Deliverable Minimum Requirement

Research Status Reports Reports must include all major incidents and be capable of generating complete incident descriptions as well as after-action commentary.

Research Status Reports Reports must include all major incidents and be capable of generating complete incident descriptions as well as after-action commentary.

Business Rules Documentation

Documentation must include information on how incidents get categorized and prioritized and how unplanned incidents relate to regular preventative maintenance tasking. The documentation must also include, for each building and its equipage, what preventative maintenance activities (with their respective periodicity) for each building will be accounted for within Maximo or equivalent.

Project Management Plan The Plan must include the goals, scope, key achievements, timeline, budget, WBS, HR plan, communications plan risk management plan, and quality standards for the project.

Execution Plan The plan must address all phases for maintenance and repair including:

initial tracking and reporting of incidents; integrating preventative maintenance schedules on a building-by-building basis, grounds maintenance activities, expanding and refining the prioritization of activities (to get the right resources for resolution of each incident).

Training Materials This document must include information on training the Federal employees on the system’s operation. Generally, the information will include how the system will be used, data collected/reported, and areas of future growth as the campus as the maintenance work increases in proactive capabilities.

Communications Plan The plan must address how incidents or regular activities are handled and communicated including who needs to be notified, what information needs to be conveyed and how quickly the information must be disseminated after an incident. The plan will also identify any deviations between normal workdays/hours versus after hours versus holidays and weekends.

Business Case Following the development of the initial set of business rules, this document must include the cost impacts of deferred maintenance to the cost of incident handling so that management can make a decision as to how they want to prioritize the overall maintenance activities on campus.

Maintenance Plan(s) This plan must include descriptions of elements that have to be considered as part of regular inspections and preventative maintenance. The plan needs to include each building and area of campus.

Test Strategy This document must include scope and overview; test approach; test environment; testing tools;

release control; risk analysis; and review and approvals.

User Case Guide The document must include a group of “activities” diagrams that reflect various roles that support campus maintenance, and for each variety/category of incident, shows the steps to resolution, and for each step the responsible party and the scope of the individuals’ responsibility.

User Roles The document must define the “functional” roles and which positions relate to each functional role.
