Title: Technical Assistance GO Team (Task Order 2) Attachment A, Q&A Responses
Q1. Attachment J.14, Section L, Instructions, Conditions and Notices to Offerors; Section L.1, Proposal Delivery; Subsection When/Where/How to Submit (page 28)
Question: The RFP instructs that technical and price/cost proposals should be submitted electronically via email. Is there a file size limitation on email?
If so, are offerors allowed to send separate emails (i.e., all attachments for Volume I as one email, all attachment for Volume II as a second email, all attachments for Volume III as a third email?)? Is there a file naming convention that is preferred?
Is there a file naming convention that is preferred?
NHTSA Response 1: Yes, technical and price/cost proposals should be submitted electronically via email. Yes, there is a file size limitation on email and the limit is 75MB.
Yes, offerors are allowed to send separate emails (i.e., all attachments for Volume I as one email, all attachment for Volume II as a second email, all attachments for Volume III as a third email). But, if you are able to send all Volumes with their attachments in one email and it does not exceed the size limitation of 75MB this method will be acceptable. If you are unable to submit all Volumes and attachments due to the size limitation, you may send them separately.
No, there is not a preferred file naming convention.
Q2. Attachment J.14, Section L, Instructions, Conditions and Notices to Offerors; Section L.3, Proposal Format; Subsection Volume I – Technical Proposal (page 29) Section L, Instructions, Conditions and Notices to Offerors; Section L.6, Proposal Content (pages 65-66)
Question: The RFP states “The electronic submission(s) shall be submitted in a format compatible with Microsoft Office.” Does this mean that a Word document is preferred, rather than a combined PDF document?
NHTSA Response 2: The Offerors can choose to submit a Word document or combine documents as a PDF. The business cost proposal spreadsheets should be interactive so that the Contract Specialist can verify the calculations used to obtain the final cost.
Q3. Attachment J.14, Section L, Instructions, Conditions and Notices to Offerors, Section L.4, Technical Proposal Instructions (page 30)
Question: Page 30 states “Volume I: Technical Proposal shall be submitted in three (3) parts.”
Please confirm how delivery of Volume I is preferred—separate files for each part, or one document with all parts included therein.
NHTSA Response 3: Volume I, Technical Proposal is preferred to be combined in a PDF with all parts included therein. The email attachment should not exceed the size limitation of
75MB.
Q4. Attachment J.14, Section L, Instructions, Conditions and Notices to Offerors, Section L.4, Technical Proposal Instructions, Subsection L.4.3 Part III: Corporate Experience and Past Performance (pages 30-31)
Question: Please confirm that NHTSA is requesting three additional Past Performance Questionnaires (PPQs) for each task order proposal response, in addition to the three PPQs requested in Volume I: Technical Proposal. If this is not accurate, please confirm that it is acceptable to repeat PPQs in the task order proposals in Volume III.
Is NHTSA expecting the completed PPQ documents to be included in Volume III, Part III, Corporate Experience and Past Performance? If so, please confirm that the PPQs are excluded from the 25-page page count.
If NHTSA would prefer to receive the PPQs directly from the references, where should PPQs be sent?
NHTSA Response 4: No, NHTSA is requesting the offeror to provide a least three (3) separate past performance questionnaires for each task order submission listed in Volume I: Technical Proposal, Part III, Corporate Experience and Past Performance. There is no Volume III listed in task orders (RFP 693JJ920R000015, Traffic Records Assessments and Support) and (RFP 693JJ920R000012, Technical Assistance GO Teams).
No, NHTSA is not expecting the completed PPQ to be included in Volume I: Technical Proposal, Part III, Corporate Experience and Past Performance. The PPQs are excluded from the 25-page count.
NHTSA prefer to receive the PPQ’s directly from the references. Please submit electronically to the attention of Yvonne Green, Contract Specialist, via email at NHTSAOAM@dot.gov with a copy to Yvonne.Green@dot.gov.
mailto:NHTSAOAM@dot.gov
Q5. Is it acceptable to provide PPQs for specific task orders that have been completed under task-order contracts? Or does NHTSA prefer PPQs to reflect overarching contracts of similar size and complexity to this IDIQ?
NHTSA Response 5: To be clear, there are two areas in the solicitation addressing PPQs;
section--- of the solicitation for the overall requirement and section --- of Task Order ---.
In regards to the Task Order, yes, is it acceptable to provide PPQs for specific task orders that have been completed under task-order contracts.
And yes, NHTSA prefer PPQs to reflect overarching contracts of similar size and complexity to this IDIQ as it pertains to the overall requirement.
