Question/Clarifications

Question/Clarifications

Bidders can send written questions or inquiries for clarification to: eflhd.contracts@dot.gov.

Questions can be submitted at any time, but questions submitted within 7 days of the bid opening may not be answered in time for the bidder to properly incorporate the responses into their bids.

The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included. The Government’s direct response to the sender may also have been updated below for better clarity.

1. Will bids be publicly opened at 2:00pm at the address provided or will a call-in number be provided? If not, could you please let us know how and when the bid results will be made available.

Response: Bids will be publicly open at 2:00 pm at the address provided. No call-in number will be provided. PLEASE NOTE: For security reasons, individuals requiring access to all government buildings must present a valid photo ID and be escorted to their destination by a Government employee. All visitors attending bid openings are urged to arrive at least 1 hour prior to a scheduled bid opening. All visitors must sign in at the main entrance of the Quantum Park facility and wait to be escorted by a Government employee to Eastern Federal Lands Highway Division (EFLHD) in Suite 200. Visitors must then register with the EFLHD Receptionist. A Government employee will collect all bids. Prior to the bid opening, a Government employee will escort all bidders to the bid opening. Unescorted visitors will be denied entry and no exceptions will be made. The above information can be found in Notice to Bidders in the solicitation. The results of the bid opening will be posted on beta.sam.gov after the bid opening.

2. Please confirm the concrete repairs on the underside of the fascia girders shown on sheet R03 of Bridge Plan Sheet 3 of 17, are paid under bid item A0350.

Response: Repairs shown on R03 are paid under bid item A0350.

3. As a follow up to our earlier question, is the quantity listed in bid item A0360 a contingent quantity in the event repair work is found to be necessary after milling operations or further bridge deck investigation?

Response: Yes.

4. Do bid items A0350 and A0360 pay for either type of repair detail shown on Bridge plan sheet 14 of 17 and 15 of 17? Should these repair details have different bid items since one is an average depth of 1.5” without any steel work and the other is 4-5” with rebar preparation and anodes?

Response: Yes. Repair details shown on R14 and R15 are for bid items for A0350 and A0360. No additional bid items will be created.

5. Is the 7’ tall wood stockade fence required around the staging area since the staging area is already within a fence?

Response: Contractor to verify during construction.

6. Is there an electrical drop available in the staging area shown on sheet A04? If available, please provide where the closet power tie-in location is located.

Response: Contractor to verify during construction.

7. We noticed the Categorical Exclusion Form listed an estimate of $2,150,000 for this project whereas the FHWA 2019 CIP had an estimate of nearly $4,800,000. Could you please clarify if funding is available based on the 2019 CIP?

Response: Funding is available for the project.

8. Page 9 of 34 in the Bridge Inspection report shows two gas mains under the bridge. Bridge plan sheet 10 of 17 just shows one 6” gas line. Is the other gas line that was shown near the Verizon line now abandon?

Response: Contractor to verify during construction. As-built plans provided.

9. Does the gas line run through a larger sleeve at the abutments and the annular space is filled with some type of removeable/replaceable material? Photo #34 on the bridge inspection reports appears to show this.

Response: Contractor to verify during construction. As-built plans provided.

10. Please reference note 2 on Bridge Plan Sheet 4 of 17 which includes the words “Lift all girders.” We understand the jacking plan is our responsibility to have engineered and submitted for approval, but we have several questions to make sure we understand the current bridge conditions and any other restrictions we might encounter.

a. Please confirm we need to lift all girders according to our approved jacking plan and not all girders on the bridge.

Response: Perform jacking per the approved jacking plan.

b. All concrete repairs and bearing replacements that require jacking are under the NB lanes. There would not be any jacking for SB lanes. Could you please confirm these two bridges (NB and SB) are independent and can be raised/lowered separately.

Response: As-built plans provided.

c. Could you also please clarify if any diaphragms or other connections exist between the two bridges and, if so, could those connections be removed during repair and jacking operations?

Response: As-built plans provided and perform jacking per the approved jacking plan.

11. Bridge plan sheet 10 of 17 or R10 indicates a partial detail for the fascia truss on the east side of the bridge. This detail is incomplete and leaves us able to determine how this member is tied into each abutment and pier. From what we can see in the field, the fascia trusses appear to be tied into the abutment and continuously tied into the granite exterior facing and granite coping that supports the handrail. This fascia truss appears to be a major issue for jacking and moving this facia line, especially without causing significant damage. Could you please answer the following?

a. Can you provide as-built drawings that shows the detail of the fascia truss and how is supported and tied in?

Response: As-built plans provided.

b. Is the fascia truss supported at the bottom or top of column level?

Response: As-built plans provided.

c. Is it EFLHD’s intention that we are to avoid jacking or lifting the fascia truss in order to complete the concrete repairs at the beam seats called out?

Response: As-built plans provided and perform jacking per the approved jacking plan.

East Fascia Truss that appears to be continuous and tied in.

12. Please confirm we are not to remove the granite arch ring stones on the fascia girders when performing the concrete repairs on the underside of these arch girders.

Response: Contractor to verify during construction and perform the indicated repairs with CO approval.

13. Are the temporary traffic control bid items A0570 through A0650 paid each time a full closure or lane closure is set up and removed? Or are they just paid once and then future removals and reinstallations are incidental to other items of work?

Response: Temporary traffic control bid items will be paid as defined in the contract documents.

14. Plan sheets D04 and M08 indicate five trees in the SW corner near the construction entrance and the seawall repair. The trees do not appear to be located correctly and may be missing one tree. Please confirm both large trees shown in the Google Earth screenshot below are to be removed. Both trees will need to be removed to install the construction access road and install sheet piling for the seawall cofferdam.

Response: The Contractor is responsible for identifying and marking trees that need to be removed for approval by the CO. This would include trees that need to be pruned but not entirely removed.

Two large trees in conflict with construction entrance and seawall cofferdam

15. Photo #22 of the Bridge Inspection Report appears to be thin gauge metal with existing damage exposing the conduits. Please confirm only the underside of the duct bank steel is to be painted and that we are not to perform any steel repairs to these panels.

Response: Perform work according to the contract documents.

16. Will postponing the opening bid date and submittal be considered given the circumstances?

Response: The bid opening date and time is being rescheduled to Thursday, July 8, 2021 at 1400 EST through this Amendment.
