RFP- 693JF720R000010 NSS DECON The responses provided here are informational, only.

Question Number Question/Comment MARAD Response

111 The RFP does not make reference to any significant amounts of lead that need to be removed; however drawing 50079 E-8, “Reactor Shield Water Tank and Instrument Thimble Arrangement” shows that there are 2” thick wraps of lead surrounding both of the Snubbers that are approximately 3’ long. There also appears to be a lead shield surrounding the outside of the shield tank - the drawing is very poor quality, but it appears to show that there is a 2” thick layer that extends from the bottom of the tank up 3’-6” then increases to 3” thick and extends upwards another 11’ – 1-5/8”. Please confirm that the lead is, in fact, installed; and that this interpretation of the drawing is correct. Also, please provide any additional references that contain any information on this lead.

The RFP requires the removal of the Neutron Shield Tank in C-7.2.1. The NTS does include elemental lead shielding; see QNA Document Q112 regarding lead on the NTS. Document Q112 also describes lead shielding present inside the CV between the steam generator steam drums and the CV inner wall.

112 The RFP specifies the insurance coverage types for subcontractors. In other MARAD contracts, the following exclusions were written as part of the RFP. Would MARAD consider including the following wording in the Savannah RFP in order to reduce costs associated with insurance?* Note - Longshoremen Harbor Worker's Compensation Act coverage is required when applicable under the Act. Such insurance is not required when the work is being performed by individuals excluded by definition. See 33 U.S.C. 902(3), particularly 902(3)(A) excluding "[i]ndividuals employed exclusively to perform office clerical, secretarial, security, or data processing work"; and 902(3)(D) excluding "Individuals who (i) are employed by suppliers, transporters, or vendors, (ii) are temporarily doing business on the premises of a maritime employer, and (iii) are not engaged in work normally performed by employees of that employer covered under the Act".

** NOTE: MARAD will consider reductions of or waivers to the amounts prescribed for Maritime Employers Liability (Jones Act) and Ship Repairers Legal Liability on a case by case basis based on risk considerations, e.g. the work does not involve the use of vessels or is not being performed in a shipyard.

Yes, the statutory exclusion are excluded as noted in the LSHWA. However, MARAD requires that all individuals, including sub-contractors working on or adjacent to the vessel shall have CGL insurance of not less than $2 million listing MARAD as additional assured. All non-federal employees must have insurance before boarding MARAD vessels.

114 The newly provided STS-194, Section 3.1, describes electrical modifications made to take the RV and CV spaces cold and dark.

Characterization Plan, STS-198, Section 8.4, describes proposed electrical upgrades and states that the modifications are presented in detail in STS-113.

STS-113 is an obsolete reference document that was included in the CP when it was drafted.

The Cold and Dark effort desribed in STS-194 supersedes the CP reference. Within Section 8 of the CP, there are other references to obsolete STS reports; 114, 115, and 116. STS-194 supersedes all of these.

115 It is understood that as a federal agency MARAD/DOT is self-insured for nuclear liability as the Owner and licensee currently performing decommissioning activities per MARAD’s programs and oversight on the NS Savannah. Does that nuclear liability coverage also apply to your subs performing D&D activities under MARAD programs on the ship? If not, should an additional cost for the insurance be listed as a separate line item in the cost proposal? We do not wish to apply duplicate coverage if it is not a necessary cost.

Yes. The self-insurance extends to all entities performing under MARAD programs on the ship.

117 Are Contractors to provide separate Table 2 (Descriptions of Contract Line Items) submittals for CLINs 0001, 0002, 0003, 0004, and 0005?

No. Table 2 is a description for the use of the offeror.

118 Are Contractors to provide a separate table for each CLIN included in the section “TSIM Baseline Personnel plus Option Periods (CLINs 0001-0005)”?

Yes, each CLIN is separately priced, and a table is required for each CLIN.

119 Are Contractors to provide separate Table 2 (Descriptions of Contract Line Items) submittals for CLIN 0009 (one for each contract year)?

No, see answer at #117.

120 Are Contractors to provide a separate table for each contract year? Please clarify the question.
