Questions/Clarifications

1. Response to bidder questions:

Questions regarding Pay Item No. 30301-6000 Road Reconditioning:

1) Question: Much of the existing roadways are constructed of native material and/or on bedrock.

In situations where the roadbed is on a shale or other bedrock subgrade, is the requirement under Section 303-05 to scarify 6” waived?

Response: Where the roadbed is shale or bedrock, the scarification is waived. We provided “as directed” quantities of 30110-0000 Aggregate Surface Course for all Schedules to address some of these outcroppings.

2) Question: If the existing Aggregate surface course is less than 6”, do we reduce the depth of scarifying to best match existing aggregate depth?

Response: Yes, scarification depth can be adjusted in areas with bedrock encroaching in the top 6” of roadbed.

3) Question: In situations where the road is eroded and bedrock is exposed (i.e. Lignite Mine Road), is intent to place embankment to fill eroded areas or is intent to mechanically break the exposed rock such that the road can be regraded. (Would requirement to scarify the roadbed be waived in situations where the bedrock prevented scarifying or are we required to remove rock to -6” below finished grade?)

Response: Scarification would be waived. See response to question 1.

Info Page 2 of 3

4) Question: Excavation and Embankment are incidental to the pay item for Road Reconditioning.

Are any required Soil Erosion Control measures incidental to the work or are the paid under contract pay items?

Response: Soil erosion control measures are not incidental to Roadway Reconditioning. Silt fence may be required in areas to keep sediment from leaving the project site. Silt fence can be installed in areas as approved by the CO.

5) Question: There is an exist(ing) shale bank on Lignite Road that appears to have previously been used for borrow. Is it possible to use this material for borrow needed for road reconditioning?

Response: No, the existing shale bank cannot be used for borrow. The use of on-site borrow materials outside of the Limits Of Disturbance (LOD) indicated in the plans is not covered under the NEPA document or under the environmental permits.

6) Question: Will any required or needed aggregate surface course be paid under item 30110-0000 Aggregate Surface Course?

Response: Additional Aggregate surface course is not normally required for roadway reconditioning. However, if extra aggregate surface course is needed in isolated locations, only if directed by the project engineer, there are additional quantities under “as directed” row included in the Earthwork summaries – see sheets C09, and C10 of the plans.

7) Question: Topsoil is incidental to roadway reconditioning. Can you clarify where topsoil will be required?

Response: Topsoil will be required only if needed on the shoulders/ditches if these are disturbed or regraded. Roadway reconditioning pay item includes ditch and shoulder reconditioning (see Section 303 of the Federal Provisions (FP)-14).

Questions regarding pay item 55201-0200 Structural Concrete Class A (AE):

8) Question: Can a hydration stabilizer admixture be used to increase allowable discharge times due to distance from the concrete plants and the site limitations?

Response: A hydration stabilizer admixture will need to be submitted with the intended concrete mix design for review and possible approval prior to use.

9) Question: Can headwalls at pipe culverts be precast and, if so, are they paid under this item?

Response: Most of the proposed pipe culverts headwalls are to be dry stacked stone masonry so they cannot be pre-cast (some of the locations already have existing stone that may be reused). In schedules B and C, there are structural plate headwalls for open bottom arch culverts and these are paid under 60315-0000 Structural Plate Headwall pay item. There is one culvert under Schedule B that will be paid under 55201-0200 Structural Concrete Class A (AE) and it can be precast-submit either an existing State DOT standard drawing (indicating in which state this drawing is a standard) or submit an original design for review and possible approval in the same manner as cast-in-place elements. The precast headwalls would be paid by the CUYD of concrete volume under this item. However, precast elements will fall under applicable precast specification requirements.

10) Question: Can box culvert wingwalls and/or wingwall footings be precast and if so are they

Info Page 3 of 3 still paid under this item?

Response: Precast box culvert wingwalls and/or wingwall footings will need to be submitted for review and possible approval in the same manner as cast-in-place elements, and would be paid by the CUYD of concrete volume under this item. However, precast elements will fall under applicable precast specification requirements.

11) Question: Can Arch pipe footings be precast and, if so, are they still paid under this item?

Response: Precast arch pipe footings will need to be submitted for review and possible approval in the same manner as cast-in-place elements, and would be paid by the CUYD of concrete volume under this item. However, precast elements will fall under applicable precast specification requirements.

12) Question: Can the box culvert curb be precast and, if so, is it still paid under this item?

Response: Curb is not incidental to the box culvert pay item. Pay item description is

“STRUCTURAL CONCRETE, CLASS A (AE) (HEADWALLS, WINGWALLS, FOOTINGS,

& CURB AT BOX CULVERT)”. Precast box culvert curbs will need to be submitted for review and possible approval in the same manner as cast-in-place elements, and would be paid by the CUYD of concrete volume under this item. However, precast elements will fall under applicable precast specification requirements.

13) Question: Is the toe wall for the box culvert incidental to the box culvert or is it paid under this item?

Response: Toe wall is paid under this item and is not incidental.

14) Question: Is all required reinforcing steel incident to this bid item?

Response: Yes.
