Title: Technical Support Services for NHTSA Traffic Records Program Responses to Questions
Q1. Has this effort been contracted by NHTSA previously? If yes, can you please provide the name of the incumbent and the awarded amount?
NHTSA Response 1: The incumbent was Traffic Safety Analysis Systems & Services, Inc and the awarded amount was $6,310,207.86.
Q2. Although it states place of performance in Washington DC, can this contract performance be at our offices, or only on locations stated by the Government?
NHTSA Response 2: This task can be performed remotely.
Q3. Section L.7 (Page 66) says the format of the technical proposal includes 3 parts:
technical plan; knowledge, skill and staff qualifications; and corporate experience and past performance. Section L.8 (Page 67) indicates the technical proposal has 5 parts, including a Table of Contents and an introduction with those 3 aforementioned sections. What format is correct?
NHTSA Response 3: Both formats are correct. Upon submission of technical proposal, it should include the table of contents to provide the reader a means to easily identify major points of discussion. The introduction should provide the reviewers with an impression of the Offeror’s understanding of the requirement and the proposal should include the technical plan; knowledge, skill and staff qualifications; and corporate experience and past performance for evaluation purposes.
Q4. If 5 parts is correct, does the table of contents and introduction count toward the 20-page limit?
NHTSA Response 4: The table of contents and introduction are excluded from the 20-page limit.
Q5. Section L.2 (Page 64) indicates the proposal should be submitted via email. Section L.8 (Page 67) indicates the proposal needs to be submitted on 5 CD-ROMs. Can you clarify which method of submission is acceptable?
NHTSA Response 5: NHTSA prefer technical and business proposals electronically.
Q6. The task orders say they should be submitted in files compatible with Office (i.e., Word, Excel), but the IDIQ indicates PDFs are acceptable. Which format would NHTSA prefer?
NHTSA Response 6: The Offerors can choose to submit a Word document or combine documents as a PDF. The business cost proposal spreadsheets should be interactive so that the Contract Specialist can verify the calculations used to obtain the final cost.
Q7. Section L, Instructions, Conditions and Notices to Offerors; Section L.2, Proposal Delivery; Subsection When/Where/How to Submit (page 64)
Question: The RFP instructs that technical and price/cost proposals should be submitted electronically via email. Is there a file size limitation on email?
If so, are offerors allowed to send separate emails (i.e., all attachments for Volume I as one email, all attachment for Volume II as a second email, all attachments for Volume III as a third email?)?
Is there a file naming convention that is preferred?
NHTSA Response 7: Yes, technical and price/dost proposals should be submitted electronically via email. Yes, there is a file size limitation on email and the limit is 75MB.
Yes, offerors are allowed to send separate emails (i.e., all attachments for Volume I as one email, all attachment for Volume II as a second email, all attachments for Volume III as a third email). But, if you are able to send all Volumes with their attachments in one email and it does not exceed the size limitation of 75MB this method will be acceptable. If you are unable to submit all Volumes and attachments due to the size limitation, you may send them separately.
No, there is not a preferred file naming convention.
Q8. Section L, Instructions, Conditions and Notices to Offerors; Section L.6, Proposal Content (pages 65-66)
Question: Section L.6 states that the offeror must submit the following documents: Standard Form 33; Section K – Representation, Certifications, and Other Statements of Offerors; Waiver of Price Evaluation Adjustments/Preferences; and Conflict of Interest. Please confirm that these forms should be included under Volume II Cost/Business Proposal, Part II, Other Financial and Organizational Information.
NHTSA Response 8: Yes, these forms should be included under Volume II Cost/Business Proposal, Part II, Other Financial and Organizational Information.
Q9. Section L, Instructions, Conditions and Notices to Offerors; Section L.6, Proposal Content; a. Standard Form 33 (pages 65)
QUESTION: Page 65 requests that Standard form 33 be submitted as “One (1) completed copy unbound; with original signature.” Please confirm that it is acceptable to submit one PDF copy, with electronic signature. If this is not accurate, please provide the delivery address for the hard copy submittal.
NHTSA Response 9: It’s acceptable to submit one PDF copy with electronic signature.
Q10. Section L, Instructions, Conditions and Notices to Offerors; Section L.6, Proposal Content; b. Section K – Representation, Certifications, and Other Statements of Offerors (pages 65)
Question: Page 65 requests that Section K should be submitted as “… only one hard copy.”
Please confirm that it is acceptable to submit one PDF copy, with electronic signature. If this is not accurate, please provide the delivery address for the hard copy submittal.
NHTSA Response 10: It’s acceptable to submit one PDF copy with electronic signature.
Q11. Section L, Instructions, Conditions and Notices to Offerors; Section L.7, Proposal Format; Subsection Volume III – Task Order Proposals (page 67)
Question: For Volume III, if an offeror is submitting proposals for both Task Orders, page 67 states “Technical and cost proposal information for the task orders must be submitted separately from the base contract proposal information. In addition, the technical and cost proposal must be separated as well. No cost information is allowed to be included with the technical information.”
Please confirm that NHTSA is expecting separate files for Task Order #1 technical proposal, Task Order #1 cost proposal, Task Order #2 technical proposal, and Task Order #2 cost proposal, rather than four separate email submissions.
NHTSA Response 11: NHTSA is expecting a separate email to include the technical proposal and business cost proposal for Task Order #1 and a separate email to include the technical proposal and business cost proposal for Task Order #2.
Q12. Section L, Instructions, Conditions and Notices to Offerors, Section L.8, Technical Proposal Instructions (page 67)
Question: The RFP states “Technical Proposals are to be submitted in PDF, Microsoft Word, EXCEL or a combination of these formats and delivered as five (5) CD-ROM copies.” Please confirm that the instructions to submit via email on page 64 override this requirement, and that CD-ROMs are neither required nor expected.
NHTSA Response 12: NHTSA prefer technical and business proposals electronically. CD- ROMs are neither required nor expected.
Q13. Section L, Instructions, Conditions and Notices to Offerors, Section L.8, Technical Proposal Instructions (page 67)
Question: Page 67 states that the Technical Proposal “… shall be bound separately from the business proposal.” Please confirm that separate PDF files are acceptable and no hard copies are desired.
NHTSA Response 13: PDF files are acceptable and no hard copies are desired.
Q14. Section L, Instructions, Conditions and Notices to Offerors, Section L.8, Technical Proposal Instructions (page 67)
Question: Page 67 states “Volume I: Technical Proposal shall be submitted in five (5) parts.”
Please confirm how delivery of Volume I is preferred—one combined PDF for all of Volume I, or five separate PDFs (Volume I, Part I; Volume I, Part II; Volume I, Part III; Volume I, Part IV;
Volume I, Part V).
NHTSA Response 14: Volume I, Part I; Volume I, Part II; Volume I, Part III; Volume I, Part IV; and Volume I, Part V are preferred to be combined in a PDF for all of Volume I, Part I;
Volume I, Part II; Volume I, Part III; Volume I, Part IV; and Volume I, Part V. The email attachment should not exceed the size limitation of 75MB.
Q15. Section L, Instructions, Conditions and Notices to Offerors, Section L.8, Technical Proposal Instructions, Subsection L.8.5 (page 69)
Question: The RFP states that Attachment J.12, Past Performance Questionnaire (PPQ), shall be used to provide three references. Is NHTSA expecting the completed PPQ documents to be included in the Corporate Experience and Past Performance section of the Technical Proposal?
If so, please confirm that the PPQs are excluded from the page count.
If NHTSA would prefer to receive the PPQ documents directly from the reference contacts, please provide an email address to which the PPQs should be sent.
NHTSA Response 15: No, NHTSA is not expecting the completed PPQ to be included in the Corporate Experience and Past Performance section of the Technical Proposal. The PPQs are excluded from the page count.
NHTSA prefer to receive the PPQ’s directly from the references. Please submit electronically to the attention of Yvonne Green, Contract Specialist, via email at NHTSAOAM@dot.gov with a copy to Yvonne.Green@dot.gov.
Q16. Section L, Instructions, Conditions and Notices to Offerors; Section L.8, Technical Proposal Instructions, Subsection L.8.5 (page 69)
Question: The RFP states that Attachment J.12, Past Performance Questionnaire (PPQ), shall be used to provide three references. Is it acceptable to provide PPQs for specific task orders that have been completed under task-order contracts? Or does NHTSA prefer PPQs to reflect overarching contracts of similar size and complexity to this IDIQ?
NHTSA Response 16: To be clear, there are two areas in the solicitation addressing PPQs;
section--- of the solicitation for the overall requirement and section --- of Task Order ---.
In regards to the Task Order, yes, is it acceptable to provide PPQs for specific task orders that have been completed under task-order contracts.
And yes, NHTSA prefer PPQs to reflect overarching contracts of similar size and complexity to this IDIQ as it pertains to the overall requirement.

Q17. Section L, Instructions, Conditions and Notices to Offerors; Section L.9, Cost/Business Proposal Instructions (page 70)
Question: Page 70 states “Volume II: Technical Proposal shall be submitted in three (3) parts.”
Please confirm how delivery of Volume II is preferred—one combined PDF for all of Volume II, or three separate PDFs (Volume II, Part I; Volume II, Part II; Volume II, Part III).
NHTSA Response 17: Volume II is preferred to be combined in a PDF for all of Volume II.
The email attachment should not exceed the size limitation of 75MB.
Q18. Attachment J.13, Section L, Instructions, Conditions and Notices to Offerors; Section L.4 Technical Proposal Instructions, Subsection L.4.3 Part III: Corporate Experience and Past Performance (pages 27-28); Attachment J.14, Section L, Instructions, Conditions and Notices to Offerors; Section L.4 Technical Proposal Instructions, Subsection L.4.3 Part III:
Corporate Experience and Past Performance (pages 30-31)
Question: Please confirm that NHTSA is requesting three additional Past Performance Questionnaires (PPQs) for each task order proposal response, in addition to the three PPQs requested in Volume I: Technical Proposal. If this is not accurate, please confirm that it is acceptable to repeat PPQs in the task order proposals in Volume III.
Is NHTSA expecting the completed PPQ documents to be included in Volume III, Part III, Corporate Experience and Past Performance? If so, please confirm that the PPQs are excluded from the 25-page page count.
If NHTSA would prefer to receive the PPQs directly from the references, where should PPQs be sent?
NHTSA Response 18: No, NHTSA is requesting the offeror provide a least three (3) separate past performance questionnaires for each task order submission listed in Volume I: Technical Proposal, Part III, Corporate Experience and Past Performance. There is no Volume III listed in task orders (RFP 693JJ920R000015, Traffic Records Assessments and Support) and (RFP 693JJ920R000012, Technical Assistance GO Teams).
No, NHTSA is not expecting the completed PPQ to be included in Volume I: Technical Proposal, Part III, Corporate Experience and Past Performance. The PPQs are excluded from the 25-page count.
NHTSA prefer to receive the PPQ’s directly from the references. Please submit electronically to the attention of Yvonne Green, Contract Specialist, via email at NHTSAOAM@dot.gov with a copy to Yvonne.Green@dot.gov mailto:NHTSAOAM@dot.gov
