bank. The Ajo Mountain site is at a remote location that requires helicopter transport for access. Replacement of the solar power system requires the transportation of batteries, equipment and personnel to the remote site location.
3. Scope of Work
The vendor shall supply aerial lift helicopter(s) and operator(s) to transport personnel and equipment up to and remove it from the remote site that is locate on Ajo Mountain, AZ (Latitude 32.027222, Longitude -112.690389). Multiple airlifts, of different payloads will be required throughout the duration of the project to transport personnel and equipment to the remote site and back to ground level.
The following information are estimates and the actual requirements may vary;
Passenger Trips: Utilization of a Light Twin Helicopter to provide transportation from a Forward Operating Base at Tigers Cage LZ NPS, (with GPS Coordinates 31.963767, -112.804282 for the concrete pad), to the remote tower site on the top of Ajo Mountain. Transportation must be
· Able to transport 4 people and luggage/equipment that can be stowed in cabin. Total payload will be approximately 1000-1500 lbs.
· Passenger transportation will be needed to the tower site in the morning and from the tower site in the evening for 8-12 hour work days
· Services are anticipated to be needed for up to 14 days from project start.
· Quote per day should include an itemization of any fees or charges to adjust schedule or extend schedule (Estimating the cost to include helo, pilot, standby time, and fuel)
Material Trips: We’re anticipating the utilization of a Twin Helicopter to provide transportation from the same location as the Passenger trips. Transportation must be
· Capable of providing transport of payloads between 500 to 1000 lbs. and 7000 to 8000 lbs. (The 7000 to 8000 lbs can be adjusted, according to the # of trips to suit the 4000 lb limit)
· There is estimated to be two trips with 500 to 1000 lbs. of payload to move materials to the tower site and two trips with 500 to 1000lbs of payload to remove old from the tower site
· There is anticipated to be one trip with 7000 to 8000 lbs. of payload to move new battery enclosure and batteries; one trip with 7000 to 8000 lbs. of payload to remove old battery enclosure and batteries (Pretty much a trip to move the new battery in and the old battery out). (The 7000 to 8000 lbs can be adjusted, according to the # of trips to suit the 4000 lb limit)
Material Transportation will be needed on an on-demand basis with the ability to be scheduled within a 2-3 day window from project start.
Below is a listing of the equipment to be transported to the remote site and the anticipated trips to be made.
