PROJECT LIST: Major Initiatives within the OCIO
The following list of projects are expected to active at DOT into the next fiscal year (FY19). Actual status of each of these projects as well as other Operations and Maintenance related activities will be discussed in depth with the Contractor during the transition period when the Government will be in a better position to inform the status of each project. These projects are currently supported by the existing Contractor(s) as part of the O&M work unless otherwise specified.
NETWORK ASSESSMENT RISK MITIGATION (NARM)
In 2017, OCIO completed a network assessment to map the network, conduct a risk and performance assessment, and define a target state blueprint that aligns with corporate sector best practices (i.e., processes and technology) and cyber security standards. The assessment revealed the network was larger than what was originally visible to OCIO, with significant high‐risk vulnerabilities, critical best practice deficiencies, and multiple single points of failure. A “Target State” roadmap was developed to reconfigure the network into a centrally controlled Software Defined Network (SDN). The transition to the target state is expected to take 2.5 years. This initiative is considered a critical cyber and shared services foundational component and is performed by a separate Contractor today within the CIO. The EITSS Contractor for the Infrastructure Operations Task Order is expected to continue the network O&M activities once the target state is reached.
MICROSOFT OFFICE 365 (O365)
OCIO is implementing MS O365 in four phases. Phase I consisted of migrating all DOT email (excluding FAA) to Exchange On‐Line, Phase II included the upgrade of MS Office 2010 to ProPlus. Both phases were completed. Phase III which is the deployment of One Drive in the environment, and Phase IV which targets SharePoint On‐Line are both in the planning stage and will be performed by the EITSS Contractor.
CLOUD
OCIO manages a separate contract for its Microsoft Azure space which is provided as a service to modal partners. OCIO is currently working to expand its current Azure footprint to leverage additional security services, transformation of modal
IaaS environment to PaaS platforms for dynamic elasticity and cost efficiencies, and as a hybrid model to on premise disaster recovery. OCIO is also working to establish a centralized Amazon Web Services environment by pulling existing DOT AWS environments together into a standardized shared service. The O&M for all CIO-managed cloud environments will be provided by the EITSS Contractor.
EIS 2020
GSA is leading an initiative called Network Services 2020 (NS2020). This effort is a consolidation of GSA contract vehicles for Network and Telecom services into one: Enterprise Infrastructure Solutions (EIS). DOT will transition existing inventory for Networx, WITS3, and Regional Local Service Agreements (LSAs), to the follow‐ on contract vehicle: NS2020 / EIS. Work is currently in progress for the EIS transition. The outcome of the EIS contract award may impact network operational activities performed by the EITSS Contractor.
WINDOWS 10
OCIO is in the process of upgrading users to Windows 10 through refresh and break/fix replacements. A strategy for in-place upgrades is currently being developed and tested. This project is not expected to be completed by end of 2018. The work for this effort will be performed by the EITSS Contractor.
DESTINATIONS DIGITAL
The Destinations Digital initiative focuses on three priorities: Technology solutions that accelerate the DOT mission, leveraging security to innovate for the digital revolution, and accountability for results with complete transparency. The initiative is using study groups to discover and consolidate IT commodities and services across the DOT. The study groups are at different phases of progress, and their work will continue into FY19. The EITSS Contractor will perform engineering and operational support for the study teams and related outputs.
