Responses to Questions/Comments IV
1) Will the USMMA personnel utilizing the services be expected to pay or should the pricing for cuts and hair stylings be included in the response?
Response: USMMA personnel utilizing the services will be expected to make payments directly to contractor employees. Pricing should be established and identified in Volume II of the proposal.
2) A midshipman comes into the barber center and asks for a haircut. Is the midshipman paying the barber for that haircut? Or is it expected that the barber will just be cutting everyone’s hair that come in that day without a monetary transaction after the haircut?
Response: Prices should be established that midshipmen will be aware of and monetary transactions after services are rendered. The monetary transactions and pricing should be proposed in Volume II – Price of the proposal (Ex. cash, credit card, Square, PayPal, CashApp, etc.).
3) If possible, please explain the purpose for Invoices mentioned on page 10 for US Merchant Marine Academy Procure Proposal Due 9/28/2021
Response: The statement of work was revised and language pertaining to invoicing on page 10 removed.
4) The Academy midshipmen shall pay the contractor for services rendered based on properly documented invoices. Payment shall be made within 30 days of the submission of properly documented invoices. Section 19 states that all customers will pay for their services at the completion of those services. What would invoices be needed for?
Response: Since a concessionaire contract will be issued for this requirement, invoice submissions will not apply. Contractor employees will be responsible for collecting payment when services are rendered. The statement of work has been revised and the invoice language removed.
5) Is the Government taking any more questions on this Combined Synopsis/Solicitation listed in the subject line? If you are, may I ask you directly via email or do you prefer a different approach?
Response: The Government will accept questions regarding the combined synopsis/solicitation to the Lead CO and Procuring CO via email by 4:00pm October 25, 2021. The Government will make reasonable attempts to answer any question(s) received after the cut-off date.
