Solicitation No. 693JF721R000030 Barber & Beautician Services for USMMA Vendor Questions/Comments II
1) If possible, can the demographics (diverse/ethnic backgrounds) be provided of each sub-population the vendor would be servicing (e.g. shipman, faculty, staff, etc.)?
Response: The vendor would be servicing the following demographics:
• Approximately 800 Midshipmen (80% male and 80% minorities)
• Approximately 240 faculty/staff (100 women)
2) Is it known the number of clients that would be served during non-peak times and/or what are the numbers/count of clients during the off-season?
Response: The Academy is in session about 10 months a year. When the Academy is not in session, it is anticipated there will not be any business for Barber & Beauty Services.
3) Provide retail men 's and women's barber and beauty shop services to civilian and uniformed Academy midshipmen faculty and staff, as well as for other authorized patrons as determined by MARAD’s policy, on a market demand basis (See Bullet #2 on page 7 of 33)
a. Please clarify who is an “authorized patron”, MARAD’s policy (or link to language) and market demand? Are we allowed to identify/suggest prospects?
Response: Authorized patrons would be Midshipmen or any faculty/staff member at the Academy.
b. As a result, are we able to place 2 or more barbers/beauticians during non-peak times, should we deem the need arises?
Response: Yes, vendors can adjust barber/beautician personnel as the need arises.
c. Are clients required to groom on-site due to regulation cuts or may they also go off-site?
Response: Midshipmen do have the opportunity to go off-site for haircuts if they desire.
d. Outside of regulation haircuts is there a "requested" & specific need to address more diverse hairstyles (e.g. locks, braids, braid extensions, up-styles, etc.)?
Response: If requested, this can be accommodated as long as the haircut or hairstyle are within the grooming regulations identified in the SOW.
e. Can we up-sell services and haircare products (facials, eyebrow/lash grooming, beard edge-ups, beard balm, etc.)?
Response: Yes, the vendor can up-sell services and haircare products (facials, eyebrow/lash grooming, beard edge-ups, beard balm, etc.)
f. Are we allowed to suggest licensed specialists (e.g. esthetician, dermatologist, etc.) for deeper/identified issues?
Response: Suggested licensed specialists (e.g. esthetician, dermatologist, etc.) for deeper/identified issues are not allowed because the specialist and services are considered outside the scope of work.
4) Sublet any of the premises that is assigned for execution of this contract without prior written permission of the Government (See Sub-Bullet #2 Page 10 of 33)
a. Could the Government provide an example of when a Contractor is/could sublet with prior permission?
Response: An example does not exist of when a contractor has sublet the premises because this is not allowed and would be outside the scope of work. (Please review the section. According to the solicitation, the sub-section state contractors shall not sublet any premises.)
b. Is a vendor allowed to suggest specialists (e.g. esthetician, dermatologist, etc.) for identified issues? If yes, can we sublet so they are on site?
Response: A vendor is not allowed to suggest specialists (e.g. esthetician, dermatologist, etc.) for identified issues. The specialists and services would be considered outside the scope of work.
According to the solicitation, the sub-section state contractors shall not sublet the premises.
c. Is there a television on site? If not, is the vendor allowed to place one in the work area? Is Guest Wi Fi available?
Response: Yes, there is a television on site with cable. Guest Wi-Fi is not available.
