About this file

This document is Amendment 0002 for the Gulf Islands National Seashore project (Solicitation 693C73-25-B-000008), issued by the Federal Highway Administration's Eastern Federal Lands Highway Division. The amendment responds to eight bidder questions regarding technical project details, including clarifications on rolled erosion control product (RECP) application, precast culvert and pile cap specifications, roadway closure requirements, and archaeological monitoring. The amendment maintains the original bid opening date of April 1, 2025, at 2:00 p.m. EDT.

Key technical clarifications include: all culvert elements are precast, with a three-day completion requirement for bottomless culvert installation; contractors must ensure proper drainage and can design precast concrete element connections per AASHTO specifications; night work is generally not permitted but may be requested with justification; and the project involves roadway improvements including shoulder paving, culvert replacement, and guardrail work in Jackson County, Mississippi. The solicitation is specifically set aside for Small Business Concerns, with the project estimated to cost between $5-10 million.

Project MS NP GUIS 15(4)

Gulf Islands National Seashore

Solicitation: 693C73-25-B-000008

The purpose of this Amendment is to:

1) Respond to bidder questions/clarifications.

2) The bid opening date of April 1, 2025, at 2:00 p.m. EDT remains unchanged.

Bidder Questions/Clarifications

Question 1: Drawing D04 references a callout for “RECP – 96 LF.” Could you please clarify what this callout represents? Additionally, which bid item(s) should include this work?

Response: RECP is defined on Sheet A02 as rolled erosion control product and described the

FP-14 Section 629 where this item is to control erosion and enhance vegetation establishment and survivability on slopes and channels. Its application is shown on the typical sections on sheets B01 through B04. The bid item is shown on sheet C01.

Question 2: The quantity tabulation on Sheet C01 indicates that the pile caps and wingwalls are to be precast. Could you confirm if this is accurate?

Response: All elements of the culvert are precast. Construction of bottomless culvert must be complete in three days per SCR Subsection 156.04.

Question 3: Could you advise on where to source a qualified provider for archaeological monitoring services for this project?

Response: Contractor should consider consulting with the Mississippi Department of Archives and History.

Question 4: Section 156 – Public Traffic, as outlined in the solicitation, specifies that the bottomless box culvert must be completed within three calendar days of commencing work, or a penalty of $25,000 per day will be assessed for each day beyond the three-day period. Could you clarify what is included in the definition of “complete” for this work? Does this scope include only the cofferdams, roadway demolition, excavation for the bottomless culvert, articulated block revetment, pile caps, and the bottomless culvert structure? Would it be permissible to open the roadway to the public while the articulated concrete block revetment is being installed within the bottomless culvert? Additionally, do the boardwalk and associated helical piles fall within the three-day completion window? Given that night work is not permitted for this scope, which significantly impacts production, we anticipate that the concrete pile driving equipment setup and breakdown will take approximately two days.

Response: The term “Completed” means open to traffic within 72 hours of the time that it was closed to traffic, before a penalty of $25,000 is assessed once the exact time of initial closure is met, and for every following day at that same exact time. The road closure work is to be a scheduled by the contractor in a manner that allows the contractor 72 hours over a weekend’s time to remove the roadway and structure, before placing back the structure and a suitable roadway that can be safely passable by the traveling public. This will mean a roadway open to traffic free of any drop offs that are greater than 2” in the roadway prism that cannot be encompassed by traffic control devices while maintaining a minimum 9’ travel lane. The CO will make the final determination based on the previously mentioned criteria as to if the roadway is safely passable for the traveling public before it is considered “completed” in terms of

Liquidated Damage Penalties. The contractor will be responsible for notifying the CO of the closure dates prior to the work taking place so that the NPS is able to notify the residents and the traveling public by way of press release that the road will be closed.

Question 5: Are we responsible for inspecting and cleaning all drainage structures on the project site, including those that are existing and to remain?

Response: Contractor is responsible of ensuring any new culvert work has proper drainage and any work needed to improve drainage is considered subsidiary to the work under Section 109.05.

Question 6: In addition to the 1-foot embedment into the precast pile cap, could you provide further clarification on the method for connecting the precast concrete piles to the precast pile cap?

Response: As per sheet R15 and R16, precast concrete elements and piles are to be designed by the contractor. Connection method from prestressed pile to pile cap is to be designed and proposed by the contractor and must conform to AASHTO LRFD Bridge Design Specifications, 9th Edition with 2021 Revisions, FP-14, and SCR.

Question 7: Is nightwork ever considered an option for this project, even if only for specific items of work, to expedite progress in certain areas?

Response: Night work is not permitted but may be requested by the Contractor with justification prior to the Preconstruction meeting. During the Preconstruction meeting, the proposal may be discussed with all parties involved. If approved, the night work will only be allowable during the closure of the 72 hours closure of the roadway.

Question 8: Is the striping required for the road paint or thermoplastic?

Response: See FP-14, Section 634.
