About this file

This document is a set of Questions and Answers related to a Screening Information Request (SIR) for Instrument Landing System (ILS) Installation Demonstrations issued by the Federal Aviation Administration (FAA).

The key details are: The FAA requires the replacement of a MK1D ILS to an ILS-420 system at a general aviation airport located in Kansas, Illinois, or Indiana. The SIR is issued as a partial Small Business Set-Aside. The contractor will be responsible for site surveys, engineering design, construction, and installation. The FAA will coordinate and pay for flight checks, complete necessary paperwork, and handle lease negotiations. Pricing is required only for the initial site survey at Galesburg Municipal Airport, with final pricing due later in the process. The FAA will provide Government Furnished Equipment when required. Interested offerors must submit questions by September 10, 2024, and proposals will be due at a later date.

693KA8-24-R-00024 Screening Information Request for ILS Installation Demonstration Questions/Comments

Answers to All Questions submitted by due date of September 18, 2024.

Q1: Can the FAA provide what type of DME will be in the installation? For example, will it be a High Power DME? The requirements for the two DMEs are different and will require different infrastructure.

Answer: FA-30600 Selex DME (low power)

Q2: Who is responsible for coordination of and payment of the flight check?

Answer: The FAA will coordinate and pay for flight checks.

Q3: Can we assume that the installations will not require new approach procedures for bidding purposes? If the existing equipment violates RSA rules or the site study finds obstructions and the antenna must be relocated, this could trigger a new approach procedure.

Answer: The approach procedures will remain the same. There are no RSA violations at the potential sites.

Q4: Has the FAA completed the initial paperwork for the sites? CATEX, EDDA(ESC), ORMP, 7460, etc.? Or will this also be part of the scope for the selected contractor? Section C states the contractor must assist with the development of the ORM. Will the contractor complete the form and send to FAA for approval and signature?

Contractor cannot sign many of these documents.

Answer: No, the FAA has not completed those documents. The intent is for the FAA to complete these immediately after the contractor delivers the site survey report. Completion and signature on these documents is the responsibility of the FAA. The contractor will assist by providing input and data as requested.

Q5: Can we assume this is a category 1 approach being replaced with a category 1? Will there be any additional requirements for example an SA CAT II?

Answer: The procedures and category of approach will remain the same.

Q6: The SOW states information regarding who will receive GFE at the site, such as the new shelter or ILS package. Can the FAA confirm this will be shipped for construction and not in advance? Can the equipment be stored at FAA laydown yards such as an ATCT? Or does the contractor need to provide storage space from a private vendor?

Answer: GFE will arrive on sites when required and the responsibility for storage is on the FAA.

Q7: How will the contractor handle expansion to current leased sites? For example, what if the shelter site is not large enough for the new shelter and DME and its footprint must be increased. Will the FAA have legal work with acquiring a new lease after the proposed 70% design?

Answer: The FAA will handle any lease negotiations.

Q8: Will lead and asbestos studies be part of the initial site evaluation? Will the FAA complete this prior to site evaluation?

Answer: No, those studies have not occurred and will not before site evaluation.

Q9: Will the ILS 420 Electronics package or the shelter package include back up power equipment (UPS)?

Answer: The ILS-420 comes with its own backup power. UPS will not be required.

Q10: The RFP references a section A. We cannot find a section A. Did we miss that somewhere?

Answer: Section A has been added to SAM.gov.

Q11: Page L-13 asks for the name, address, telephone, and email address of the Government cognizant contract audit office and Government cognizant contract administration office. Where do we find this information?

Answer: If the company does not have an assigned DCAA office, indicate this when responding to the SIR.

Q12: The resume template asks for an SCLIN. What needs to be put in that section?

Answer: That can be left blank.

Q13: How is the LOC remotely monitored? Wireless or over the air?

Answer: The system has both capabilities (wired and over the air). The monitoring type will be determined during design engineering, which is Options 1 and 2.

Q14: Does the LOC/GS have RMM and what type?

Answer: Yes, the systems have RMM. Can be wired and over the air.

Q15: The reference site is very minimal with DME, Marker or ATCT. The pricing on that location would not accurately reflect the cost of sites with that additional equipment.

Answer: Assuming you mean Galesburg Municipal Airport (FAA ID: GBG) in Galesburg, IL as the reference site. All potential sites to be assigned at contract award are similar to Galesburg in size, scope, and complexity.

Q16: An outer marker would add approximately 4 days to the project.

Answer: Noted

Q17: A DME would add approximately 3 more days to the project. Will 4 & 5 in this list affect bid pricing since initial reference site does not include these items?

Answer: See answer to Q15.

Q18: A survey is necessary to ensure accurate centerline elevation marker on the localizer array pad as well as elevation for NFDC.

Answer: Noted.

Q19: Will all shelters be less than 200 square feet, or will the Localizer shelter be larger than 200 sq ft?

Answer: Shelter sizes will vary; they are typically smaller than 200 sq. ft. Sizes will be determined during design engineering.

Q20: Will an airspace study be necessary?

Answer: Potentially. Will be responsibility of the FAA.

Q21: Will the contractor be responsible for the FAA Form 7900-6 changes to NFDC?

Answer: No

Q22: How is the supplier expected to determine a price for construction and installation prior to completing the site survey?

Example: Would the supplier be able to adjust construction and installation pricing if new land lines or fiber optic are required to interface with the remote control?

Answer: Note Section L.5.2.4.1 Price Volume Content: The proposal only requires pricing IAW Attachment J-1 for a

Site Survey at Galesburg Municipal Airport (FAA ID: GBG) in Galesburg, IL. Draft Pricing for Options 3 and 4 is not required until the 70% Design Submittal in Option 1. Final pricing for Options 3 and 4 is required at the Final Design Submittal in Option 2. Site Specifics (i.e land lines and fiber optics) will be determined and approved by the FAA during Options 1 & 2 (Engineering Design). Those costs will be known before awarding Option 3.

Q23: In proposing a price for construction without completing a site survey, it would be necessary to caveat such a price with assumptions. Would any assumptions related to the price for construction be considered an exception under L.5.2.4.4?

Answer: See response to Q22. This question should be addressed.

Q24: Section L.5.4.2 states "The Offeror must ensure that the total proposed price is reasonable and commensurate with the work required by the SIR and the technical approach identified in Volume I of the proposal." The technical approach outline in Volume I encompasses the Base period and all option periods and CLINs. However, L.5.4.2.1 indicates that only Attachment J-1 is to be provided. Please confirm that Attachment J-1 - the pricing spreadsheet for the Base Period - is the only pricing spreadsheet that shall be submitted in Volume V or if J-2 and J-3 must be submitted as well.

Answer: Attachment J-1 is the only pricing spreadsheet required in Volume IV, Pricing. Attachment J-2 and J-3 were only provided as reference and are due after contract award as defined in Section C.3.
