STATEMENT OF WORK
This Statement of Work describes bridge maintenance and pavement preservation work across four National Park Service sites organized into four schedules: Thomas Edison National Historical Park (EDIS) in Essex, NJ; Fort McHenry National Monument and Historic Shrine (FOMC) in Baltimore, MD; Upper Delaware Scenic and Recreational River (UPDE) in Pike and Wayne, PA; and Steamtown National Historic Site (STEA) in Lackawanna, PA. Work encompasses micro surfacing, thin lift asphalt overlay, crack cleaning and sealing, asphalt concrete pavement patching, milling and overlay, concrete repair, drainage repairs, speed bump replacement, concrete paver installation, pavement markings, minor bridge repairs, and miscellaneous maintenance activities. Schedule A includes work on Honeysuckle Avenue, Edison Lab Visitor Parking, Maintenance/Visitor Center Parking, and Laboratory Courtyard Parking at EDIS. Schedule B covers Fort Avenue, Seawall Road, and Visitor Center Parking at FOMC. Schedule C includes Roebling Bridge Road and Headquarters Complex Parking at UPDE. Schedule D addresses three Main Entrance Roads (A, B, and C) and Turntable Bridge work at STEA, with special requirements for removing and replacing speed humps, sidewalk precast concrete paver installation, and epoxy injection of cracks on retaining walls.
The performance period is 152 calendar days after issuance of the Notice to Proceed, with construction activities to start no earlier than March 22, 2027. Detailed pay item tables specify estimated quantities and units for each schedule, including materials such as asphalt concrete pavement (ranging from 570 to 6,900 square yards depending on schedule), crack cleaning and sealing (1,150 to 5,000 linear feet), pavement markings (2,300 to 6,200 linear feet), and various signage installations. Special considerations include protection of historic cobble drainage swales and coordination of archaeological monitoring with contractors at EDIS and FOMC, with the NPS providing and funding archaeological monitors.
