PROGRAM OVERVIEW

NHTSA’s Traffic Records GO Team program is designed to provide resources and assistance to State traffic records professionals as they work to better their traffic records data collection, management, and analysis capabilities.

GO Teams are small groups of one to three subject matter experts designed to help States address traffic records issues ranging from pinpoint assistance with a single database to broader assistance with Traffic Records Coordinating Committee (TRCC) management, strategic planning, and data integration.

The issue must have a clearly delineated scope appropriate to the GO Team program— generally a smaller scale, short-to-medium-term need. The most appropriate topics will likely address an issue detailed in the State’s traffic records strategic plan or identified during the State’s most recent traffic records assessment.

NHTSA’s Traffic Records Team is tasked with helping States improve their traffic safety data collection, management, and analysis capabilities through evaluation, training, and technical assistance.

TECHNICAL ASSISTANCE

Technical assistance GO Teams work with the State to help address the issue identified in the GO Team application. Following a remote data collection phase, the GO Team subject matter experts will make an on-site diagnostic visit to ensure a full and accurate understanding of the issue. In addition to the on-site assistance, a technical report that details the GO Team’s diagnosis of the issue and recommended courses of action is provided.

Following the submission of the diagnostic report, NHTSA’s Traffic Records Team hosts a closeout webinar in which the GO Team debriefs NHTSA and the State on its findings and suggested corrective actions.

Sample Technical Assistance GO Team topics include:

• Help develop a traffic violations “law table” to interpret local charges and help States to harmonize local and State statute citations so that more accurate data can be collected.

• Help a State identify or develop appropriate performance measures and metrics to improve data quality.

TRAINING

Training GO Teams work with the State traffic records professionals to design a curriculum to meet their specific training needs. GO Team training sessions are generally no longer than three days and must not replicate coursework provided through other institutions such as the Transportation Safety Institute.

Training GO Teams travel to the State to provide instruction only as needed. When appropriate, the GO Team delivers the tailored training sessions via webinar.

Sample Training GO Team topics include:

• Train TRCC coordinators and chairs to build an effective TRCC. Facilitate sessions with the full State TRCC to define its multiple roles in Traffic Records.

• Train State crash data collectors, processors, maintainers, and users on the importance of quality crash data and how this helps to improve safety decisions.

REQUESTING A GO TEAM

A State interested in requesting a GO Team should complete and submit a brief application via the Traffic Records Improvement Program Reporting System (TRIPRS). Applicants should contact their Regional program managers for more information or assistance with the application process.

A successful application describes the issue in sufficient detail so NHTSA can identify the appropriate subject matter experts and validate that the requested assistance falls within the scope of the program.

Applications must be submitted by a State-designated representative and approved by both the State’s Highway Safety Office and Traffic Records Coordinating Committee.

Applications are accepted on a rolling basis throughout the fiscal year and GO Teams will be deployed on a first-come, first-serve basis.

Once an application has been reviewed and approved, NHTSA will contact the State representative to schedule the GO Team deployment.
