Questions / Clarifications
The following questions and issues were submitted via email at eflhd.contracts@dot.gov. The
Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.
1. We cannot find any specifications referencing RECP type 5.F and engineered anchors in either the FHWA FP-14 or the project specifications. Can you please provide more information on this?
Response: Yes. See the updated plans and SCRs for more information on RECP Type 5.F with and without engineered anchors.
2. The project plans indicate that the proposed culvert at TR312 MP1.0 is to use E-157-09 to bypass stream flow using a pump. The detail requires the pump to be able to accommodate the
2-year flow. The hydraulic report for this site indicates the 2-year event is 60 cfs. There is no reasonable way to pump 60 cfs. This would require multiple 12” pumps. Will FHWA consider alternative bypass methods for this location?
Response: Yes, an alternative bypass method could be considered. Any proposed method will require prior approval and justification, along with documentation demonstrating compliance with E&SC, flow maintenance and required capacity.
3. During our site visit, several locations were not accessible due to ongoing construction and road closure signage at the Canaan Loop Trail. Could FHWA provide photos of these areas, along with additional information on the current construction activities, anticipated completion timeline, and whether coordination with other contractors will be required during our work?
Response: The current contractor on Canaan Loop Road (FSR 13) has an anticipated completion date of 04/18/2026. There are other upcoming contracts across the Forest that will require coordination between the Forest, its contractors, FHWA, and its contractors.
Photos from the Scoping Site Visit in 12/2021 have been provided.
4. Additionally, some locations include soil nails and soldier pile walls, which would require mobilizing drill shaft equipment uphill. If temporary stone access roads are needed to reach these areas, should they be removed upon completion of the project?
Response: Yes, any temporary road needs to be removed, and the location restored to previous conditions.

5. The bid date for this project is during spring break activities for a lot of suppliers and sub-contractors in the area. We are not getting a lot of interest in this project due people being out of town at that time. Is it possible to get a bid extension for the above referenced project?
Response: Yes. The bid opening is being rescheduled to April 21, 2026, at 2:00 PM EDT with this Amendment.
6. This is from Sheet 3 of 3 TABULATION OF QUANTITIES. I assume that this is the drilled shafts to set the soldier beams for the Wall in Schedule C. That wall has 54 h-piles that are 25’ long each. If the drilled shaft bid quantity is 355 LF, that is about 6’ per shaft. I think it should be more like 1,355…
Response: The quantity for the drilled shafts in Schedule C has been verified and is correct.
The bidder’s calculation was off because they assumed 54 piles. For site 2019-1.8 (Sheets
F06, G06, and R16), the estimated total for the structural steel pile is 495 LNFT, which equates to roughly 20 piles (at 25 feet each). Furthermore, 7 feet of the 25-foot H-pile is exposed. The drilled shaft pay item only accounts for the embedded portion and does not include the 7 feet exposed. Therefore, 355 LNFT is sufficient.

Changes to the Special Contract Requirements
1. Revise Special Contract Requirements Section 629 on page J-20 as follows:
629.05. Delete the title of the Subsection and substitute the following:
629.05 Erosion Control Blanket and Turf Reinforcement Mat Type (RECP, Types 1.B, 1.C, 1.D, 2.B, 2.C, 2.D, 3.B, 4, 5.A, 5.B,5.C, and 5.F)
629.05. Add the following after the fourth paragraph:
Support RECP with engineered anchors in accordance with an approved design developed according to Section 257.
629.05(a). Add the following:
(4) Engineered Anchors. Secure RECP Type 5.F to the slope with securing pins and engineered earth anchors.
The securing pins are devices designed to temporarily hold the RECP Type 5.F in place during installation until the engineered earth anchors are installed, or the establishment of vegetation occurs. The engineered anchors are devices designed to permanently stabilize soil via a metal anchor, flexible or rigid tendon, and a load bearing plate. The anchor and tendon are driven through the RECP to the specified depth and then tensioned appropriately to load-lock the anchor for desired pull-out resistance.
Install the RECP Type 5.F mat 36 inches beyond the edge of the slope shoulder and the edges of the treated area onto flat final grade. Secure with a single row of securing pins on 12-inch intervals in between the engineered earth anchors at 48-inch intervals. Unroll the RECP down the slope. Secure the RECP initially with the securing pins driven flush with the RECP at the designated frequency based on the engineered earth armoring surficial slope stability or erosion control requirements. Install the engineered earth anchors at depth, spacing and loading shown in the submittal approved by the CO. Cut a
2 to 4-inch-long slot on the mat to pass the anchor at each location, push the anchor to full depth, retrieve the push rod, and pull back the anchor tendon to fully deploy and engage the anchor bearing plate. Tightly secure each anchor on the mat with washers and the bearing plate.
Position adjacent up gradient rolls in same manner, overlapping down gradient rolls a minimum of 3 inches. until the project limits are completed. Secure the overlaps with securing pins at 12-inch intervals in between the engineered earth anchors placed at intervals based on the engineered earth armoring surficial slope stability or erosion control requirements. Secure the RECP Type 5.F at the toe of slope and longitudinal limits trenches with securing pins and engineered earth anchors.

Predrill or pre-bore holes for anchor installation in hard cemented sands or cobbles as approved by the CO. Casing shall be used for anchors in unstable cohesionless soils.
Casing shall be sufficiently rigid to keep the borehole from collapsing and allow casing retrieval upon anchor installation. Ensure casing is stopped short of full anchor depth.
Ensure that the difference between the casing length and the required anchor length is equal to anchor total length minus twice the length of the anchor bearing plate to allow for bearing plate rotation and anchor deployment.
Use drilled or bored holes to install anchors in gravelly soils, cobbles, boulders, or other buried obstacles. Do not install engineered anchors in boulders or rock. Replace engineered anchors that occur in boulders or rock with drilled anchors as approved by the
CO. It is the Contractor's responsibility to provide equipment capable of penetrating to the required depth. If engineered anchors are used in combination with drilled holes, ensure drilled hole diameter is greater than the engineered anchor bearing plate width.
Progress holes without noticeable subsiding of the surrounding ground surface. If noticeable subsidence occurs, stop work and consult with the CO. Before continuing to progress the hole, propose a scheme for progressing the work without subsidence as approved by the CO.
Retrieve the casing after each anchor has been installed and deployed at the required depth. Backfill void between the anchor rod and the casing with sand as the casing is retrieved. Ensure backfilling is done simultaneously with casing extraction. All extracted casings remain the property of the Contractor.
Backfill and compact trenches for installation with specified soil or as directed by the earthwork technical specifications or as directed by the CO.
Establish permanent vegetation, where feasible, to assist in the long-term performance of the RECP Type 5.F solution and the control of erosion. Vegetation establishment should be included in the Contractor submittal and approved by the CO.
2. Revise Special Contract Requirements Section 713 on page J-31 as follows:
