The purpose of this Amendment is to:

1. Provide a summary of responses to questions and clarifications asked by interested bidders.

2. Reschedule the Bid Opening date to April 28, 2026 at 2:00 p.m. EDT.

Questions / Clarifications

The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The

Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. We are unable to locate riprap sizes and specifications in the contract documents. Please provide the required riprap classification, gradation, thickness, and any applicable specifications.

Response: Riprap classes and methods of installation are specified in the plans. Section 251 of the FP-14 provides specifications for materials and construction requirements for riprap.

2. What are the expectations and scope related to Contractor furnished Reinforced Soil Slope design? Is this related to the Concrete Lagging design work or soil slope design involving geogrids, and stone backfill designs?

Response: The item Contractor furnished Reinforced Soil Slope Design was included in the

Quantities by Site for two locations: DSR 2018-2.4 and DSR 2018-2.7. At both sites, the slide mitigation design includes the item Rolled Erosion Control Product Type 5.F, With

Engineered Anchors. The Contractor furnished Reinforced Soil Slope Design pay item covers the Contractor’s responsibility for designing the engineered anchor system. This design is to be completed based on the actual conditions encountered during construction and in accordance with the specifications and minimum requirements for this system included in the drawings, Geotechnical Addendum, and SCRs from the project.

3. Please clarify how the 8' x 5' RCBC listed in Schedule C is to be paid. Specifically, which pay item should be used for this work?

Response: Payment for the box culvert and wingwalls are under the 55201-0200 and 55401-

2000 pay items. Steel and concrete quantities were used because this box culvert is cast in place rather than precast.

4. We are finding some ambiguity regarding the finish of the pedestrian bridges. Would you mind clarifying please if they are to get coated or just sandblasted for a natural finish?

Response: The prefabricated steel truss pedestrian bridges have no specified coatings and should be weathering steel with a natural coating.

5. Can the Government provide guidance on the expected subsurface conditions for the drilled shaft locations, including an estimated breakdown of drilling through soil versus rock?

Response: The Geotechnical Report and Geotechnical Addendum for this project provide boring log data describing the anticipated subsurface conditions for the pile walls, including the depth to the top of bedrock at each boring location. This information is intended to serve as a reference for design and construction planning. However, localized subsurface variability may occur and can only be definitively identified during construction.

6. On sheet C02, line item B1100 states removal of box culvert, but when referencing sheet

E07, drawing refers to removal of stacked stone culvert. Is this just an error in verbiage of pay item description?

Response: No. Pay item 20301-0300 is to be used for the removal of the stacked stone culvert. This pay item was determined to be the best fit, as there is no FP-14 pay item specifically for removal of a stacked stone culvert.

7. On sheet number F08, the drawings refer to installation of 8' x 5' x 46' RCBC (reinforced concrete Box Culvert), but we cannot find a line item/pay item number on any schedule for this feature of work. Can the Government please provide clarification?

Response: Payment for the box culvert and wingwalls are under the 55201-0200 and 55401-

2000 pay items. Steel and concrete quantities were used because this box culvert is cast in place rather than precast.
