Question/Comment MARAD Response

1 Is there a list of all incumbent PM contracts? By name? Life of contract (Expiration). Will this list be provided?

When will the requirement of those contracts be rolled/phase into this one?

See Recent Maintenance Contracts attachment which lists recent contracts for various maintenance services.

This is not an exhaustive list and no additional maintenance services contract information will be provided prior to contract award. These and other services may be added to the resulting campus wide maintenance contract, via task order, as the Government deems necessary.

2 Are all the names and POC for the control systems available, i.e BMS, Workorders, and Security. Who is the current PM the contract with?

The BMS system is a combination of Alerton and Automated Logic. Additional information will be provided to the awardee, as necessary.

3 Will an office space or site area be provided for operations. UPDATED: Section 5.9 of the PWS requires "The Contractor...provide an office trailer to serve as a base of operations. This office shall be the Contractor’s primary location for collecting and filing data, receiving, scheduling, and recording work, and shall serve as the primary office for the Contractor’s Project Manager.”

Space is available on campus for a contractor provided trailer. Electricity and internet services are available, though the campus‐wide maintenance contractor will be responsible for the connections/hookup. There is also space adjacent to the contractor’s trailer space that can accommodate up to a 40’ storage container. Electric service for this storage container is also available, though the campus‐wide maintenance contractor will be responsible for the connections/hookup. Water and sewage services will not be available for neither the office trailer nor the storage container, but contractor employees will be allowed to use the restrooms in the adjacent facility. 5 Who is responsible for maintenance on the security systems? Will access cards be issued? Campus Public Safety manages security and will provide access cards based on background check and need.

6 An inventory list was not posted. Is there a comprehensive report available? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary.

7 How will work order be treated Internal staff vs. KTRs. Who gets what i.e. Campus vs. Residential, urgent vs routine.?

One of the first tasks issued will be to document the on‐campus maintenance processes. See amendment 0002

8 The resume requirement notes the Program Manager must hold a certification as a Program Manager from the PMI institute (PMI.org). As there are fewer than 3,000 individuals globally who actively hold this certification (https://www.360pmo.com/pmi‐credential‐holders‐worldwide/), we request that the government modify this requirement.

This requirement remains part of the PWS.

9 The solicitation states that past performance will only be considered for projects where the offeror was the prime. As this is set‐aside for small business offerors, we request that the Government allow for evaluation of past performance by subcontractors who will perform at least 20 percent of the workshare.

The Government will consider all past performance history for the prime offeror, as well as proposed subcontractors.

10 The RFP states one resume is required for the Program Manager with the proposal along with a letter of commitment. The PWS states that resumes for a Project Manager and alternate(s), Quality Control Representative (two copies ) are required with the proposal. Please clarify what should be submitted with the proposal.

IAW RFP Section Attachment I ‐ Technical Proposal #4 Resumes, "Not all resumes corresponding to the roles and labor categories specified in Attachment 1 are required at the time of proposal. One (1) resume is required for the Program Manager and is to be submitted with the offeror’s proposal." During contract performance, the resume(s) identified for Alternate Program Manager in Section 6 Deliverables and 7.1.2 ALTERNATE PROJECT MANAGER of the PWS shall be submitted to the CO and COR for consideration and approval, prior to the designation of an alternate. The PWS will be updated.

11 The PWS cites areas of responsibility currently covered by other contractors. When do these contracts expire and are these areas of responsibility to be bid into this proposal or included by modification at a later date?

See Recent Maintenance Contracts attachment which lists recent contracts for various maintenance services.

This is not an exhaustive list and no additional maintenance services contract information will be provided prior to contract award. These and other services may be added to the resulting campus wide maintenance contract, via task order, as the Government deems necessary.

12 This states that level two work orders will be issued by the COR through the Government’s System.

Please clarify what the Government’s System is.

See RFP Section L and Task Order 2 provided with Amendment 0002. The resulting contract will require that the contractor provide a cloud based, FedRAMP certified, software as a service (SaaS) platform to automate the operation and maintenance repairs record keeping requirements, centralize the asset management functions of building operations, and track Service Calls and Requests.

13 This states that the Government will provide computer hardware and software to maintain the work order/job order system. Please clarify how this relates in regard to a contractor providing a CMMS such as Maximo.

IAW Section 5.9 of the PWS, the Government shall provide the Contractor the necessary computer hardware to maintain the work order/job order system. However, IAW Task Order 2 provided with Amendment 0002, the Contractor shall provide the job/work order software. The PWS will be updated.

14 What is the area(s) allocated for office space’s size and what utilities will be provided (i.e. Power, internet, water and sewage)? Will there also be designated shop/storage space available or an area big enough for portable shop space with utilities? (PWS 5.11.2.2.12, PG 44).

Safe storage of HAZMAT parts and materials IAW 3.9.3.2 and 3.9.3.5. shall be arranged by the contractor, in coordination with the COR.

15 Is there a list and quantity of all IDS components/systems and additional security components and systems?

No

16 Paragraph 5.10.2.4.1 of the PWS lists generators however, the Scope description on Page 8 specifies generators as being covered by another contractor. Please clarify whether generators should be priced into this proposal or priced following a modification to the awarded contract.

The generators are currently being covered by another contractor. When that contract expires there is a potential for it to be rolled into the campus wide maintenance contract via a task order.

Offerors should not expect for GFP or GFE to be available for use. The PWS will be updated.

29 The Government states that a 30‐day transition period will occur prior to contract start date. As this is a new contract transferring work from Government personnel to a contractor, we request that a 90‐day transition be utilized to allow sufficient time for all operational, staffing, inventory, procurement activities required for standing up a new contract.

The Government believes that a 30‐day transition period is sufficient.

30 In the “Standing Work” paragraph it includes grounds, trash collection and disposal as work examples. However, in the “Scope” paragraph it says these are performed by existing Government contractors and are not included in the task list for facilities maintenance on this contract. Please clarify.

Grounds maintenance and waste removal will not be a requirement of campus wide maintenance. The PWS will be updated

31 Please confirm that offerors should price the positions and hours as presented by the Government in the solicitation

86 (PWS 7 pg. 71) Please clarify how bidders are to submit an organizational chart when the Government doesn’t define the staffing levels on the sheet other than a max number of hours?

UPDATED: The organizational chart shall show the Program Manager and Contractor Quality Control Representative and delineate work areas/trades to be performed by subcontractors, as necessary. It is up to the offeror to describe its approach to staffing the requirements of Section 5 ‐ Tasks of the PWS, considering the nature of the campus, etc., in the technical section of the proposal. Formal plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated. Note:

A Staffing Plan and Organizational Chart are required with the offeror's proposal in response to Task Order 1.

87 (PWS 7.1.2 pg. 71) The PWS specifies the need for a Project Manager, Assistant Project Manager, and Quality Control Representative as key staff for the project. However, this conflicts with Attachment 1 (Labor Rates and Totals), which does not have an APM or a QCR in its list of assignable positions. Also, the RFP states on pages 22‐ 23 and page 36 that the only key position is the PM. Can the government please confirm the key positions?

PWS 7.1.2 pg. 71 specifies the need for an Alternate Project Manager, not an Assistant Project Manager. The Quality Control Representative is not Key Personnel. The labor categories and hours presented in the spreadsheet are provided as a reference for evaluation purposes . The spreadsheet also offers offerors the option to propose alternate labor categories. IAW TAR 1252.237‐73 KEY PERSONNEL, the Key Personnel Position under this Contract is Program Manager. The PWS will be updated.

88 The deliverables table in PWS section 6 states that a Transition/Phase Out Plan, Security Plan(s), Safety Plan, Facilities Maintenance Plan, and multiple resumes are to be submitted with the proposal. Given that any one of these can exceed proposal page limits by itself, would the government consider making these items due after award?

UPDATED: The plans listed in section 6 are not required to be submitted with the proposal for the base contract.

However, the Contractor shall describe its approach to staffing the requirements of Section 5 ‐ Tasks of the PWS, considering the nature of the campus, etc., in the technical section of the proposal. Formal plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated. Note: A Staffing Plan is required in response to Task Order 1.

89 Will the Government be providing vehicles for our staff, as the Government’s pricing sheets don’t address this? No

90 (PWS 10.1.2 pg. 79) What area will the Government be giving us, as I thought we are required to have a trailer – or is the trailer the area the Government is referencing?

Safe storage of HAZMAT parts and materials IAW 3.9.3.2 and 3.9.3.5. shall be arranged by the contractor, in coordination with the COR.

92 Can the Government please provide a copy of this inventory and asset list that falls under the PM program? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary.

93 What page is the GFE list located on? Offerors should not expect for GFP or GFE to be available for use. The PWS will be updated.

94 (PWS 10.4.3 pg. 84) Will the Government be providing parts and components, as the Government’s pricing sheets don’t address this?

Parts and components shall be provided by the Contractor and billed via the applicable task order(s). See 5.14.2.2.13., 10.1.3.1., and 10.4.3. of the PWS.

95 Will the Government be providing test equipment, as the Government’s pricing sheets don’t address this? No. Offerors should not expect for GFP or GFE to be available for use. The PWS will be updated.

96 While we appreciate the intention to keep proposals short, the ten‐page limits for the Technical and Management sections are prohibitive given the amount of information requested, even if the various Plans in PWS section 6 are allowed post‐award. Would the government consider increasing the page limits to 30 or more for each section?

UPDATED: The plans listed in section 6 are not required to be submitted with the proposal for the base contract.

However, the Contractor shall describe its approach to staffing the requirements of Section 5 ‐ Tasks of the PWS, considering the nature of the campus, etc., in the technical section of the proposal. Formal plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated. Note: A Staffing Plan is required in response to Task Order 1. The page limits stated in Amendment 0002 remain unchanged.

97 The pricing sheet and PWS are conflicting due to the pricing not having in space for material, supplies, equipment, and subcontractors cost to preform Preventive Maintenance and Level 1 repairs. If we are to provide material, supplies, equipment, and subcontractors cost, we would need to know the exact number of employees we are to provide each year to supply uniforms, PPE, communication devises, vehicles, etc. We would also need an equipment inventory list and historical WO history to come up with a budget. If the Government will be proving all material, supplies, equipment, and subcontractors, then none of this information would be needed and we can just fill in the provided Government sheets as we would only be providing labor based on the labor categories that are listed.

UPDATED: Attachment III ‐ Price of the RFP requires Offerors to proposed fully burdended labor rates and categories. Specific parts, materials and services shall be proposed at the task order level. However, the Labor Rates and Totals spreadsheet will be updated to accommodate ODCs for Task Orders 1 and 2 which is required with the offeror's proposal. WO history is not readily available. Equipment inventories with varying levels of completeness are provided.

98 Is the contractor required to provide the CMMS system Maximo, or is the Government providing this system? If contractor is to provide, then we would need to know how many Government License/Seats we need to purchase.

See RFP Section L and Task Order 2 provided with Amendment 0002.

99 Please provide a list of existing Government “contractors” and contact information for current services that are a part of the “task list generated for this effort”.

100 Please provide a list of existing Government “contractors” and contact information for services “the Government reserves the right to incorporate” / expects to incorporate.

101 Please provide a complete Equipment / Asset list of items covered under this solicitation. Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary. No additional information will be provided prior to contract award.

102 Please provide the average number of monthly Work Orders currently generated and what percentage and type is expected to be addressed by the contractor.

Such data is not readily available.

103 Please provide the number and type of Emergency Work Orders generated in 2021 and 2022 and what percentage and type is expected to be addressed by the contractor as a part of this contract

Such data is not readily available.

104 Please provide a list of Government furnished equipment. Offerors should not expect for GFP or GFE to be available for use. The PWS will be updated.

105 In Section B of the RFP document, the government states, “This is an IDIQ contract for campus‐wide maintenance services. Requirements may be placed under this contract through Firm‐Fixed‐Price (FFP), Labor Hours (LH) and Time and Material (T&M) type task orders. The type of contract selected for each individual task order will be based on the criteria set forth in this solicitation.” Section 5.1.2.1 of the PWS states, “WORK LEVEL ONE: The Contractor shall maintain the facilities, structures, equipment, and other items specified in the contract in proper working order. This level of work is the Contractor’s responsibility under the firm fixed‐price portion of the contract. This work includes all Standing Work (e.g., grounds maintenance, trash collection, preventive and routine maintenance for all buildings and buildings systems included in this statement of work, fire suppression system, life safety systems. and other scheduled maintenance).” Please clarify the type of contract to be awarded under this contract

The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate.

106 If the government anticipates a firm fixed price portion of this contract, please clarify how offerors should propose for this work as there is no place in the Attachment 1 Labor Rates and Totals for a firm fixed price offer.

UPDATED: The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate. Attachment III ‐ Price of the RFP requires Offerors to proposed fully burdened labor rates and categories. The Labor Rates and Totals spreadsheet will be updated to accommodate contract‐level ODCs for Task Orders 1 and 2, which is required with the offeror's proposal.

107 In section L, the proposal format outlines page limitations for Attachment I and Attachment II but does not define what constitutes a page. Are there specifications for each page, i.e. can 1 page be 11x17, what margins do offerors need to use? These types of things impact what offerors can include and how much information can be included on each page. Please clarify the government’s expectations in terms of what requirements are to be used for each page.

A page is 8.5” x 11” standard paper size with 1” margins, not less than 10‐point font. Labeling in drawings not less than 8‐point font.

108 There are a number of requirements in the PWS that are typically firm‐fixed price requirements. For example, section 5.11.2.2.8, Water Testing and Treatment, of the PWS requires routine monthly activities that are difficult for a contractor to perform without a recurring contract, be it FFP or Time and Materials. How does the government intend to award these types of tasks.

UPDATED: The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate. Attachment III ‐ Price of the RFP requires Offerors to propose fully burdened labor rates and categories. The Labor Rates and Totals spreadsheet will be updated to accommodate contract‐ level ODCs for Task Orders 1 and 2, which is required with the offeror's proposal.

109 If the contractor is required to provide all materials, supplies and equipment, where should this cost be included?

UPDATED: Attachment III ‐ Price of the RFP requires Offerors to propose fully burdened labor rates and categories. Non‐labor costs such as materials, supplies and equipment in support of future task orders shall be proposed at the task order level, after contract award. However, such costs shall be proposed now in response to Task Orders 1 and 2. The Labor Rates and Totals spreadsheet will be updated to accommodate ODCs for Task Orders 1 and 2, which is required with the offeror's proposal.

110 Can the Government provide historical contract costs for materials, supplies and equipment? Such data is not readily available.

111 Can the Government provide historical overtime hours worked under the current contract? There is no current Campus‐wide maintenance contract.

112 How many hours per year are typically worked on weekends Such data is not readily available.

113 Can Attachment 1 be modified to include other direct costs Yes. The spreadsheet will be updated.

114 Proposal Format – Attachment I, item 4 states one (1) resume for the Program Manager is to be submitted with the offeror’s proposal; however, in Section 6. Deliverables of the PWS, it states that resumes for the Project Manager and alternate(s), and Quality Control Representative are to be submitted with the proposal . Will the Government confirm the only requirement at proposal submission is a certified resume for the proposed Program Manager?

IAW RFP Section Attachment I ‐ Technical Proposal #4 Resumes, "Not all resumes corresponding to the roles and labor categories specified in Attachment 1 are required at the time of proposal. One (1) resume is required for the Program Manager and is to be submitted with the offeror’s proposal." During contract peformance, the resume(s) identified for Alternate Program Manager in Section 6 Deliverables and 7.1.2 ALTERNATE PROJECT MANAGER of the PWS shall be submitted to the CO and COR for consideration and approval, prior to the designation of an alternate. The PWS will be updated.

115 Is the Program Manager the same as the Project Manager for the project? Are they required to be onsite? Yes, the Program Manager and the Project Manager are the same. The Program Manager or their designee needs to be onsite while work is being performed.

116 If a CPARS evaluation is available for a referenced past performance record, will the Government accept the CPARS in lieu of a PPQ

No. The Government will use sources such as CPARS as part of its past performance evaluations but CPARS will not be accepted as a substitute for customer‐provided PPQs.

117 Section 3.11 Required Plans of the PWS states “The Contractor shall submit the following plans with their proposal” – Hurricane Plan, Security Plans (Local Background Checks/security clearances, Security Procedures, Key Control Plan), Safety Plan, Facilities Maintenance Plan, and Quality Control Plan – however, there is no mention in Section L Instructions for where the plans should be included in the proposal, and there is no mention in Section M of how these items will be evaluated. Will the government confirm that these plans are not required as part of the proposal, and will be submitted as contract deliverables?

UPDATED: The plans listed are not required to be submitted with the proposal for the base contract. However, the Contractor shall describe its approach to utilizing such plans, in the technical section of the proposal.

Formal plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated.

118 If these plans mentioned in the previous question are required with proposal submission, will the Government identify the applicable location for submission under Section L and relevant evaluation under Section M of the solicita on. To meet this requirement, will the government also provide:•Sufficient workload data and equipment inventories to include Level One, outdoor and exposed equipment •Current maintenance contracts (such as those for garage doors and generators) due to expire over the course of the new contract •USMMA HR Department security procedures for local background checks and clearances •Campus Hurricane Plan •Academic calendar and occupancy scheduling data required for emergency response planning

The PWS will be updated.

Historical workload date is not readily available. Equipment inventories have been provided. See Recent Maintenance Contracts attachment which lists recent contracts for various maintenance services.
