About this file

This document provides details on a federal contract opportunity for resurfacing an asphalt traction test pad. The National Highway Traffic Safety Administration is soliciting bids to resurface the SATF Asphalt Traction Test Pad under solicitation number 693JJ924RQ000149. The opportunity type is listed as pre-solicitation, and the description provided indicates the work will involve resurfacing the uniform tire quality grading standards traction test surface. No other details are given on response dates, pricing terms, set asides, or incumbent contractors.

Deliberative Process Privilege – Internal Use Only SATF Asphalt Resurface Information Session January 18, 2024

Deliberative Process Privilege – Internal Use Only January 18, 2024

AGENDA

A brief overview of the San Angelo Test Facility

The San Angelo Test Facility is a small tire and vehicle testing facility operated by the National Highway Traffic Safety Administration (NHTSA).

The facility is located on Goodfellow Air Force Base in San Angelo, Texas.

The asphalt traction test surface is located on the southern straight of the oval test track.

The test surface is used by SATF as well as 3 different 3rd party test companies for Uniform Tire Quality Grade (UTQG) traction testing.

The test vehicles are typically large heavy duty pickup trucks (F250/F350) with a specialized trailer for traction testing.

The normal hours of operation for SATF personnel are Monday through Friday between the hours of 7:00 a.m. and 4:00 p.m. excluding Saturdays, Sundays, and Federal holidays.

If noncontractor personnel (e.g. federal or NHTSA contractor personnel) are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than the normal tour of duty for work hours/days.

Any special accommodations that are required must be communicated to the COR who will coordinate with the base security personnel.

Deliberative Process Privilege – Internal Use Only

All contractor personnel who will enter the base are subject to the background check performed by GAFB security.

The general background check requirements may be found at: https://www.goodfellow.af.mil/Home/Visitor-Control-Center-Gate-Information/.

This process can take between 2-4 weeks to complete from the time the list is submitted.

All commercial vehicles must be inspected at the South Gate inspection station prior to entry.

Deliberative Process Privilege – Internal Use Only Security Requirements

Contractors must coordinate with the Goodfellow AFB Civil Engineering group to ensure compliance with all environmental requirements.

All trash, debris, refuse, garbage, etc. must be collected daily to ensure a clean and orderly worksite. All items must be disposed of properly according to any applicable federal, state, or local guidelines or regulations.

The COR (Jayton Lindley) will inspect the site prior to the contractor’s final departure to confirm that the site is in a satisfactory condition.

Contractors should minimize the use of base roads and only travel to and from the worksite for the duration of the project.

Parking on the turf or base roads is not permitted without prior approval from the COR.

Deliberative Process Privilege – Internal Use Only Base Requirements

The test surface is approximately 1000 feet long and 104 feet wide. The acceptable coefficient of friction range (as specified by regulation) is 0.40 to 0.60 (slide coefficient of friction).

SATF is targeting a coefficient of friction in the 0.55 to 0.62 range after curing and the initial burnishing is completed.

The government is targeting a useful life for the new surface of 8-10 years at normal test volumes. (The current surface was paved in September 2014) The government will provide the contractor with historical data on previous asphalt mix designs for reference if requested.

The contractor will propose an initial asphalt mix design and place a test strip of approximately 10 feet wide and 100 feet long in the shoulder area of the existing test surface.

Deliberative Process Privilege – Internal Use Only Project Requirements

After the test strip has cured, the government will evaluate the test strip to determine the coefficient of friction and durability.

SATF will provide feedback to the contractor on any changes (increase/decrease friction or improve durability).

The contractor will then revise the asphalt mix design and place a new strip for evaluation. This process will be repeated until an acceptable mix design is identified.

Once an acceptable mix design is identified, the contractor will prepare to pave the full test surface.

The contractor will determine if the existing surface needs to be removed (milled away) or if an overly can be placed on the existing surface.

Deliberative Process Privilege – Internal Use Only Project Requirements continued

The contractor will clean the surface, seal cracks, and place a moisture barrier layer prior to placing the new test surface.

At the transition areas between the test surface and the non-test surface, the Contractor must provide butt joints to transition to and from asphalt test areas to ensure structural integrity and smooth transition to the asphalt (non-test) roadway surface.

These transitions between the test surface and the non-test surface must be such that the driver of an instrumented skid trailer driving over the transition area will not feel a bump and the data acquisition system will not be affected as the various axles pass over the transition area.

The contractor will be required to paint new lane stripes on the new test surface that duplicate the color, width, and length of the old lane stripes.

Deliberative Process Privilege – Internal Use Only Project Requirements continued

The metrics used to determine if an asphalt mix design is acceptable will be the coefficient of friction, the polish resistance of the test surface.

The coefficient of friction will be measured using the UTQG traction test procedure with an ASTM E 501 control tire at the standard 1,085lbs test load using self-watering at a rate of approximately 4.0 GPM per wetted inch of nozzle width.

The polish resistance of the asphalt will be evaluated using simulated traction testing with heavy test loads and high-grip wide tires. This process will be repeated with friction coefficient measurements taken at regular intervals. The friction coefficient vs. number of simulated tests will be plotted to determine the “wear rate” of the test surface.

The full test surface will be evaluated for smoothness by logging the vertical force transducer on the test trailer over the full length of the surface including the transitions to ensure that the surface is sufficiently smooth that test data will not be impacted.
