The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential contractors.

2) Notify offerors that the proposal due date remains unchanged. Proposals will be due February 18, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the Mid-Atlantic Regional Construction MATOC IDIQ. The Government responses or clarifications are provided. The Government’s responses are as follow:

Question/Comment:

1. Can you make the aggregate bonding requirement to be $10,000,000.00 or greater instead of the current $15,000,000.00 or greater?

2. Will the “Seed Project” be an actual project to be awarded with the IDIQ?

3. Will contractors be held to the pricing for the “Seed Project” for all other projects issued with the IDIQ?

4. What’s the basis of award for the “Seed Project” once the IDIQ has been established?

Government’s Response:

1. The Government updated its aggregate bonding requirement from $15,000,000.00 to $10,000,000.00. Please see the updated section of Section M (specifically page M-4) of the solicitation for the highlighted changes.

2. Yes. The “Seed Project” will be an actual project that will be awarded with this proposed IDIQ (after the IDIQ is awarded).

3. No. The “Seed Project” pricing will stand alone for that project only. All other projects’ pricing will be established at the task order level (independently of the “Seed Project”).

4. Once the IDIQ has been established, the Government will award the “Seed Project” to the Lowest Offeror that’s a part of the MATOC IDIQ.

Bidders are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions mailto:eflhd.contracts@dot.gov

Amendment No. 0001 submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
