SOLICITATION # 693JK423R500001 Amendment No. 5
Guard Services for the US Dept. of Transportation (DOT)
Questions for Guard Services for the US Dept. of Transportation (DOT) in Washington, DC
CBA / Wage DeterminationQUESTION 47: Question 27 in Amendment 3 references a Collective Bargaining Agreement. While we understand the Government isn't a signatory to the CBA, it is essential for offerors to review the economics of any and all active CBAs on this subject requirement so we may price accordingly. Can the Government please work with the incumbent contract to provide this information? ANSWER 47: DOT's contracting officer is now studying that matter and hopes to publish a further answer via a further Solicitation Amendment in SAM.gov on approximately June 26, 2023. So prospective offerors should carefully and frequently monitor SAM.gov for any FURTHER Amendments to this Solicitation.
CFEQUESTION 48: Will the government provide an updated quantity for each item listed under equipment? Which, if any, of the items satisfy the Communication devices with surveillance as listed under CFE Uniforms? ANSWER 48: The government has no quantity or brand recommendations for CFE. It will be the contractor's responsibility to make a quantity-determination which will ensure that all PSOs who are actively working posts have all required equipment.O6:O11D9N6:O10O6:R11D9N6:O10O6:AA10D9N6:O10O6:AB10D9N6:O10O6:AD9O6:AC10O6:AB10O6:AA10O6:Z10O6:Y10O6:X10O6:Y10O6:Y11O6:Y10D9N6:O10
ClearanceQUESTION 49: Will the government please confirm the clearance level needed for post locations? ANSWER 49: This DOT Guard Services project has no Top Secret or Secret clearance levels. All PSOs who are found suitable to work on this Solicitation's resulting new contract can work any post listed in the Post Hour Summary except for Key Positions.
Contract MgmtQuestion 50: Is there on-site office space for Contract Manager? If so, can it be accessed on weekends/holidays? ANSWER 50: There is no onsite space for the Contract Manager. Only positons listed on the Post Hour summary will have workspace and access to the facilities. All others will be treated as a visitor to the facility and will require screening and escorts.
Misc.QUESTION 51: Would the government confirm the last Contract Award amount and/or provide the contract number? ANSWER 51: It is the Contracting Officer's estimate / recollection that DOT's incumbent DOT Guard Services contract has an aggregate total value of about $80,000,000.
NWDTPQUESTION 52: Is there an NWDTP certified Instructor on the current contract? ANSWER 52: Unknown
ODC RadiosQUESTION 53: Regarding Section C.14.2.3 of the Soliclitation's Statement of Work: The Contractor is required to provide radio surveillance kits (shoulder microphones and earpieces) to preclude others from hearing radio communications. Will the government please detail acceptable brands/specifications to meet this requirement. ANSWER 53: Industry standard is acceptable. The equipment is CFE and not dependent on the government.
ODC UniformQUESTION 54: What is the current utilized brand and specification of boots? ANSWER 54: Unknown. The government is not involved in brands.
ODC Vehicle screeningQUESTION 55: Is vehicle screening required at any of the access control posts? If so, is the vehicle screening equipment provided by the government? ANSWER 55: Yes, it is conducted at times by the PSO, the government provides the equipment and at times also requests FPS K9 support for vehicle screening.
ODC WeaponsQuestion 56: What is the weapons platform, including make and model, currently in use on the contract? ANSWSER 56: Glock 17 9mm
ODC Weapons StorageQuestion 57: Are firearms required to be stored on site or are PSOs required to take weapons home after shift? If storing on-site, will the Government indicate which locations and provide storage space for weapons and ammo? ANSWER 57: Weapons are stored at all three sites along with duty ammo in an approved government furnished safe. PSOs do not take weapons home.
PhysicalsQUESTION 58: Are the incumbents considered to be medical qualified per the current standard and per the standard listed in the SOW? ANSWER: Yes all incumbents are medically qualified as listed in the current SOW.
Post ExhibitQUESTION 59: Will the government please provide an updated Post Exhibit indicating which posts are responsible for both X-Ray and Non-Xray screening, as well as CBA application? The current Post Hour Summary shows both X-ray and non X-ray posts. ANSWER 59: The government has no knowledge of the CBA impacting screening posts. Currently all PSOs rotate all posts and all PSOs are required to complete screening training.
Post ExhibitQUESTION 60: Will the government please confirm that the following are intentionally left blank: Orville Wright Building, Posts 217 and 225, and Wilbur Wright Building, Post 320? Are these posts anticipated to have hours added post-award? ANSWER 60: The government does reserve the right to add additional posts via one or more contract modifications to ensure the security and safety of the building.
SPVR DutiesQUESTION 61: ls it permissible for Supervisors to perform contract-related administrative duties, such as PSO scheduling, PSO Master training spreadsheet, 139 reconciliation and other admin type duties that are typically performed by an Administrative Assistant assigned to the contract? ANSWER 61: While Supervisors do perform some of those duties, it is the government's opinion that such actions take up an extensive amount of time that results in a lack of supervision of the PSOs and a lack of oversight. This is the main reason DOT requires both the PM and DPM to be on site to take those duties away from the Supervisors so they can be more actively engaged with the PSOs.
StaffingQUESTION 62: Are there any staffing shortage issues on the current contract? ANSWER 62: At times there have been shortages that have resulted in open posts
StaffingQUESTION 63: Is the level of effort reflected in the RFP the same level of effort that is currently being performed by the incumbent guard force? ANSWER 63: Yes
StaffingQUESTION 64: Will the Government please provide a seniority list, complete with breakdown of employees by building location, and appliacable CBA? ANSWER 64: The government has no such list, and any such information would be held internally by the incumbent contractor.
StaffingQUESTION 65: Would the government provide the number of TAS hours performed in each of the last 5 years, summarized by building? ANSWER 65: TAS hours vary from year to year dependent on scheduled events and other unforeseen incidents. The government budgets 500-750 TAS hours annually for each site if it is needed. The government provides the contrator with as much notice as possible ranging from several weeks to 48 hours or less.
TrainingQUESTION 66: Are the current PSOs and Supervisors trained to the NWDTP standards in the solicitation? ANSWER 66: Yes
TrainingQUESTION 67: Does the DOT mandated site specific training apply to all site locations (buildings DOT SEFC, Orville Wright, Wilbur Wright)? Please confirm that Supervisors will also need to complete all mandated training hours, plus the additional hours noted in the RFP. ANSWER 67: Correct, all uniformed officers to include Supervisors must complete all training requirements.
DOL Wage DeterminationQuestion 68: What DOL Wage Determinations (WDs) has DOT found to be applicable to the subject Solicitation?
DOL Wage DeterminationAnswer 68: Only the 27102 Guard II job, as listed in DOL WD 2015-4281 Revision 26 dated 5-10-23.
Further Wage / Benefit RuleQuestion 69: Other than the DOL WD cited above, what FURTHER minimum-wage-and-benefit rules appliy to this Solicitation? Answer 69: It is the Contracting Officer's understanding that the incumbent contractor's CBA sets a floor (minimum) on the wages and benefits that must be paid by this Solicitation's resulting new-contract-awardee.
TrainingQUESTION 70: Will the current contractor employees be fully qualified in terms of training completion, weapons qualification and medical evaluations, by contract start date? ANSWER 70: The assumption could be made that they will be, however training expiration dates are different within the workforce and some could be due or over due at the time of the award.
