About this file
This is an Eastern Federal Lands Highway Division (EFLHD) NEPA Categorical Exclusion (CE) Form documenting environmental review for a pavement and bridge preservation project.
The project, designated NP NER PMS BMS FY25(2), involves pavement and bridge preservation work across four National Park Service locations: Fort McHenry National Monument and Historic Shrine in Baltimore, Maryland; Steamtown National Historic Site in Lackawanna County, Pennsylvania; Thomas Edison National Historical Park in Essex County, New Jersey; and Upper Delaware Scenic and Recreational River in Pike and Wayne Counties, Pennsylvania. Work is divided into four schedules, one per park, and includes micro surfacing, thin lift asphalt overlay, crack cleaning and sealing, asphalt concrete pavement patching, milling and overlay, concrete repair, drainage repairs, speed bump replacement, concrete paver installation, pavement markings, minor bridge repairs, and miscellaneous maintenance activities. The project qualifies under CE Category 23 CFR 771.117(c)(22), as work takes place entirely within existing operational rights-of-way. Environmental commitments include protecting a historic cobble drainage swale at Thomas Edison National Historical Park and conducting archaeological monitoring during subsurface drainage repairs. The National Park Service completed Section 7 Endangered Species Act compliance and Section 106 National Historic Preservation Act compliance, determining no significant impacts to endangered or threatened species or historic properties. The FHWA Eastern Federal Lands concurs with the NPS categorical exclusion determination signed June 25, 2026. Kelly Stern, Environmental Protection Specialist, and Kevin S. Rose, Environmental Team Leader, both with EFLHD/FHWA, recommended and approved the categorical exclusion on August 24, 2026.
