About this file

This document contains answers to questions from prospective bidders regarding an amendment to a solicitation for a Lenel OnGuard panel and card reader modernization project for the Department of Transportation. The amendment provides clarification on several points, including confirming that upgraded "Full Path Capable" readers will be able to operate on existing downstream reader boards using the Wiegand protocol, and that existing Lenel enclosures and power supplies can likely be reused. It also lists the software version currently used, specifications of installed readers, and cable types used for communications. No changes are made to the solicitation through this amendment, which aims to provide additional information to bidders.

Amendment No. 6 To Request for Quotations (RFQ) No. 693JK420R500007

This Amendment No. 6 answers further questions recently posed to DOT by prospective bidders / offerors:

1.Question:

Can DOT divulge, to prospective bidders, the production PIVClass software version?

1.Answer: Yes. It is production system HID PIVClass software version 5.13

2.Question:

Can DOT please confirm that a “Full Path Capable” reader will not require a FICAM compliant downstream reader board replacement in this project?

2.Answer: “Full Path Capable” readers will not require FICAM compliant downstream reader board replacement. It is expected that they will continue to operate on the existing LNL-1320 boards or LNL-1300 boards, using the existing Wiegand protocol and 200bit FASCN card read.

3. Question:

Can DOT confirm that the language used in the Solicitation (RFQ) document is interchangeable as listed below:

A “Full Path Enabled Reader” is one that meets Objective 1.

A “Full Path Ready Reader” is one that meets Objective 2.

A “Full Path Capable Reader” is one that meets Objective 3.

3. Answer:

Language is interchangeable as defined below:

0. “Full Path Enabled Reader” meets Task 2 Objective 1 from SOO (Statement of Work) Section 3.

0. “Full Path Ready Reader” meets Task 2 Objective 2 from SOO (Statement of Work) Section 3.

0. “Full Path Capable Reader” meets Task 2 Objective 3 from SOO (Statement of Work) Section 3

4. Question:

Is contractor responsible for recalculating the cable or just price the current cable footage in the client provided spreadsheet?

4. Answer: It is expected that the contractor can use the existing cable. The line items listed in the solicitation on pages 24-29 were used by the Government for creating a Government Independent Estimate, it is expected that the quantity and parts will differ in the final contractor system design.

5. Question:

During the walkthrough it was mentioned that new cable runs would likely not be necessary. Can you please confirm.

5.Answer: It is expected that the contractor can use the existing cable.

6. Question: With reference to the note in the Solicitation-section entitled “Estimated Parts and Software Purchase Summary”, at page 36 of the Solicitation: Is the contractor responsible for redesigning the FICAM project for DOT for proposal submittal?

6. Answer: It is expected that the contractor as the Subject Matter Expert will write an SOW with a design to meet the requirements listed in the Solicitation’s SOO (Statement of Work). It is not expected that the quantity and parts will be the same as listed on page 36 of the Solicitation.

7. Question: With reference to the Solicitation- Section entitled “Nature / Description of Action(s)”, at page 36 of the Solicitation:

Is the fund of $614,561.00 already allocated for this phase, or is it just estimated?

7. Answer:

The figure of $614,562.00 is DOT’s estimated price for the upcoming contract, and DOT hopes to obtain a lower price through competition. But the technical acceptability of each proposal—as determined by DOT in accordance with the terms and factors specified in the Solicitation—will be indispensable to each proposal’s eligibility for consideration, by DOT, for receipt of this Solicitation’s resulting contract.

8. Question:

Is the contractor responsible for replacing the existing Lenel Enclosures?

8. Answer: It is expected that the contractor will be able to reuse the existing Lenel enclosures and will only add enclosures where absolutely necessary based on contractor system design.

9. Question:

Is the contractor responsible for replacing the Lenel - 120 VAC Power Supply?

9.Answer: It is expected that the contractor will be able to reuse the existing Lenel power supplies and will only replace/add power supplies where absolutely necessary based on contractor system design.

10. Question:

What are the model numbers of the current functional “Full Path Enabled” card readers?

10. Answer: The model number for the full path validation readers DOT currently have installed is: 920NHPTEK000HR-L02

11. Question:

Does the reader schedule provided during the walkthrough indicate all downstream readers of each indicated ISC?

11. Answer: Yes, the reader schedule provided includes all downstream readers for each indicated ISC.

12. Question:

Can you please confirm that no downstream devices, besides the existing LNL-1300e, are installed in a different room/closet than its ISC?

12. Answer: All downstream boards(reader/input/output) connected to an ISC are located in the same room/closet as the ISC.

13. Question:

Can you please specify the existing turnstile reader boards?

13. Answer: Existing turnstile reader boards are all LNL-1320 boards prior to Series 3, they are not Series 3 or newer.

14. Question:

What communications cabling is used communicate to turnstile reader boards?

14. Answer: Current turnstile reader boards are wired to the ISC located in the same room/closet using 4 conductor 22 AWG cable utilizing the RS485 protocol.

15. Question:

Can you provide a list of bidders/walkthrough attendees?

15. Answer: DOT will not be providing a list of bidders/walkthrough attendees.

16. Question:

Is a CSEIP certified engineer required for this project design and installation?

16. Answer: A CSEIP Engineer on the project would be preferred, but we will also look at other experience and certifications in the same or similar systems.

17. Question:

In the card reader definitions, "Full Path Capable" card readers are defined as capable but not configured to be FICAM compliant. In order to be FICAM compliant, an HID RP-40 PIV must communicate via ODSP, which requires door modules and controllers to be FICAM compliant as well. Shall we understand this definition to mean that the full path validation capability will be fully upgraded including reader modules and door controls? If card readers alone are to be upgraded, they will still not be capable of FICAM compliance.

17. Answer:

“Full Path Capable” readers need to be capable of being used for full path validation in the future but as part of this project will not require FICAM compliant downstream reader board replacement. It is expected that they will continue to operate on the existing LNL-1320 boards or LNL-1300 boards, using the existing Wiegand protocol and 200bit FASCN card read. It is understood by the DOT that the reader may require a programming card change in the future to be used for full path validation.

18. Question:

Task 2 Objective 2 is not asking for full FICAM validation. Only that this be easily changed by the SA after the fact.

○ In the event the HID readers capable of this are not available will the System Administrator swap at a later time? (basically is this expected to be a software change only)

○ Is DOT requesting that all required licensing for full path validation are included for these readers at this time?

18. Answer:

For the readers that are part of Task 2 Objective 2; DOT would like for this to be a simple software only change to switch the reader into a full path validation mode. But expect for the reader to continue to operate by reading the 200bit FASCN as the existing reader currently does. As the subject matter experts we would expect the contractor to inform us if this is not possible.

In either case DOT wants the ISC’s and downstream reader boards to be upgraded to boards that are capable of supporting full path validation and all required licensing for these readers to operate in full path validation mode in the future.

19. Question:

Does DOT want one server for all of the secure areas or one server for each secure area?

19. Answer:

DOT Currently has two Lenel servers running in a redundant Nec Xpress Cluster environment. It is expected that these two existing servers will be used for this project, if possible.

20. Question:

Which version of Lenel OnGuard is DOT running now?

20. Answer: DOT’s Lenel OnGuard system is currently running version 7.4.457.235

This Amendment No. 6 provides no further answers or clarifications regarding the subject RFQ.
