Questions for FHWA Solicitation Number: 693JJ320R000020
1. Since only traffic sheets 16 and 17 were included with the RFP, are the other LTPP Traffic sheets
(18-24) required to be completed as part of the WIM Validation and submitted as supplements to the WIM System Field Calibration and Validation Report under Contract B?
The Government requires that the most current LTPP Traffic Sheets 18-24 be included with each
WIM System Field Validation and Calibration Report. The additional sheets have been added to
Section J of the RFP.
2. Since Traffic Sheets 16 and 17 were provided with the RFP as fillable forms, are Traffic Sheets 16 and 17 to be submitted in this same format? Or can the offeror provide their own format that replicates LTPP format but uses offerors software to generate the form (i.e. pdf)?
The Government requires that the LTPP Traffic Sheets provided be used. The sheets that are not currently available in fillable format, will be fillable by the time award is made.
3. The information regarding price evaluation on pages 89 and 91 appear contradictory. On page
89, it states “when the two preceding non-price factors…are combined, they are approximately equal to Price”. On page 91, it states ”Proposed prices will be evaluated but not scored”. Could the Government please clarify how price is used for proposal evaluation and scoring?
The Government will not score the prices. The Government will perform an evaluation of the prices to determine fair and reasonableness. There is a comparison of the prices, however, the prices are not scored.
4. Please clarify whether Volume I is restricted to 30 pages for Part I and 15 pages for Part II or that that Volume I cannot exceed 30 pages in total, for Parts I and II combined.
Part I and Part II shall not exceed the combined 30 page limit.
5. On page 75, under Part II – Staffing Proposal/Resumes, it states “A resume shall be submitted for all key personnel identified in 1252.237-73 must be organized and numbered.” Please confirm that only resumes for our Project Manager and Principal Engineer as identified in
1252.237-73 are required.
The Government requires the resumes for all key personnel. This includes Lead Technicians and others who will have a key role in performing the work identified in the solicitation.
6. On page 37 (d), it states, “The CO will issue task order Proposal Requests (TOPRs) electronically to each IDIQ contractor awardee in accordance with Fair Opportunity to Compete clause, as requirements are identified. Each TOPR will indicate the task order type, the due date for proposal submission, any Government estimates for equipment and/or travel, any special requirements, and the selection criteria.” It is our understanding that there will only be one contractor selected for Contract A and one contractor selected for contract B (pg 4). Is this correct?
That is correct, Contract A and Contract B will be single award ID/IQs. Please disregard the language “to each IDIQ contractor awardee in accordance with Fair Opportunity to Compete clause” and subsequent language that would suggest multiple awards for the ID/IQs.
7. On page 74, in Section L.4, please confirm that Past Performance in Volume II item (e) is not to exceed ten (10) pages in total for all references, and not five (5) pages in total for all references.
The statement should read, “Not to exceed ten (10) pages in total for all references.”
8. Attachment J.1 provides the Billing Categories and Descriptions for proposed personnel for each of Contracts A and B. The Subject Matter Expert billing category alludes to having more than one
SME in saying that “The expert(s) shall be nationally or internationally recognized experts…”
All of the other billing categories refer to the role in the singular: The Statistician, The Field
Engineer, etc. Please confirm whether Offerors may propose more than one member of personnel in each Billing Category.
Offerors may propose more than one member personnel for the different Billing Categories.
However, please keep in mind that for T/M Contracts the Government is paying for the Labor
Category and not the Individual.
