RFP‐ 693JF720R000010 NSS DECON‐LT ‐ Questions/Comments The responses provided here are informational, only. All questions are due NLT 6/3/2020.

Question Number

RFP Section RFP Paragraph # Title Topic of Question/Comment Question/Comment MARAD Response

89 Section C C‐7.2.1.1. Final RCA Configuration Please provide additional reference information on the ‘external rigging structure’ (e.g. drawing number, document number).

Refer to STS‐194. The applicable drawing is STS IA‐510‐B‐5009; we are validating the drawings in SP; note that the OI is not complete.

90 Section C C‐7.2.1.3. Refueling SAR & procedures Please provide additional reference information regarding the ‘refueling SAR and procedures’ (e.g. drawing number, document number).

This document will be uploaded to SharePoint under J‐1 "Other Technical Documents."

91 Section J WDOL The DOL Wage Determinations provided in J‐11 do not include CBA and current wages and aggregate fringes for the incumbent mariners on the NSS. Will you please obtain and share updated Wage Determinations so we can ensure compliance with the SCLS?

Please see the “The Incumbent Contractor’s CBA,” documents now available in the NS Savannah RFP SharePoint Site.

92 Contaminated Water Disposal Given the current management of water in the systems and storage tanks aboard the ship and requirement to transport and dispose of the potentially contaminated water, what volume of water should Bidders assume for pricing purposes?

The existing LLRW (solid and liquid) waste inventories are uploaded in MS SharePoint. Whatever volume is anticipated to be created by the Contractor during the course of its operations should be included in the FFP proposal.

93 Section L Revision of RFP‐re: COVID19 Can MARAD eliminate the hard copy submittal requirements due to concerns regarding COVID‐19? If hard copies are still required, can MARAD eliminate the need for an "original" for each volume? We have recently experienced poor service by commercial couriers whereby the time commitment for delivery has not been met. In addition, due to shelter in place requirements, we are not able to go into corporate offices to obtain the original signatures. Please add language that states that scanned signatures are acceptable for all hard copy submittals and no original signatures are required.

MARAD agrees with this recommendation and will modify the RFP accordingly.

94 Section C‐ 2.1.1.10

Pg. 20 Public Access Events, Security,Housekeeping/Custodial

Section B.3 contains a price table listing a category named “Ship Lay‐berth Support” along with three subcategories listed as “Public Access Event”, Security Services” and “Housekeeping/Custodial”. Please define what MARAD expects to be included within these three subcategories. The RFP does not discuss requirements for a “Public Access Event”.

Under Section B.3 (Page 20) the RFP states that temporary security services should be entered under CLIN 009. Is there some specific security services that must be included within the fixed price? Section C‐2.1.1.10 states that the Maintenance Staff shall perform housekeeping. Is MARAD requesting some type of additional housekeeping beyond that required by the maintenance staff?

The RFP will be revised to eliminate security from B.3 (CLINs 0001‐005), in favor of the CLIN 0009 additional security. See STS‐002‐007 Public Access for descriptions of the various types of public access events. MARAD anticipates that future public access events will not require substantive contractor support, and can be accomplished within normal day‐to‐day operations. There is no specific security service specified in the SOW; however, it has been common practice in prior TSIM and predecessor contracts to provide contract security guards to perform the watch standing function. The housekeeping and custodial line item refers to activities above the normal range of duties performed by the maintenance staff. For example, annually the ship exterior is cleaned of accumulated dust and debris, such as gypsum dust from the adjacent terminal.

95 Section H.6.2 Indemnification The RFP states the following: "Notwithstanding anything in this Contract to the contrary, the Contractor agrees to indemnify and hold the NSS, United States of America, MARAD, and its employees and agents harmless against all claims, demands, or causes of action to which the Government, the NSS or its owner(s) might be subject as a result of damage or injury (including death) to the property or person of anyone other than the Government or its employees, or the NSS or its owner, arising in whole or in part from the performance of work under this Contract by the Contractor and its agents and employees, or the Contractor’s subcontractors or their agents or employees; except to the extent caused by the fault, error, act or omission, or negligence of the Government, its agents or employees.”

This wording is very different than that associated with the MARAD SM Contract for the RRF vessels and the previous NS Savannah contracts. The previous contracts include clauses stating that the government will self‐insure against such claims. By placing the risk on the bidders, all bidders would have to build in costs to cover premiums, anticipated increases to premiums over the years, and deductibles. Costs would have to be based on assumptions that may result in higher costs to the government.

Can MARAD revise the RFP wording such that MARAD takes an approach to P&I similar to the previous NS Savannah contracts as well as the RRF contracts?

No, the language in the RFP will not be amended.

96 L Electronic Proposal Submission I am writing to ask if you have made a decision regarding electronic submission versus hard copy? An all electronic submission would be welcomed by APTIM and I have to believe all offerors. Submitting electronically mitigates numerous challenges we are all facing presently with offices closed, a hold on non‐essential travel, and less dependable delivery service.

MARAD agrees with this recommendation and will modify the RFP accordingly.

97 Amendment 0002 Registered in SAM at submission It is our understanding of the FAR that an award cannot be made if an entity is NOT registered in SAM prior to the time an offer or quotation is submitted. Please clarify MARAD’s response to question 2.

An Offeror is required to be registered in SAM when submitting an offer or quotation, and shall continue to be registered until time of award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation. (See FAR 52.204‐7)

98 C‐6.1. Work Schedule We understand core hours when the vessel must be staffed and available to accept visitors, contractors and deliveries are 7:00am ‐ 3:00pm, Monday‐Friday. Are there any restrictions on the hours the contractor can work to perform this contract [outside the core hours]? Visitors, contractors and deliveries are 7:00am ‐ 3:00pm, Monday‐Friday. Are there any restrictions on the hours the contractor can work to perform this contract [outside the core hours]?

No. For clarity, the core hours have never been a limiting factor on working hours. NSS operations are flexible based on circumstances, and have included such alternative schedules as extended (10‐12 hour) shifts; double shifts; and weekend shifts. MARAD's core hour requirement is not intended to constrain the Contractor. Offerors should understand that any anticipated extended working hours shall be included in the FFP. Any proposed regular weekend and federal holiday work should be carefully considered.

99 C‐7.2.1 Pg. 65 Removal of contaminated water Will the Government provide the actual volume, or an estimated volume, for bidding purposes? The existing waste inventories will be posted to Microsoft SharePoint.

100 L.2 & L.14 MER For determining Eligibility experience could the Government please reconcile the additional language added under L.2 and the insertion of L.14 if a new partnership or joint venture or LLC does not submit its fully executed agreement at the time of bid submission?

If the Offeror is comprised of an existing or a new partnership or joint venture or LLC, the fully executed agreement must be included in Volume I of the proposal.

101 C‐7.2.1.3 Cupola Head Ring Could the Government please confirm that the Cupola Head and Shield Ring are currently removed and stored on Pier 13?

Yes, they are removed and stored on Pier 13.

102 B.2 & B.3 CLINs 0007 & 0008 CLIN 0007 includes all activities to support industrial dismantlement and license termination activities as specified in the SOW, and CLIN 0008 includes costs associated with performing the direct work and expenses to transport and bury/dispose of LLRW equipment and components. Could the Government please explain the difference between waste handling, packaging, transportation, and disposal referenced/included in CLIN 0006 and the like services referenced/included in CLINs 0007 and 0008?

CLIN descriptions are included in the RFP, under section B.2. Table and Instructions for the pricing of CLIN 0007 in the RFP, under section B.3 will be revised to clarify that activities and pricing associated with CLIN 006 and/or CLIN 008 shall be separated as approporate.

103 B.3 Technical Specifications for CLINs 0001‐

Please provide Technical Spec 3.7.3.3. so that accurate pricing can be included in our fixed price for CLIN 0001‐0005. The RFP will be revised to delete the second bullet U/W Hull (Tech Spec) survey, because that 4‐year survey is inadvertently subsumed in the ABS annual u/w hull survey; TS 3.7.3.3 is included in the license amendment 17 document in MS SharePoint. Offerors are also advised to review the relevant implementing SIC for this TS, as well as NPWCD‐011 ABS Lay Up Plan.

104 B.3 & B.4 Clarifications of service contracts Section B.3 and C‐6.6 indicate service contracts for central monitoring and sanitary services not provided by the layberth contract should be part of the CLIN 0001‐0005 fixed fees.

Section B.4 and C.6.2 seem to indicate that a sanitary trailer is installed per the layberth contract.

Section C.6.6 further states that those contracts will be novated. No information has been provided as to the terms of those contracts that are to be priced into our fixed fees Please provide an accurate list and detailed requirements of the services and utilities that must be provided as part of fixed price while the NSS is at Pier 13:

• Sanitary trailer

• Electrical utility

• Water utility

• Central monitoring

• Internet

• Telephone

There are two sanitary facilities located onboard the ship; the shower/toilet trailer mentioned in C‐6.2 and the 3 Hold toilet facility mentioned in STS‐

194. There are a total of eight (8) toilets and two (2) showers. City freshwater for flushing and washing is provided from onboard storage tanks located in cargo holds 3 and 7, which are filled from the layberth supply line. MARAD pays directly for the fresh water supply. This water supply also covers process water for decommissioning activities (see STS‐194). Contractor personnel fill the tanks using ship‐supplied hoses and air‐operated pumps from hose connections on the pier. Discharge water from these facilities is collected in independent tanks on the pier, and the TSIM Contractor disposes of this sanitary water via a service contract (current annual volume is approximately 45,000 gallons for 4 toilets and 2 showers). Electricity supply to the vessel is provided through the layberth contractor, and electricity invoices are paid directly by MARAD. The following service contracts are specific to the systems installed on the ship and will be novated to the new TSIM Contractor: a) central monitoring and servicing of the fire and smoke detection system; b) central monitoring and servicing of the intrusion and flooding alarm system; c) servicing the interior/exterior video cameras and monitoring system, and d) internet service provider. The incumbent TSIM contracts on an as‐required basis for HVAC systems cleaning and servicing (approx 2x/year) and for monthly IT support. These subcontracts will not be novated. The scope of HVAC servicing will be posted in SP under Other Technical Documents. There is no existing landline telephone service provided to the ship.

105 C‐7.2.1.3 Refueling SAR & procedures C‐7.2.1.3. Major Activities Sequence The Contractor shall review the refueling SAR and procedures and other construction reference documents...

‐And‐ The answer provided for question 46 in Amendment 0002 states “Refueling SAR and procedures are in STS SP at RM ‐ Topical ‐ FSAR ‐ Folder "Fuel Shuffle"; please copy over to J‐X Other Documents listed in the SOW.“ Please clarify the location of the requested SAR. We are having trouble locating it.

The correct location in MS SharePoint is J‐1 Technical Documents / Other Documents Identified in the SOW; files h1 (Refueling SAR), h2 (Refueling Procedures) and h3 (Defueling Safety Analysis).

106 C‐2.3.1 Health Physicist The Contractor shall provide a health physicist (procedurally identified as the SERAT HP Responder) on‐duty or on‐call 24‐hours/day, 7‐days/week to respond to the NSS as a member of the SERAT. The HP must arrive to the NSS within 2‐ hours of notification, and perform the tasks described in STS‐007‐001. Are there Minimum qualifications for the “Health Physicist” stated in any of the provided MARAD documents?

See STS‐160 Definition of Health Physicist.

107 NRC License /Staffing Current NRC license T&C. Are there any license conditions stipulating Health Physics organization staffing requirements, or a minimum number of staff?

See STS‐160 Definition of Health Physicist, which discusses interpretation of the relevant Technical Specifications. License basis documents STS‐003‐001 Decommissioning Quality Assurance Plan, and STS‐004‐002 Updated Final Safety Analysis Report both bear on the question, as does STS‐005‐001 Radiation Protection Program. See also Q108.

108 C‐2.3.1 Health Physicist Can MARAD please provide current Health Physics organization chart and staff, including number of Technicians?

Please provide specific Positions and number of people.

There is no formal health physics organization chart; all health physics / Radiation Protection Program activities are managed by the Radiation Safety Officer key person. There are no MARAD staff directly or solely assigned to the health physics organization; all are contractors. The number of personnel and specific technicians have been determined by the TSIM and predecessor contractors based on the statement of work and associated level of effort. MARAD anticipates that offerors will propose a health physics organization in response to the RFP.

109 Section J SO‐2010‐004 and other STS references

Core Hours SO‐2010‐004 and other STS references state core hours are 7:30‐ 15:30 and various other STS references.

But C.6.1 says the core hours when the vessel must be staffed and available to accept visitors, contractors and deliveries is 7:00am ‐ 3:00pm, Monday‐Friday (watch stander requirement).

Please clarify the hours that the security watch stander must man the main entrance so we can accurately price this fixed cost.

SO‐2010‐004 is obsolete and superseded by the 2013 and incumbent TSIM contracts. This SO will be cancelled prior to the date of RFP closing. NPWCD‐ 004 NSS Watch Standers Guide supersedes the SO. Please also see Q98, and SOW sections C‐2.1.1.5.1 Access Control and C‐3.3.3.4 Watch Stander. Core hours and flexible work schedules limit neither the scope of access control as described in C‐2.1.1.5.1 and its implementing STS procedure, nor the watch stander requirements (including number of access control points) described in C‐3.3.3.4. Taken together, the offeror's proposed work schedule and methods to perform access control and provide watch standers will influence its FFP proposal.
