The purpose of this Amendment is to:
1) Provide a summary of responses to questions/clarifications asked by potential contractors.
2) Notify offerors that the proposal due date remains unchanged. Proposals will be due February 18, 2020 at 2:00 PM EST.
Questions / Clarifications:
The following questions were submitted to Eastern Federal Lands Highway Division regarding the Mid-Atlantic Regional Construction MATOC IDIQ. The Government responses or clarifications are provided. The Government’s responses are as follow:
Question/Comment:
1. The SF 1442 requires 5 copies of the proposal to be submitted; however, Page 1 of the solicitation states “Electronic proposals will be accepted.” Section L only provides a physical address but lists the “Electronic File Structure.” Are electronic proposals accepted? If so, what email address should the Offeror use?
2. Section L Page L-6 states “Phase I-Technical Proposal must be received not later than the date and time specified in the Request for Proposals (see page A-3 block 13.
A). Phase II – Price Proposal must be submitted not later than the date and time set in the TO-RFP, which may not be issued until after the technical evaluation is complete.” Should the Offeror submit Factor 4: Price with the proposal on 18 February 2020 or will Phase II/Factor 4 be submitted after offerors are down-selected from the initial list?
3. Review of the RFP references "Technical Information Form 1", required for Factor 1:
Prime Contractor Recent and Relevant Experience. Form 1 was not found in the RFP or attachments.
4. Factor 1 Requirements states, "Submit a maximum of ten contracts as a prime contractor...". What is the definition of "prime contractor"? Further clarification: If the proposing contractor "self-performed" all elements of work related to a submitted past performance project, is this considered "prime"? A majority of heavy/highway projects are with large business, with portions subcontracted to small business. Some of our "subcontracts" exceed $5M in value and are for sections of large highway projects. Please advise if this type of self-performed past performance is acceptable as "prime".
5. Factor 1 minimum contract submission. Is there a minimum number of contractor recent and relevant projects required for submission?
6. Factor 1 evaluation criteria (M-2) references for Outstanding adjectival rating "Submitted projects represent 7 of the 9 elements". M-1, Evaluation Factors for Award, Elements, has 11 elements listed and references "as many as 9 elements as possible". Subsequent adjectival ratings (i.e. good, acceptable, marginal) also reference 9 elements. The language between M-1 and M-2 appear not to align with one another. Please advise if the criteria is correct.
7. Technical Proposal Delivery. Bottom of Page 74 of 83, of the RFP, Technical Proposal Delivery annotates "Electronic Submission". Page 75 of 83 of the RFP annotates "Proposals shall be mailed to the address below". Further on page 75, electronic file naming structure is defined. Page 72, L.3 General Instructions, annotates submission of a written proposal. SF-1442 indicates an original and 5 copies of the proposal submission. Should an electronic copy be provided with the proposal? If so, what is the preferred method? CD, Flash Drive, Email?
8. Section C - Description/Specifications/Statement of Work, Paragraph C.1 Overview, Page 20 of 83, of the RFP indicates types of work not referenced in the evaluation factors. The types of work not listed as evaluation criteria include MSE walls, debris removal, riprap placement, sign installation, and small bridge replacements. Will these types of work elements be considered for Factors 1 evaluation criteria?
Government’s Response:
1. No. Electronic proposals will not be accepted. The solicitation has been updated to reflect accordingly.
2. The technical proposal and pricing are both due February 18, 2020 by 2:00 PM EST. The solicitation has been updated accordingly.
3. The Technical Information Form 1 has been added as an attachment to the solicitation located on beta.sam.gov.
4. Any contract that is fully self-performed or further subcontracted will be accepted.
Please clearly identify who the “client” is. Please provide a narrative that indicates work performed was a part of a larger contract, who the owner of the facility is, and what specs were followed.
5. There is no minimum number of projects required, but the more criteria that’s cover, the better the rating.
6. There are 11 total elements for Factor 1. The solicitation has been updated to reflect accordingly.
7. Electronic proposals will not be accepted. Please mail proposals to the attention of Melvin Sloan (Acquisition) at 21400 Ridgetop Circle, Sterling, VA 20166.The solicitation has been updated to reflect accordingly.
8. The types of work completed under each project should be well defined in the project narrative and will be used to evaluate whether the offeror’s “Present / Past Experience involved essentially the same size and complexity of effort this solicitation requires.”
Additionally, Element No. 6 covers bridge repairs such as joint replacements. Within the paragraph noted, the other work listed is viewed as ancillary work.
Bidders are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
