20. Question: On page 17, it states “The cost proposal shall be prepared in accordance with the Offeror’s accounting system and practices and format of the Cost Proposal template provided in Exhibit E.1.” Can the government please provide Exhibit E.1?
Answer: For the cost proposal template, refer to the attachments (see J.7) that appear with the RFP for the IDIQ.

Section L.2 also says, “The Hypothetical Task Order Technical Proposal shall be submitted as a stand-alone document (i.e., not as a section of the base IDIQ proposal). It shall contain a cover sheet that clearly identifies the Offeror’s name.”
Would the Government provide clarification about whether the hypothetical task order should be a separate document and not referenced in the IDIQ technical plan?
Answer: Section L.9.1 of the RFP states that “Instructions for the Hypothetical Task
Order appear in Attachment J.6.” Per directions in Section L.2 of attachment J.6, bidders should prepare and submit the Hypothetical Task Order “as a stand-alone document” with a “cover sheet that clearly identifies the Offeror’s name.” Section

Section M.3.3 says, “While Offerors are required to provide ratings (if available) for past projects described in their proposals, and to document terminated contracts in compliance with the instructions provided in Section L, NHTSA’s evaluation may include searches to identify ratings (e.g., CPARS) and terminated contracts not identified, or not accurately described, by the Offeror.”
Would the Government confirm that the Offeror should only provide ratings for minimum of three and a maximum of five specified projects but not for all recent project described?
Answer: This text from the RFP in this question answer the bidder’s questions.

Offerors shall not submit resumes as part of the Hypothetical Task Order proposal;
however, NHTSA will review resumes submitted as part of the base IDIQ proposal to assess the qualifications of proposed staff for this Hypothetical Task Order. Resumes from the base IDIQ proposal will be used to evaluated staff with substantial roles proposed in the Hypothetical Task Order.”
Section L.9.2 of the base IDIQ says, “The Offeror may submit a maximum of 20 resumes.”

Performance Questionnaire).”
If a CPARS has been completed and is available to the Offeror, should the Offeror email a copy of the CPARS report for a specific contract to NHTSA in advance of the proposal due date (“…directly to the Contract Specialist via email at nhtsaOAM@dot.gov , with
“RFP No. 693JJ924R000031” in the subject line.”? Or should the Offeror attach the
CPARS report with the proposal submission? Or is a different approach preferred?

Answer: Offerors are required to use the template provided, please see revised
Attachment J.7.
45. Question: Please confirm whether this attachment is to be used for the IDIQ Rate submission or to the price the Hypothetical Task Order. IDIQ?
Answer: Attachment J.7 should be used for the IDIQ rate submission and the

Checklist and associated documents do not need to be provided for the Cost/Business
