About this file
This document is an amendment to a solicitation for proposals for cafeteria food services at the Department of Transportation headquarters. Amendment No. 6 reopens the solicitation exclusively for vendors falling under the Randolph-Sheppard Act and allows these vendors to submit proposals by email by April 10, 2024 for consideration alongside existing proposals. The amendment also permits companies that previously submitted proposals to provide revised submissions by the same deadline. The Department of Transportation reserves the right to evaluate all received proposals and make an award that complies with the Randolph-Sheppard Act's preference if a proposal meeting requirements is within a competitive range. The solicitation seeks food services for the agency's headquarters cafeteria.

3. Allows (but does not require) any vendor that has already submitted a proposal to DOT in response to the subject Solicitation to e-mail, to james.mowery@dot.gov and to Jane.Tamai@dot.gov and to Angel.Ellis@dot.gov, by 11:30 PM Eastern Daylight Time April 10, 2024, a comprehensive, self-contained, stand-alone revised / updated proposal in response to the subject Solicitation; but
4. Does not authorize the submission, to DOT, of any proposal by any vendor that has not already submitted a proposal to DOT and that does not fall within the statutory purview and protection of the Randolph-Sheppard Act; and
5. Reserves DOT’s right to evaluate all proposals received in response to this Amendment, including any and all new proposals from vendors falling within the purview and protection of the Randolph-Sheppard Act and all revised or original proposals from firms that have already submitted a proposal to DOT in response to the subject Solicitation, and reserves DOT’s right to make an award-decision based on those evaluations in conjunction with the statutory requirement to give preference to a Randolph-Sheppard-compliant vendor if DOT determines that its proposal meets the requirements of the subject Solicitation and falls within a competitive range of the other proposals.
This Amendment No. 6 makes no further changes to the subject Solicitation.
