About this file

This document is Amendment No. 9 to Solicitation 693JK424R500002 for DOT Headquarters Cafeteria Food Services. The amendment addresses two questions from Randolph-Sheppard-protected prospective offerors regarding the cafeteria equipment and staffing levels. In response to Question A, the amendment states that the government will furnish and install new equipment for the contractor, but the contractor cannot assume that all existing equipment will remain. The government will provide a full list of Government Furnished Equipment after contract award. In response to Question B, the amendment provides the average staffing levels of the previous contractor, which was 18 prior to the cafeteria's COVID-19 closure in 2020, and 3 after it reopened in 2022 until the most recent closure in 2023. This amendment makes no further changes to the solicitation.

Amendment No. 9 to

Solicitation 693JK424R500002 - DOT Headquarters Cafeteria Food Services

This Amendment No. 9 answers the following two questions (“A” and “B”) posed by Randolph-

Sheppard-protected prospective offerors who attended the subject procurement’s March 28th, 2024

DOT site-visit / walkthrough given for such firms.

Question A: Will all of the equipment now in DOT’s cafeteria be staying there, for use by the subject

Solicitation’s resulting new-contract-awardee-company?

Answer to Question A: No. Currently there are three pieces of government-owned equipment that are being removed or replaced. DOT will furnish and install equipment for the use of the subject

Solicitation’s resulting new contractor-awardee-company, such as stoves, ovens, refrigerators, freezers, and fryers. A full listing of Government Furnished Equipment will be provided to this

Solicitation’s resulting new-contract-awardee-company only after that resulting new contract has been awarded. But no offeror shall assume that DOT will furnish, to the subject Solicitation’s resulting new-contract-awardee-company, any equipment that was not in DOT’s Cafeteria on the dates when this Solicitation’s two DOT site-visits / walkthroughs were provided to prospective offerors.

Question B: What was the average DOT-Cafeteria-contractor-staffing-level when the cafeteria was open, pre COVID?

Answer to Question B:

o The previous contractor’s average staffing-level total prior to the DOT cafeteria’s closing in March of 2020 was 18.

o The previous contractor’s average-staffing-level from the time when the DOT cafeteria re-opened in March of 2022, and continuing until the DOT cafeteria closed again in November of 2023, was 3.

This Amendment No. 9 makes no further changes to the subject Solicitation.
