PART I - SECTION C

STATEMENT OF WORK

C-1

1. Background

In recent years, the Federal Aviation Administration’s (FAA) Mathematics Refresher course has been taught as a part of the current Common Principles course. Beginning March 2019, the Common Principles course changed from a nine-week instructor led training (ILT) course at the Mike Monroney Aeronautical Center (MMAC), to a two-and-a-half-week course at the FAA Academy. This content is now taught to technicians locally through distance learning methods. The FAA needs on-demand tutoring support that will supplement the Mathematics Refresher correspondence course materials and aid technicians in successfully completing the course. The new Common Principles course structure involves a student first attending the ILT course at the MMAC, then completing the mathematics correspondence course at their home site, and if needed, receiving tutoring support to understand and apply the required mathematics knowledge to pass the mathematics examinations.

2. Scope

Contract resources are required to provide support for Airway Transportation System Specialists (ATSS) training. The contractor must provide an online mathematics tutoring service to ATSS personnel who require assistance in relearning and understanding the mathematics principles and applications necessary to successfully complete the Mathematics Refresher 80 hour correspondence course.

3. Audience

The ATSS position requires successful completion of two years of study above high school that includes at least 12 semester hours in engineering, physical science, technology, or mathematics. At least six hours must be in electronics courses.

Alternatively, an entry-level technician may have one year of work experience with at least six months specialized work experience as a technician, instructor, inspector, or mechanic in a civilian or military setting.

The target audience for the mathematics tutoring support is expected to be comprised of approximately 500 newly hired full time employees from the ATSS Technician job series per year. Tutoring support will be available to all new hire ATSS employees that will be required to complete the Common Principles course. This course will be taken one time during an ATSS’s career.

4. Government Furnished Information

The FAA will provide the following information to the contractor to facilitate this task:

Name Description Mathematics Refresher Mathematics Refresher Course (FAA 44530001). This course is a PDF format, self-study correspondence course.

The course materials can be supplied either hard copy or soft copy. Materials supplied will not include tests and exams associated with the course.

5. Requirements

One-on-one tutoring support is intended to aid students in passing the mathematics refresher course. This support must be conducted through an online format where tutors can teach students based on course materials provided by students uploading information by typing, drawing, by photo, or by uploading a document in multiple formats (.pdf, .rtf, .doc, .xls, .jpg, .ppt, etc.). Tutoring support must be available to students on demand or scheduled 24/7, except Federal holidays. Student throughput is projected to be 400 new hires per year with students requiring an average of four hours of tutoring each. The Contractor must provide the necessary qualified personnel and materials to provide tutoring support to the Technical Training organization. Tutors must demonstrate they are qualified to tutor math subjects by meeting one or more of the following criteria: Have a Bachelor’s degree or higher in mathematics, engineering, or other related field; have taken and passed a qualification exam administered by the offeror that demonstrates sufficient knowledge of listed subject areas to provide tutoring in those subject areas;

hold a government issued teaching license.

Tutoring sessions last 30 to 60 minutes on average. Sessions must be conducted through an online web-based format where students can connect with instructors through a computer tablet, or cell phone using Android or iOS operating systems. Online workspaces should allow students and tutors to upload documents in any common format and allow information to be entered by means of typing or drawing. Text and voice support should be available for students and tutors to connect and must be in compliance with the Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d). Tutoring sessions must be recorded and archived by the vendor in video and PDF formats for student to refer to after completing a session. The vendor must retain the sessions for two years. Students must be able to choose specific tutors or be matched with a tutor that best fits the subject matter

C-3

Feedback is critical to the success of this endeavor. The learner must be given the opportunity to rate the tutor when they are finished with the tutoring service and at the end of each tutoring session if desired. The offeror must be able to provide feedback about transfer of knowledge, change in learner performance, and recommendations for learner success. The format of these evaluations is at the discretion of the vendor, but must be approved by the Manager, AJI-2320, Training Programs Team or other designated FAA personnel. The vendor must provide an administrative web page or monthly report to the FAA’s program administrator, to include student usage, feedback from tutors and session length.

5.1. Tutoring Subject Areas
