About this file

This document is an amendment to a request for quotations issued by the Department of Transportation. The amendment provides answers to two questions from a prospective bidder. For the first question regarding certificate checking software, the amendment clarifies that the existing Lenel OnGuard and HID PIVClass software should be used to the maximum extent possible according to the upgrade paths in the statement of work. For the second question on CSEIP engineer requirements, a CSEIP engineer is preferred but other relevant experience and certifications will also be considered. The underlying solicitation seeks quotations to perform a Lenel OnGuard panel and card reader modernization at the DOT headquarters in Washington, D.C. in accordance with the request for quotations and its statement of work.

Amendment No. 5 To Request for Quotations (RFQ) No. 693JK420R500007

This Amendment No. 5 answers two questions recently posed to DOT by a prospective bidder / offeror:

1.Question: For certificate checking (Full FICAM) there are several software components not listed in the specifications provided by DOT. In order to price our response appropriately would the DOT like for us to provide a bid for a completely compliant solution, or to bid according to the specifications provided?

1.Answer: Currently USDOT is using HID PIVClass 5.13 software providing certificate validation integrated with our Lenel OnGuard 7.4 system for our existing full path validation readers. In the SOO we have requested that the existing software and hardware be used to the maximum extent possible. The subject RFQ’s Statement of Work (Statement of Objectives, or SOO) is not requesting that every card reader connected to the system is updated to be fully FICAM compliant. The upgrade paths for each card reader should follow attachment (1) in the SOO.

2.Question: In relation to HSPD-12 compliance will the requirement for the use of a CSEIP Engineer be enforced for this project?

2.Answer: A CSEIP Engineer on the project would be preferred, but DOT will also look at other experience and certifications in the same or similar systems.

This Amendment No. 5 provides no further answers or clarifications regarding the subject RFQ.
