RFP‐ 693JF722R000007 Campus Wide Maintenance Requirement ‐ Questions/Comments 5/28/2022
Question Number
Question/Comment MARAD Response
1 Is there a list of all incumbent PM contracts? By name? Life of contract (Expiration). Will this list be provided?
When will the requirement of those contracts be rolled/phase into this one?
See Recent Maintenance Contracts attachment which lists recent contracts for various maintenance services.
This is not an exhaustive list and no additional maintenance services contract information will be provided prior to contract award. These and other services may be added to the resulting campus wide maintenance contract, via task order, as the Government deems necessary.
2 Are all the names and POC for the control systems available, i.e BMS, Workorders, and Security. Who is the current PM the contract with?
The BMS system is a combination of Alerton and Automated Logic. Additional information will be provided to the awardee, as necessary.
3 Will an office space or site area be provided for operations. Section 5.9 of the PWS requires "The Contractor...provide an office trailer to serve as a base of operations. This office shall be the Contractor’s primary location for collecting and filing data, receiving, scheduling, and recording work, and shall serve as the primary office for the Contractor’s Project Manager.” Space is available on campus for a contractor provided trailer. Electricity and internet services are available. There is also space adjacent to the contractor’s trailer space that can accommodate up to a 40’ storage container. Electricity for this storage container is also available. Water and sewage services will not be available for neither the office trailer nor the storage container, but the contractor will be allowed to use the restrooms in the adjacent facility. Safe storage of HAZMAT parts and materials shall be arranged with and approved by the COR.
4 Will the Q&A be posted by May 6th Question no longer relevant
5 Who is responsible for maintenance on the security systems? Will access cards be issued? Campus Public Safety manages security and will provide access cards based on background check and need.
6 An inventory list was not posted. Is there a comprehensive report available? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary.
7 How will work order be treated Internal staff vs. KTRs. Who gets what i.e. Campus vs. Residential, urgent vs routine.?
One of the first tasks to be awarded will be to document the on‐campus maintenance processes. See amendment 0002
8 The resume requirement notes the Program Manager must hold a certification as a Program Manager from the PMI institute (PMI.org). As there are fewer than 3,000 individuals globally who actively hold this certification (https://www.360pmo.com/pmi‐credential‐holders‐worldwide/), we request that the government modify this requirement.
This requirement remains part of the PWS.
9 The solicitation states that past performance will only be considered for projects where the offeror was the prime. As this is set‐aside for small business offerors, we request that the Government allow for evaluation of past performance by subcontractors who will perform at least 20 percent of the workshare.
TO BE ANSWERED
10 The RFP states one resume is required for the Program Manager with the proposal along with a letter of commitment. The PWS states that resumes for a Project Manager and alternate(s), Quality Control Representative (two copies ) are required with the proposal. Please clarify what should be submitted with the proposal.
TO BE ANSWERED

15 Is there a list and quantity of all IDS components/systems and additional security components and systems?
No
16 Paragraph 5.10.2.4.1 of the PWS lists generators however, the Scope description on Page 8 specifies generators as being covered by another contractor. Please clarify whether generators should be priced into this proposal or priced following a modification to the awarded contract.

76 Can the Government provide a total list of all the current fire extinguishers in service? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary. No additional information will be provided prior to contract award.
77 The instructions say it’s encouraged to use the price escalation provided in Attachment 1, but should we use those on the SCA labor categories since FAR 52.222‐44 is applicable to this RFP?
The escalation in the spreadsheet is a reference. SCA shall be applied, where applicable.
78 Sub‐Factor C (Section L Pg 40) states that we are to discuss our Preventive Maintenance software, but in the PWS it states we are to maintain the Government’s. Which one is it?
See Task Order 2 provided with Amendment 0002.
79 (PWS 3 pg. 7) For all the tasks our staff are supposed to complete on this list, who pays for all the material, equipment, and specialty vendors if needed, as the Government’s pricing sheets don’t address this nor does the PWS address any financial liability if contractor is to provide?
This will be negotiated for each task order, along with the task order type which may allow for reimbursement for services and materials required to support the task order. The Labor Rates and Totals spreadsheet will be updated to accommodate contract‐level ODCs.
80 Is Good Friday supposed to be considered a Federal Holiday since it’s a requirement in the SCA rate schedule that is part of this RFP?
Good Friday is not a Federal Holiday. See 3.1.3 Holidays of the PWS.

82 What is the threshold for level 1? Who pays for all the material, equipment, and specialty vendors if needed, as the Government’s pricing sheets don’t address this?
There is no threshold. Level 1 work is standing and preventive maintenance work and is the Contractor’s responsibility under the applicable firm fixed‐price task order(s).
83 Will the office trailer and associated cost be reimbursable, as the Government’s pricing sheets don’t address this?
Yes. The Labor Rates and Totals spreadsheet will be updated to accommodate contract‐level ODCs.
84 What is the Government’s WO system that we will be using? (PWS 5.9 Pg 33) See Task Order 2 provided with Amendment 0002.
85 (PWS 5.16.2.1.1 pg. 63) The pricing sheet only list enough hours for two Boiler Techs but this section says we are required to go beyond normal hours of operations.
The labor categories and hours presented in the spreadsheet are provided as a reference for evaluation purposes . The spreadsheet also offers offerors the option to propose alternate labor categories. Attachment III ‐ Price of the solicitation also provides instructions for submitting pricing information. Specific labor hours and categories will be ordered via task order. The spreadsheet will be updated to allow for ODCs, overtime and holiday rates.
86 (PWS 7 pg. 71) Please clarify how bidders are to submit an organizational chart when the Government doesn’t define the staffing levels on the sheet other than a max number of hours?
The organizational chart shall show the Program Manager and Contractor Quality Control Representative and delineate work areas/trades to be performed by subcontractors, as necessary. It is up to the offeror to define the staffing levels it believes will satisfactorily fulfill the requirements of the PWS.
87 (PWS 7.1.2 pg. 71) The PWS specifies the need for a Project Manager, Assistant Project Manager, and Quality Control Representative as key staff for the project. However, this conflicts with Attachment 1 (Labor Rates and Totals), which does not have an APM or a QCR in its list of assignable positions. Also, the RFP states on pages 22‐ 23 and page 36 that the only key position is the PM. Can the government please confirm the key positions?
TO BE ANSWERED
88 The deliverables table in PWS section 6 states that a Transition/Phase Out Plan, Security Plan(s), Safety Plan, Facilities Maintenance Plan, and multiple resumes are to be submitted with the proposal. Given that any one of these can exceed proposal page limits by itself, would the government consider making these items due after award?
The plans listed in section 6 are not required to be submitted with the proposal. The Contractor shall outline how they intend to use these plans in the technical section of the proposal. Such plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated.
89 Will the Government be providing vehicles for our staff, as the Government’s pricing sheets don’t address this? No
90 (PWS 10.1.2 pg. 79) What area will the Government be giving us, as I thought we are required to have a trailer – or is the trailer the area the Government is referencing?
Safe storage of HAZMAT parts and materials IAW 3.9.3.2 and 3.9.3.5. shall be arranged with and approved by the COR.
91 What area will the Government be giving us, as I thought we are required to have a trailer – or is the trailer the area the Government is referencing?
Safe storage of HAZMAT parts and materials IAW 3.9.3.2 and 3.9.3.5. shall be arranged with and approved by the COR.
92 Can the Government please provide a copy of this inventory and asset list that falls under the PM program? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary.
93 What page is the GFE list located on? TO BE ANSWERED 94 (PWS 10.4.3 pg. 84) Will the Government be providing parts and components, as the Government’s pricing sheets don’t address this?
Parts and components shall be provided by the Contractor and billed via the applicable task order(s). See 5.14.2.2.13., 10.1.3.1., and 10.4.3. of the PWS.
95 Will the Government be providing test equipment, as the Government’s pricing sheets don’t address this? TO BE ANSWERED 96 While we appreciate the intention to keep proposals short, the ten‐page limits for the Technical and
Management sections are prohibitive given the amount of information requested, even if the various Plans in PWS section 6 are allowed post‐award. Would the government consider increasing the page limits to 30 or more for each section?
The plans listed in section 6 are not required to be submitted with the proposal. The Contractor shall outline how they intend to use these plans in the technical section of the proposal. Such plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated.
Section page limits remain unchanged.
97 The pricing sheet and PWS are conflicting due to the pricing not having in space for material, supplies, equipment, and subcontractors cost to preform Preventive Maintenance and Level 1 repairs. If we are to provide material, supplies, equipment, and subcontractors cost, we would need to know the exact number of employees we are to provide each year to supply uniforms, PPE, communication devises, vehicles, etc. We would also need an equipment inventory list and historical WO history to come up with a budget. If the Government will be proving all material, supplies, equipment, and subcontractors, then none of this information would be needed and we can just fill in the provided Government sheets as we would only be providing labor based on the labor categories that are listed.
Attachment III ‐ Price of the RFP requires Offerors to proposed fully burdended labor rates and categories. The Labor Rates and Totals spreadsheet will be updated to accommodate contract‐level ODCs. Specific parts, materials and services shall be proposed at the task order level. WO history is not readily available. Equipment inventories with varying levels of completeness are provided.
98 Is the contractor required to provide the CMMS system Maximo, or is the Government providing this system? If contractor is to provide, then we would need to know how many Government License/Seats we need to purchase.

105 In Section B of the RFP document, the government states, “This is an IDIQ contract for campus‐wide maintenance services. Requirements may be placed under this contract through Firm‐Fixed‐Price (FFP), Labor Hours (LH) and Time and Material (T&M) type task orders. The type of contract selected for each individual task order will be based on the criteria set forth in this solicitation.” Section 5.1.2.1 of the PWS states, “WORK LEVEL ONE: The Contractor shall maintain the facilities, structures, equipment, and other items specified in the contract in proper working order. This level of work is the Contractor’s responsibility under the firm fixed‐price portion of the contract. This work includes all Standing Work (e.g., grounds maintenance, trash collection, preventive and routine maintenance for all buildings and buildings systems included in this statement of work, fire suppression system, life safety systems. and other scheduled maintenance).” Please clarify the type of contract to be awarded under this contract
The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate.
106 If the government anticipates a firm fixed price portion of this contract, please clarify how offerors should propose for this work as there is no place in the Attachment 1 Labor Rates and Totals for a firm fixed price offer.
The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate. For the purposes of responding to the RFP, the RFP requires that the Offeror provide its fully‐burdened rates in Attachment 1‐Labor Rates and Totals. Specific fixed‐price, or otherwise, task order totals shall be proposed in response to specific task orders.
107 In section L, the proposal format outlines page limitations for Attachment I and Attachment II but does not define what constitutes a page. Are there specifications for each page, i.e. can 1 page be 11x17, what margins do offerors need to use? These types of things impact what offerors can include and how much information can be included on each page. Please clarify the government’s expectations in terms of what requirements are to be used for each page.
A page is 8.5” x 11” standard paper size with 1” margins, not less than 10‐point font. Labeling in drawings not less than 8‐point font.
108 There are a number of requirements in the PWS that are typically firm‐fixed price requirements. For example, section 5.11.2.2.8, Water Testing and Treatment, of the PWS requires routine monthly activities that are difficult for a contractor to perform without a recurring contract, be it FFP or Time and Materials. How does the government intend to award these types of tasks.
The Government intends to issue fixed price task orders as much as practicable. Other task order types will be issued, as appropriate.
109 If the contractor is required to provide all materials, supplies and equipment, where should this cost be included? Such costs are not expected to be included in proposals. Such costs shall be proposed at the task order level after contract award.
110 Can the Government provide historical contract costs for materials, supplies and equipment? Such data is not readily available.
111 Can the Government provide historical overtime hours worked under the current contract? There is no current Campus‐wide maintenance contract.
112 How many hours per year are typically worked on weekends Such data is not readily available.
113 Can Attachment 1 be modified to include other direct costs Yes. The spreadsheet will be updated.
114 Proposal Format – Attachment I, item 4 states one (1) resume for the Program Manager is to be submitted with the offeror’s proposal; however, in Section 6. Deliverables of the PWS, it states that resumes for the Project Manager and alternate(s), and Quality Control Representative are to be submitted with the proposal . Will the Government confirm the only requirement at proposal submission is a certified resume for the proposed Program Manager?
TO BE ANSWERED
115 Is the Program Manager the same as the Project Manager for the project? Are they required to be onsite? Yes, the Program Manager and the Project Manager are the same. The Program Manager or their designee needs to be onsite while work is being performed.
116 If a CPARS evaluation is available for a referenced past performance record, will the Government accept the CPARS in lieu of a PPQ
No. The Government will use sources such as CPARS as part of its past performance evaluations but CPARS will not be accepted as a substitute for customer‐provided PPQs.
117 Section 3.11 Required Plans of the PWS states “The Contractor shall submit the following plans with their proposal” – Hurricane Plan, Security Plans (Local Background Checks/security clearances, Security Procedures, Key Control Plan), Safety Plan, Facilities Maintenance Plan, and Quality Control Plan – however, there is no mention in Section L Instructions for where the plans should be included in the proposal, and there is no mention in Section M of how these items will be evaluated. Will the government confirm that these plans are not required as part of the proposal, and will be submitted as contract deliverables?
The plans listed in section 6 are not required to be submitted with the proposal. The Contractor shall outline how they intend to use these plans in the technical section of the proposal. Such plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated.
118 If these plans mentioned in the previous question are required with proposal submission, will the Government identify the applicable location for submission under Section L and relevant evaluation under Section M of the solicita on. To meet this requirement, will the government also provide:•Sufficient workload data and equipment inventories to include Level One, outdoor and exposed equipment •Current maintenance contracts (such as those for garage doors and generators) due to expire over the course of the new contract •USMMA HR Department security procedures for local background checks and clearances •Campus Hurricane Plan •Academic calendar and occupancy scheduling data required for emergency response planning
The plans listed in section 6 are not required to be submitted with the proposal. The Contractor shall outline how they intend to use these plans in the technical section of the proposal. The PWS will be updated.
119 Is the CMMS System Maximo? Is it Government owned? Can the Government please provide the number of user licenses provided?
See Task Order 2 provided with Amendment 0002.
120 Will utilities be provided for the required site trailers? Are there trailers in place? Is there a foundation in place? Safe storage of HAZMAT parts and materials IAW 3.9.3.2 and 3.9.3.5. shall be arranged with and approved by the COR.
121 Do any of the PMs require the technician to have any certifications TO BE ANSWERED 122 Does this contract require the contractor to perform NETA required switchgear testing. TO BE ANSWERED 123 Are 3 and 5 year sprinkler tests required in this contract? Specific task orders will outline requirements.
124 Can the Government provide a list of equipment to be serviced under this contract? Please see the attached equipment lists. The lists should not be considered complete and are provided for informational purposes, only. The contractor will likely be tasked to update or create various inventory lists, as the Government deems necessary.
125 Can the Government provide a site plan for the facility? TO BE ANSWERED 126 PWS 8.1 Quality Control Plan identifies operation, maintenance, repair and sanitation of transportation services and pest control. These tasks are shown as areas of responsibility currently attended to by existing Government Contractors under PWS 3, Scope of Work. Will the government clarify this responsibility under the Quality Control Plan?
TO BE ANSWERED
127 The Proposal Format section of the RFP states that Attachment II – Past Performance is not to exceed 6 pages.
Instructions for Attachment II include providing narrative descriptions of each project to address relevancy and that up to 6 projects may be submitted. If an offeror submits 6 projects, the stipulated page count would only allow for one page per reference. Will the Government extend the 6‐page limit to account for more relevancy detail?
Not at this time.
128 Should the executed Standard Form 1449 and any Amendments (SF 30) be included with Attachment III – Price? TO BE ANSWERED
129 Should all applicable clause fill‐ins from Section I and K be included with Attachment III – Price. TO BE ANSWERED 130 Considering that the deadline for questions is May 2 and that the Government will likely need some time after that to address all questions, would the Government consider an extension to the due date to allow offerors adequate time to address any changes to their proposals as a result of Q&As?
See amendment 0002 which extended the closing date to June 2, 2022.
131 The deliverables table in PWS section 6 states that a Transition/Phase Out Plan, Security Plan(s), Safety Plan, Facilities Maintenance Plan, and multiple resumes are to be submitted with the proposal. Given that any one of these can exceed proposal page limits by itself, would the government consider making these items due after award.
The plans listed in section 6 are not required to be submitted with the proposal. The Contractor shall outline how they intend to use these plans in the technical section of the proposal. Such plans will either be ordered to be developed, supplemented or supported via task order after contract award. The PWS will be updated.
132 The PWS specifies the need for a Project Manager, Assistant Project Manager, and Quality Control Representative as key staff for the project. However, this conflicts with Attachment 1 (Labor Rates and Totals), which does not have an APM or a QCR in its list of assignable positions. Also, the RFP states on pages 22‐23 and page 36 that the only key position is the PM. Can the government please confirm the key positions?
TO BE ANSWERED
