The Solicitation documents state that there will be a Base Contract for Design and that the Construction will be performed as options and phases. What is the anticipated term of (1) the Base Contract, and (2) the entire contract including all options for construction?

The design schedule and anticipated completion date of construction will be established during

Phase II of the Design‐Build project solicitation.

In Paragraph 2, Submittal Requirements for

Phase I RFQ, the instructions state: “Phase I proposals shall consist of four (4) Sections, detailed below.” The instructions that follow discuss Factors 1, 2 and 3. Please clarify what the four sections are that are mentioned in this paragraph.

Phase I proposals shall consist of three (3)

Sections. Amendment to follow.

Should we assume that Factor 1 information is to be presented in Section H of the SF330, and that the Organization Chart will NOT count in the 20‐page limit, since it is to be included in Section D of the SF330? Please clarify.

Yes. 6/30/20

Should we include the Past Performance information (one‐page limit) in Section H of the SF330?

Submittal requirements for Past Performance may be submitted under Section H.

Regarding the credentials of the Safety

Representative – Can we assume that OSHA

30 will meet the requirement?

Yes. Credential levels for key personnel will be evalated as appropiate for the task.

6/30/20

Regarding relevant experience – Will a project for the New Construction of several buildings be considered relevant?

Relevant is defined as projects similar to the project in this RFQ in scope, magnitude, and complexity and that have a logical connection with the requirements of this Project.

6/30/20

In order to be considered relevant, do all projects need to have been performed under

Design‐Build contracts, or would a Design‐Bid‐

Build contract performed by the Prime be considered relevant, as well?

No. Per Section 3.2.2, the Offeror submittals will be evaluated "to the extent of recent, relevant experience of the Offeror in design, construction or design build...".

6/30/20

We would like to confirm the meaning of “All

Offerors shall submit the following information for the last 3 consecutive projects which they were prime.” Does this mean the last 3 projects we closed?

Yes. Provide the information requested for the last

3 projects completed.

7/9/20

Does the USDOT require firms to submit

SF330 Parts I and II?

Part II is not required unless a branch office will be utilized in the performance of this requirement.

7/9/20

Does the USDOT want a full and complete

SF330? Per the instructions of the RFP, the

Department did not discuss how/where sections SF330 G‐I should be submitted.

Yes. Provide a completed Part I SF330. 7/9/20

Because this project requires a specialized discipline, can firms submit a project from specialized sub‐consultants in Factor 2 to assist in establishing the team’s capabilities?

Outside consultants may supplement a Prime's capabilities, but shall not be used to meet the minimum qualifications for Factor 2.

7/9/20

Regarding Factor 2 Specialized Experience, how does the design team convey expertise if the projects/experience all comes from the

Prime?

See question/answer #2. 7/9/20

Is it a requirement for the Principal to be

Design‐Build Institute of America (DBIA) certified prior to the submission?
