# Question Answer

Are academic institutions eligible for this grant? It seems to be directed at industry firms.

A FFP contract will result from this solicitation ‐ it is not a grant. Academic insititutions can compete for this requirement. All Offerors must be registered in SAM at https://www.sam.gov at the time an offer is submitted to be eligible for award.

If so, how is past performance evaluated? Is it possible to use previous research projects, particularly those with local DOTs?

Addendum to FAR 52.212‐1 (page 31) describes past performance submittal requirements. FAR

52.212‐2 (page 32) describes how past performance will be evaluated.
