Instructions
| Offeror Instructions |
| The Offerors are required to fill in this attachment as part of their response to the EITSS RFP |
Offeror is to fill out the cell shaded in blue only. Cells shaded in Green will automatically populate The Pricing sheet is only to be used to provide a comparison of costs during the Price Evaluation. The DOT fully expects the contractor to work with the DOT to transition the staffing and delivery model over time to a Firm Fixed Price (FFP) contract that lowers the staff count and to gain operating and cost efficiencies The conversion to FFP is on this file on a Tab labeled Conversion to FFP. The rates provided by Offeror will be used to assess the Day 1 staffing model.
Transition Cost Tab:
The Offeror will propose a Fixed Price for Transition Services Offeror shall add or remove the appropriate number of cells/columns if fewer or additional months are needed for the transition. Offeror should assume a Transition Period of 3 months.
PgMgt_Int Support, End User Support Rate, and Infrastructure Ops Sheet Tab:
This tab provides the labor categories per tasks defined in each PWS.
This tab also lists the number of resources by labor category that comprise the anticipated DOT Staffing model (per knowledge known to the government at the release of the RFP).
Offeror shall provide the on-site and off-site hourly rate (blue columns) for each labor category (assume Washington DC duty location for personnel with the exception of the Field Task Support in the End User Support tab. For Field Support, use information provided in DOT Service Locations Attachment J-7 to determine current duty location of personnel).
Describe any changes to labor categories and labor hours to provide the Federal government with a clear understanding of the Offeror’s intent for its Business Proposal.
Other Direct Costs should be included for any Software/Tools Costs, ODCs, Travel.
Labor Category Descriptions (Unrestricted LC / Small Business LC) These two tabs provide a list of labor categories that will be part of the Unrestricted and Small Business Offeror's RFP.
Labor Category Rate Sheets (Unrestricted LC / Small Business LC) Offeror shall complete the hourly bill rate for each labor category and option years as listed in the respective Labor Category Rate Sheet. The Offeror may add additional labor categories with rates as needed.
Since the ECI index in the future is not available today, the DOT will use Base Period Year rates for evaluation purposes in all subsequent years. For subsequent years thereafter, the annual rate increase will be based on the US Department of Labor’s Bureau of Labor Statistics’ Employment Cost Index (ECI) for Civilian Labor (DOL ECI – Civilian Labor) of the previous year.
Offeror will provide an hourly rate up to two decimal points.
Conversion to FFP:

Storage Engineer - Mid Experience: Must have a minimum of 5 years of experience administrating storage area networks, specializing in EMC and NetApp systems and Enterprise backup systems. Must have experience with storage cloud infrastructure. Must possess either a EMC Certified Storage Administrator, NetApp Certified Data Administrator certification, or equivalent.
Duties: Responsible for the day-to-day administration of the storage area network (SAN). Performs all maintenance, configuration and deployments to the SAN system. Provisions storage and monitors capacity. Provides daily support of the storage environment and backups. Works on storage related tasks such as volume creation, LUN provisioning and data migration.

Must have experience working with EMC Storage, cloud infrastructure, NetApp storage, Cisco storage fabric switches, Nexus platforms, and backup systems. Must possess either a EMC Certified Storage Administrator, NetApp Certified Data Administrator certification, or equivalent.

System Engineer - Lead Experience: Must have a minimum of 12 years of experience leading and managing system and server administration services. Must have experience managing multi-discipline server and system operation teams. Must have extensive knowledge of multi-vendor server operating systems.
Duties: Responsible for leading and managing the service delivery of server and system operations, to include engineers supporting Microsoft, Unix, Linux, and Solaris operating systems. Manages multi-discipline technical teams, providing Tier 2 and Tier 3 level troubleshooting, incident response, root cause analysis, risk analysis and management, and IT service improvement.
UNIX/LINUX System Engineer - Mid Experience: Must have a minimum of 3 years of experience administrating servers and systems, specializing in UNIX/LINUX operating systems. Must possess a Red Hat Certified System Administrator (RHCSA) certification or equivalent.
Duties: Responsible for the day-to-day administration of the UNIX/LINUX Server infrastructure. Maintains and manages servers hardware and software. Performs imaging of servers utilizing common imaging tools. Performs patching, hardening, and automated deployments. Performs basic troubleshooting and escalates complex issues to Senior Admins. Works primarily in a virtualized environment.
VDI System Administrator Experience: Must have a minimum of 5 years of related experience administrating a Virtual Desktop Infrastructure (VDI). Must have experience providing end-user support related to VDI.
Duties: Performs day-to-day activities required to administer VDI in support of end-users. Created and deploys application packages to VDI users. Performs VDI image created and distribution. Performs all system updates and patches. Troubleshoots complex issues and provides incident resolution for all related incidents requiring escalated support or subject matter enterprise.
Call Center Engineer - Junior Experience: Must have a minimum of 2 years of experience supporting an IT service desk. Must possess a High School Diploma. HDI Customer Service Representative Certification required within six (6) months of employment.
Duties: Responsible for supporting the IT service desk by providing end-user support via phone calls, e-mails, self-service requests and walk-in request. Provides detailed level answers on Windows & Office applications and provides escalation and routing for complex issues and requests. Maintains ownership of calls throughout the lifecycle of the users request to include following up with end-user and escalation team. Researches customer concerns and find appropriate resolutions. Creates and maintains case management records of daily problems and remedial actions taken, or installation activities.
Call Center Engineer - Mid Experience: Must have a minimum of three (3) years of work experience in a federal government environment providing help desk hardware and software support. Bachelor of Computer Science, Information Systems or related field preferred. Five (5) years of equivalent work experience in-lieu of education will be considered. HDI Support Center Analyst (HDI-SCA) Certification required within six (6) months of employment.

Documents, tracks, and monitors the problem to ensure a timely resolution. Identifies, researches, and resolves technical problems. Creates and maintains case management records of daily problems and remedial actions taken, or installation activities.
Communications Support Analyst - Junior Experience: Must have 1 year of experience providing customer service support in a business organization. Must possess a High School Diploma. Degree may be substituted with 2 additional years of related experience.
