If so, how is past performance evaluated? Is it possible to use previous research projects, particularly those with local DOTs?

Task 2 requires the Contractor to develop a

“tool” to quantity the Added Value and

Return on Investigation. Can additional guidance be provided regarding this deliverable. For example, is a flow chart, decision matrix, MSExcel spreadsheet or computer application software envisioned, and what GOV format, structure and distribution requirements would apply to the end product?

The “tool” can be as complex as a software code or as simple as an excel spreadsheet. Offerors shall propose their own solutions to satisfy

Government requirements and meet performance objectives. The tool will be used by transportation agencies, not just a research prototype. It shall be be 508 compliant.
