SIR 6973GH-18-R-00098 - FY18 MMAC Electrical IDIQ
1) During the site visit, I think Justin mentioned an area of ceiling tile that was not included in the base bid. Per the drawings it seems that we are to ‘replace ceiling tiles in areas indicated on plans’ under the base bid. There is no mention of ceiling tiles under bid option #1. Can you please clarify that all ceiling tile replacement requirements are under the base bid only?
A: Under Base Bid, all ceiling tiles in the area of Keyed Note 9 on Sheet E103 must be replaced. This is the second floor level of the (4) main entry vestibules. Under Option #1, all ceiling tiles in the area of Keyed Note 13 on Sheet E102 must be replaced. This is the corridor areas on the first floor connecting the TOTS labs to the main building.
2) Can you specify an exit light type? During the walk through, I noticed that most exit signs were an obsolete model.
A: Acceptable exit sign: Lithonia # LQC W ** G ELN (with single/double faces as required) or approved equal.
3) Why are there two different first floor lighting sheets?
A: The First Floor Sheet E102 was replaced and old sheet was inadvertently left in place. Contractor must use First Floor Sheet E-102 with plot time stamp of January 18, 2018 at 10:45AM. Plot stamp can be found at the far left side of sheet and on the right side of the sheet adjacent to the titleblock. Other (old) sheet E102 must be disregarded.
4) What, or who, decides when the ceiling tiles need replaced?
A: Please see above response concerning Base Bid/Option #1 Ceiling Tile Replacement work.
5) Can we have an existing switching or circuiting lay-out of the Thomas P. Stafford Building hallways?
A: Contractor’s bid must be based on drawings as shown with the assumption that typical corridor existing dual-level circuiting to parabolic troffers is disconnected, with fixtures operating off a single level and the disconnected level circuiting left in place.
6) Are the light fixtures only as specified, or will approved equals be allowed?
A: Approved equals of fixtures are allowed. Submit for approval.
7) Will you issue a new proposal form correcting the contract time, or will it just be issued as an addendum?
A: A new Seed Project Proposal Form will be issued with the responses to the questions.
8) Is the contract time working days or calendar days? I am concerned that the amount of work to be accomplished, in that time frame, might be hard for small businesses to adhere to, if it is calendar days.
A: Calendar days. The number of contract days will be adjusted to the following. 100 days for Base Bid (No Change from original); 200 days for Base Bid and Option #1. Bill White, can you please make this change?
9) There are (2) E-102 sheets in the bid set that look identical but have a different plot date, should one of these be removed from the bid set?
A: Please see above response concerning which Sheet E-102 to use.
10) Is the elevator cab ceiling replacement the only ceiling replacement in Option 1?
A: No. Please see above response concerning Base Bid/Option #1 Ceiling Tile Replacement work.
11) What line item should the testing of the existing exit lights be placed in?
A: Per General Note “V” on Sheet E-100, exit sign testing is included under Option #1 scope of work.
Include exit sign testing under Option #1 “Lighting Fixture & Lamps Material and Installation/Scaffolding/Lift Systems” line item.
12) The SF1442 states that an offer guarantee is required. Is this correct? If a bid bond is required should it be based on the seed project or the total IDIQ?
A: An offer guarantee is not required for the base contract. A bid bond is required only for task orders whose value would exceed $150,000.00.
