Amendment No. 0004 Project MS NP GUIS 15(4)

Gulf Islands National Seashore Solicitation: 693C73-25-B-000008

The purpose of this Amendment is to:

1) Respond to bidder questions/clarifications.

2) Replace the Solicitation Bid Schedule pages B-1 through B-9.

3) Provide revised plans sheets (B, C and R sheets).

4) The bid opening date of April 8, 2025 at 2:00 p.m. EDT remains unchanged.

Bidder Questions/Clarifications

Question 1: In regard to the unit price form, the spec does not specifically say what bid item the boardwalk materials are paid under. Specifically, bid items: B0150, B0160, B0170, and B0180. For example, bid item B0160 says “BRIDGE RAILING, TIMBER (BOARDWALK RAILING SYSTEM). The detail on sheet R09 shows the railing system, but what material is paid with bid item B0160. Is it timber top rail, timber spacer rail, the screws that go into the top rail, the 4”x6” timber post, and the stainless-steel cable? Do we put the bolts that attach to the stringers with the RAILING SYSTEM (B0160) or the STRUCTURAL TIMBER (B0180). There needs to be clarification for this part of the unit price sheet; it is very vague what bid item the hardware and timber gets paid under.

Response: For Bid Item B0160 - BRIDGE RAILING, TIMBER (BOARDWALK RAILING SYSTEM), include all items associated with constructing the bridge railing on to the Boardwalk as it would be considered part of the Boardwalk Railing System. Bid Item B0160 will include as mentioned the “timber top rail, timber spacer rail, the screws that go into the top rail, the 4”x6” timber post, and the stainless-steel cable,” and will also include the bolts that attach to stringers as those bolts would be required to install the railing to the boardwalk.

For the Bid Item B0180 STRUCTURAL TIMBER AND LUMBER, TREATED (BOARDWALK SYSTEM), will include all items associated with constructing the boardwalk system outside of the Railing System (bid items B0150 and B0160) and the deck system (bid item B0190).

Question 2: In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?

Response: See FP – 14 Section 153, CONTRACTOR QUALITY CONTROL for requirements.

Question 3: Are contractors required to issue a contract specific QA/QC Plan?

Response: See FP – 14 Section 153, CONTRACTOR QUALITY CONTROL for requirements.

Question 4: Are contractors required to issue a contract specific Safety Plan?

Response: See FP-14 Section, Section 107. — LEGAL RELATIONS AND RESPONSIBILITY TO THE PUBLIC, for requirements.

Info Page 2 of 6

Question 5: Is this project tax exempt?

Response: See FP-14 Section, Section 107. — LEGAL RELATIONS AND RESPONSIBILITY TO THE PUBLIC, for requirements.

Question 6: It appears that on a number of the construction notes that there are items indicated that request that detailed design and engineering should be included pre-construction for approval by the owner. And that this project would require significant engineering/design development to bring drawings and layout to a minimum of 95% completion for final design review by the DOT/CO. Should this project be reconsidered as a design/build project effort with appropriate engineering cost added to bring drawings to 100% design completion based upon the number of instances (including RFI questions 6 thru

20) which require that more engineering to be done? This condition is indicative of the next RFI questions following and may not be representative of all of the engineering remaining to be done.

Response: No, this project will not be reconsidered for design/build. All submittals for design will be done through construction submittal process for review and approval by the CO.

Question 7: Regarding the helical pile installation through the ACM, how is the helical pile installed through the ACM?

Response: The contractor is responsible for the means and methods for installing the helical piles and ACM. Recommend installing helical piles before ACM due to helical head diameters.

Question 8: Regarding the helical pile installation through the ACM, can one piece of the mat be removed for installation?

Response: The contractor is responsible for the means and methods for installing the helical piles and ACM. See response to question 7.

Question 9: Regarding the helical pile installation through the ACM, is so what is placed in the space where the mat was previously located?

Response: The contractor is responsible for the means and methods for installing the helical piles and ACM. See response to question 7.

Question 10. Regarding the helical pile installation through the ACM, does the piece need to be cut and replaced? Is so how is it reattached to the existing mat? The term "articulated" in the name ACM indicates that the individual pieces are attached to each other by some mechanical means.

Response: The contractor is responsible for the means and methods for installing the helical piles and AMC. For locations in conflict between helical pile and ACM, a block from the ACM may be removed without damaging the revetment cable as approved by the CO.

Question 11. Regarding the helical pile installation through the ACM, what is the plan if the pile placement is overlapping multiple mat pieces?

Response: The contractor is responsible for the means and methods for installing the helical piles and AMC. See response to questions 7 and 10.

Question 12: Regarding the cable handrail system, how can the cables be tensioned?

Response: See revised R sheets in this amendment.

Question 13: Regarding the cable handrail system, how can the cables be anchored?

Response: Follow manufacturers recommendation.

Info Page 3 of 6

Question 14: Regarding the cable handrail system, how to prevent the first and last handrail post adjacent to the anchor from being pulled out of alignment? Will the double handrail be sufficient to prevent this?

Response: The two-bolt stringer connection and top rail connection is adequate to prevent misalignment.

Question 15: Regarding the cable handrail system, would it be better to redesign the cable system or change it to a wire panel system?

Response: Wire panel system is not approved for this project.

Question 16. Regarding the top rail, it shows the 2x6 and the underlying 2x4 spacer splicing on the same post. Would it be better alternate splice locations by overlapping the splice joint?

Response: Proposed alternating splice for top rail and spacer rail may be acceptable. Contractor will submit shop drawings for this option for approval by the CO.

Question 17: On the "CONCRETE BOARDWALK DETAIL" Bridge Plan Sheet page 13 of 18, Sheet number R13 it shows “5 1/2" dia, helical pile (Typ.)" Despite the fact that this is a typical pipe measurement it is NOT a typical helical pile supplied by the helical pile manufacturers; 4 1/2" and 6" is.

While at least one manufacturer is quoting this on spec but must charge for retooling. Can 4 1/2" or 6" be substituted? This is still going to cause the cost to be well in excess on a million dollars just for the helical piles. Could a redesign of the walk substitute timber piles?

Response: It is the responsibility of the contractor to identify suppliers. The federal government does not endorse suppliers or manufacturers. Alternate design for the helical piles is acceptable, however design calculations will be needed to be provided for any changes for approval by the CO. Timber piles are not approved. All shop drawings and justification for change will need to be submitted for approval by the

CO.

Question 18: On the "CONCRETE BOARDWALK DETAIL" Bridge Plan Sheet page 13 of 18, Sheet number R13 it shows Under "TYPICAL SECTION" it states, "Precast concrete pile connection" Does Not Exist (DNE) If so, please list supplier and item number?

Response: It is the responsibility of the contractor to identify suppliers. The federal government does not endorse suppliers or manufacturers.

Question 19: On the "CONCRETE BOARDWALK DETAIL" Bridge Plan Sheet page 13 of 18, Sheet number R13 it shows Under "TYPICAL SECTION" it states, "Max 8"x10" precast concrete beam (Typ.)" Does Not Exist (DNE) If so, please list supplier and item number?

Response: It is the responsibility of the contractor to identify suppliers. The federal government does not endorse suppliers or manufacturers.

Question 20: On the "CONCRETE BOARDWALK DETAIL" Bridge Plan Sheet page 13 of 18, Sheet number R13 it shows Under "TYPICAL SECTION" it states, "Railing bracket" Even though the plans acknowledge that this bracket DNE; anchoring a wood post to a flat surface by use of a metal bracket, lateral loading would not be advised due to the natural characteristics of wood. (Handrails, by design, are for lateral loading or to prevent harm when lateral loading). The note 5 requires contractor to design, a sufficient design would require a bracket at least 8" tall. It also requires a tension capacity of 50000 lbs., Is that spec for the bracket only? The wood post will never have a tension capacity of 50000 lbs. Would metal posts be an acceptable substitute? If so, please spec.

Response: Please see revised plan sheet R13 where tension capacity for backet has been removed. Metal posts are not approved for this project.

Info Page 4 of 6

Question 21: On the "CONCRETE BOARDWALK DETAIL" Bridge Plan Sheet page 13 of 18, Sheet number R13 it shows under "TIMBER RAIL ELEVATION" "Min 4"x24" precast concrete tread(Typ.)" DNE If so, please list suppliers and item number?

Response: It is the responsibility of the contractor to identify suppliers. The federal government does not endorse suppliers or manufacturers.

Question 22: Speaking with the Micro Surfacing contractors, no one has used tack coat for decades. Can you consider removing the tack coat bid item from the unit price form?

Response: The Tack Coat item is to be used for the asphalt concrete pavement (ACP) patches. It is not necessary for use on top of the existing asphalt concrete pavement roadway, or under the micro surfacing It will remain in the capacity for quantity of the widening work necessary to tie into the existing ACP joints and perimeter of patches. See revised sheets included in this amendment.

Question 23: Addendum 2 addressed the 3 days given to do the Bottomless culvert. Can you consider giving more than 3 days to do this? 3 days is not even possible, given we have to remove the existing culvert, do a dynamic pile test (which will take at least a day), then drive the concrete piles, set up coffer dams, set the pile caps, set the bottomless culvert, and then backfill. Even after that the road will have to be paved. I think it would take 2 weeks minimum.

Response: All work necessary for the closure and opening of the box culvert section of roadway is to be completed in no longer than 72 hours timeframe or the penalties will be assessed. This work will commence once the contractor has completed all work that can be completed prior to the removal of the box culvert while maintaining access to the neighborhood for the residents.

Question 24: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?

Response: See FP – 14 Section 153, CONTRACTOR QUALITY CONTROL for requirements.

Question 25: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to helical head diameters?

Response: Period of performance may not change. Contract time may be extended with fair and reasonable justification to the awarded contractor. No changes will be made during advertisement.

Question 26: Please provide bidding quantities for the deteriorated base course.

Response: See B and C sheets for approximate quantities for this item.

Question 27: Please provide the site visit registration list.

Response: There is no site visit registration list. Contractors can visit the site following the information provided in the advertisement documents.

Question 28: Is there a bulk water fill i.e. a hydrant or water source we can pump from for grading operations in proximity?

Response: Contractor is responsible to provide water according to Special Contract Requirements 637.

Question 29: Does this project require phasing? If so....(estimator needs to add to question).

Response: Construction sequencing is the responsibility of the contractor. Traffic control phasing has been included in the Plans.

Question 30: Where will the field office be located?

Response: See Special Contract Requirements Section 637 for location.

Info Page 5 of 6

Question 31: Is power available nearby?

Response: Contractor is responsible to provide power according to Special Contract Requirements Section 637.

Question 32. Can we shut down roadway access or do we need to maintain one lane for travel?

Response: See plans and Special Contract Requirements Section 156 for roadway closures.

Question 33: What are the limitations for construction intervals (for proposed road work)?

Response: See Special Contract Requirements Sections 108 and 156 for construction limitations and restrictions.

Question 34: On p.7 table 5 Geotech, it lists a different load for the alligator pond boardwalk. We did not notice these loads in any of the plans, which load is the correct load? Are we to use the loads called out on the structural plans of 11kips and 4kips?

Response: Table 5 of the Geotechnical Report presents the estimated axial resistance from the soil to install the helical piles at 30-foot and 50-foot depths, The estimated resistance will be verified on the field. The structural plans calling for 11 kips axial and 4 kips lateral come from the structural loads calculated from AASHTO LRFD for the helical .

Question 35: Upon review it is unclear as to how many piles are 30' deep vs. 50' deep. Please clarify pile count for 30' depth and 50' depth.

Response: See the revised R sheets in this amendment.

Question 36: How many are to have timber connections vs concrete connections?

Response: Concrete connections will need be present at all abutments and the 4 piles at the concrete boardwalk section. The remainder are timber connections.

Question 37: What direction are the lateral loads?

Response: Lateral loads are acting transverse to the boardwalk.

Question 38: What are the helical pile quantities?

Response: See bid item A0440. See revised sheets in this amendment.

Question 39: Are CAD files available? If so, please provide.

Response: MicroStation files are available and will be provided at the time of award.

Question 40: Please provide the limits of schedule A & B. The map on plan page A04 calls out both schedules on the same section of road.

Response: See plan sheet A01 for stations for each schedule.

Question 41: Please clarify what is to be priced for Schedule C line 63405-2890 PAVEMENT MARKINGS, TYPE H (184 EACH). There is no designation on the plans or specs calling out what these symbols will be (assuming they are symbols).

Response: See the updated C sheets in this amendment.

Question 42: I noticed there is a spec section for the cellular confinement system; however, what product needs to be used?

Response: See C sheets for stations and S sheet for design.

Info Page 6 of 6

Question 43: The boardwalk sections on sheet R13 show that a ½” diameter stainless steel cable is required for the boardwalk. Talking to suppliers, a ½ diameter cable is completely overkill for this system and many of them do not even sell that. Is there a possibility that the size the be reduced to 3/16” or 5/16” diameter?

Response: Change for stainless steel cable to have 5/16-inch diameter or 3/8-inch diameter is accepted.

Question 44: Is a design required for the piles and pile cap beneath the bottomless culvert? If so, where should we include said design pricing within the pricing schedule?

Response: Please see Sheet R01 Scope of Work Schedule A and SCR Subsections 551.01 and 552.01.

Pricing for design to be considered part of pay item associated with work. A0380 / 55101-0800 for piles and A0400 / 55210-0000 for Pile Caps.

Question 45: Per amendment 1 the updated Utility Plans state "For information only constructed by others". Is this scope of work to be included in our proposal?

Response: No, this work will be completed by other.

Question 46: Will you consider another extension once RFI responses are issued to allow time for contractors to review?

Response: No.
