RFP‐ 693JF720R000010 NSS DECON‐LT ‐ Questions/Comments The responses provided here are informational, only. All questions are due NLT 7/10/2020.
Question Number
RFP Section RFP Paragraph # Title Topic of Question/Comment Question/Comment MARAD Response
122 C C‐2.3.1 RADIOLOGICAL EMERGENCY SUPPORT Where is STS‐160 located on the MARAD SharePoint? J‐1 Technical Documents / subfolder Other Technical Documents / subfolder Reports and Knowledge Management
123 C C‐7.2.2.1 License Termination Plan / Application for License Termination
The 2nd paragraph states “When preparing the LTP, the Contractors shall establish DCGLs (endpoint criteria) to survey the ship such that it may be scrapped/recycled.”
Is MARAD contracting the license termination based upon the License Termination Criteria of 10 CFR 20.1402 (25 mrem/yr) plus ALARA as below?
§ 20.1402 Radiological criteria for unrestricted use A site will be considered acceptable for unrestricted use if the residual radioactivity that is distinguishable from background radiation results in a TEDE to an average member of the critical group that does not exceed 25 mrem (0.25 mSv) per year, including that from groundwater sources of drinking water, and the residual radioactivity has been reduced to levels that are as low as reasonably achievable (ALARA). Determination of the levels, which are ALARA must take into account consideration of any detriments, such as deaths from transportation accidents, expected to potentially result from decontamination and waste disposal.
For example, using the default screening values for surface contamination such that the DCGL for Co‐60 would be 7,100 dpm/100
Yes; also refer to NUREG 1757 Chapter 6 and NUREG 1700. For clarification, the DCGLs must allow for license termination under this criteria, and also for conventional scrapping e.g., (steel melt) of any component not disposed during decommissioning which met the LT criteria. The principal example of such component(s) is the steam generator.
124 J‐11 Wage Determination We are in receipt of the CBA’s included in Amendment 4, however the AMO MOU does not provide any information on Benefit contributions and the SIU MOU only provides information on their Seafarers Money Purchase Pension Plan contribution, please provide us with a daily benefit contribution amount for each position?
The CBA that is attached to this Solicitation is the CBA that the incumbent contractor uses.
125 J Electrical configuration/electrical upgrades The newly provided STS‐194, Section 3.1, describes electrical modifications made to take the RV and CV spaces cold and dark.
Characterization Plan, STS‐198, Section 8.4, describes proposed electrical upgrades and states that the modifications are presented in detail in STS‐113.
See A114 (question appears to be a direct duplicate of Q114)
126 L Proposal Format Please clarify the instructions in Amendment 0006, is only one paper format version of the proposal required? So only one hard copy?
Please clarify that no true original is required (no wet/ink signatures).
See the revised Section L.6 of the RFP
127 L.1 Extend Response due date The site visit MARAD provided was very instructive, providing insights and the opportunity to refine our approach and reduce our cost estimate. This activity includes technical discussions and revised pricing from vendors and subcontractors, which is time‐ consuming and presently made more difficult due to COVID restrictions. The answers to outstanding questions may also be impactful. We respectfully request that the government extend the proposal due date by 14 days to 8/7/20 in consideration of these conditions.
The Due Date is not extended.
128 Site Visit Site Visit‐Informed of, and observed, legacy waste material remaining on the NS Savannah (C Deck).
Can MARAD please provide the quantity, type, physical description, radionuclide characterization, and current packaging of the Legacy waste material remaining on the NS Savannah (C Deck) and is the contractor's responsibility to manage under the future contract?
Please refer to QNA Document Q92 for the existing LLRW inventory, and to the document titled "NEWS and Bulk Stores RMA Pictures" (and corresponding video files) in the folder Site Visit ‐ Areas Not on Tour. Packaging is depicted in the documents, and is comparable to packaging on waste stored in the Cargo Hold 4 D Deck RMA that was visible on the tour. The Contractor will assume responsibility for the waste, and properly package, transport and dispose of it under the FFP. Note that in the Q92 LLRW inventory, the NEWS inventory has a detailed separate tab, whereas the contents of the Bulk Stores RMA is listed in summary form under the solid waste tab. For estimating purposes, the volume of LLRW stored in CH 4 D Deck RMA is 1,500 c/f (including both solid and drummed‐liquid waste).
129 Site Visit Power Transformers observed during the site visit.
Has an electrical load analysis been done that incorporates the new A/C units being installed? If so, can you provide it along with the existing amperage capacity of the shore power transformer?
The load analysis is found in J‐1 Technical Documents / subfolder Other Technical Documents / subfolder STS‐500 Drawings, as dwg ED‐52‐C‐5066 Savannah Electrical Load Analysis. It incorporates information from dwg ED‐52‐F‐5051 HVAC Power Systems Modifications. The existing shore power is configured in two separate 800A feeds; one of which is in‐use with two 400A cables fed from an intermediate group of transformers to provide 450V service. Additional information on the pierside equipment will be posted as QNA 129.
130 Site Visit Site visit Information/observation regarding Pier 13.
Can you provide a diagram or an estimate of the total square footage of available parking and laydown area at Pier 13 for NSS activities?
Refer to g.1 thru g.3 in SP J‐1 Technical Documents, subfolder Other Documents Identified in the SOW. For reference, th available area on Pier 13 is the east half of the finger pier, measured from the pier centerline. Common‐area parking is available in the area immediately forward of the ship. Transient activities, such as truck loading, may extend beyond the centerline so long as a ten‐foot wide driving path is maintained to allow access to the end of the pier. See also section
2.3 of STS‐194.
131 Site Visit Site visit Information/observation regarding Pier 13.
Is a detailed structural analysis available for Pier 13 that includes a condition survey of the underdeck and piles? If so, can it be provided?
The most recent structural analysis of which MARAD is aware dates to 2008. It will be posted to SP as Q131 Pier 13 CMT Condition Survey 2008.
132 Site Visit Site visit Information/observation regarding the presence of asbestos.
Can MARAD please provide the quantity, location, and assumptions for remaining asbestos material the contractor is to remediate, remove, process and dispose of.
MARAD believes that there is no additional asbestos remediation, removal or disposal required in Phase II or III, other than any incidental work arising from damage or discovery. In such cases, the SOW provisions will apply.
133 Site Visit Site visit Information/observation. Has an internal survey of the void below the reactor compartment been completed to support planned ballasting use? No
134 Site Visit Site visit Information/observation. How much water is in the freshwater shield tank, and how much will the contractor have to dispose? Refer to QNA document Q92 LLRW Inventory, liquid waste tab. 100%.
135 Site Visit Self‐insured for nuclear liability Could additional information be provided on how MARAD’s self‐insurance plan for nuclear liability is sponsored, administered, and funded, and the coverage amount?
No 136 L Electronic Submission of Proposals Due to shipping delays nationally, please clarify that so long as the emailed electronic version is received by the due date and hard copies are postmarked before the due date that submittals will be counted as delivered on time. Please add language to the RFP that states that "So long as the emailed electronic version is received by the due date and hard copies are postmarked before the due date that submittals will be counted as delivered on time."
See the revised Section L.6 of the RFP 137 L.6 Proposal Format Given the ongoing travel restrictions, shipping delays, uncertainties due to the COVID‐19 pandemic, and factors outside our control, we respectfully request MARAD deem proposals on‐time based on receipt of the email copy.
