About this file
This document consists of an amendment to a formal solicitation for guard services and the related federal contract opportunity. The amendment revises the evaluation criteria under the Cost/Price factor to state that each offeror's price proposal will be evaluated to determine whether it features reasonableness, realism, and whether it takes cost risk into consideration. It also adds definitions for the adjectival ratings of Outstanding, Excellent, Good, Satisfactory, Marginal, and Unacceptable. Additionally, it confirms the Cost/Price factor will not receive an adjectival rating since total cost is quantitative.
The federal contract opportunity is a draft solicitation for a competitive 8(a) set-aside procurement for guard services for the U.S. Department of Transportation. Interested parties are instructed to submit any questions or comments on the draft solicitation by February 19, 2023 to the listed contracting officials only via email. The agency is the Department of Transportation Immediate Office of the Secretary Transportation.

Amendment No. 2
To
FORMAL Solicitation No. 693JK423R500001
For
Guard Services for DOT
1. This Solicitation Amendment No. 2 STRIKES—from this Solicitation’s “Factor 5 Cost /
Price” wording set forth in this Solicitation’s major-Section-M—the following text:
“Each offeror’s price/cost proposal will be evaluated to determine whether the proposal features reasonableness and realism, and entails cost-risk”.
And this Solicitation Amendment No. 2 SUBSTITUTES, in lieu of the deleted text set forth above, the following revised text:
“Each offeror’s price/cost proposal will be evaluated to determine whether the proposal features reasonableness and realism, and whether it takes cost-risk into consideration.”
2. This Solicitation Amendment No. 2 ADDS—to this Solicitation’s major-Section-M—the following DEFINITIONS of the adjectival-evaluation-ratings specified in that Section M:
OUTSTANDING (O): The proposal significantly exceeds stated requirements, as reflected through an innovative, comprehensive, outstanding approach. The response is complete in terms of the basic content and level of information the government seeks for evaluation. There is a high probability of success and negligible risk that this offeror would fail to meet the quantity, quality, and schedule requirements. There are significant strengths, no deficiencies, or weaknesses.
EXCELLENT (E): The proposal greatly exceeds stated requirements. The response is complete in terms of the basic content and level of information the government seeks for evaluation. There is a high probability of success and little or no risk that this offeror would fail to meet the quantity, quality, and schedule requirements. There are significant strengths, no deficiencies, or significant weaknesses, but there may be minor weaknesses that need not be corrected to make award.
GOOD (G): The proposal meets all the stated requirements of the criteria; has an above average probability of success; contains no significant weaknesses and only minor correctable weaknesses exist. There is good probability of success and little risk that this offeror would fail to meet the quantity, quality, and schedule requirements.
SATISFACTORY (S): The proposal meets the minimum requirements. The response is considered complete in terms of the basic content and level of information the government seeks for evaluation. There is good probability of success and little risk that this offeror would fail to meet the quantity, quality, and schedule requirements. There may be some strengths, and significant weaknesses, that will need to be corrected to make award.
MARGINAL (M): The proposal fails to meet the minimum stated requirements. The response is considered incomplete or inadequate in terms of the basic content and level of information the government seeks for evaluation. low probability of success; major weaknesses and/or significant number of deficiencies exist.
UNACCEPTABLE (U): The proposal significantly fails to meet the stated requirements. What was submitted lacks essential information or is conflicting and unproductive. There is no reasonable likelihood of success; deficiencies are so major or extensive that a major revision or complete rewrite of the proposal would be necessary.
3. This Solicitation-Amendment-No.-2 confirms that this Solicitation’s “COST / PRICE” Evaluation Factor will NOT be rated according to any of the evaluation-ADJECTIVES mentioned above, since an offeror’s total “Cost / Price” is, by definition, a QUANTITATIVE value.
This Amendment No. 2 makes no further changes and provides no additional clarifications regarding the subject FORMAL Solicitation published in SAM.gov on June 9, 2023.
