The purpose of this Amendment is to:

1) Provide a summary of responses to questions/clarifications asked by potential contractors.

2) Notify offerors that the proposal due date remains unchanged. Proposals will be due February 18, 2020 at 2:00 PM EST.

Questions / Clarifications:

The following questions were submitted to Eastern Federal Lands Highway Division regarding the Mid-Atlantic Regional Construction MATOC IDIQ. The Government responses or clarifications are provided. The Government’s responses are as follow:

Question/Comment:

1. Do we have to submit a printed hardcopy of the CPARS? Or will you check online for the CPARS for each submitted project even if it wasn’t submitted as a hardcopy in the proposal? Also, for those projects that don’t have CPARS but has a PPQ, in the RFP it said that we can submit past performance evaluations that were sent over by the evaluators. Does this mean that we can submit the GSA format, USACE, etc.?

2. Sheet D01, Notes. Upon review of the drawings, there may be transposed letters on sheet D01. The description calls out for both STB-A and SBT-A. Detail ET617-67 clearly states that it is a Steel Backed Timber (SBT) guardrail. STB is a steel guardrail system.

Please advise if the nomenclature as shown on D01 is correct.

3. Sheet S07, Steel-Backed Timber Guardrail TL-2 Transition to Straight or Curved-End Structure. The Steel-Backed Timber Guardrail TL-2 Transition to Straight or Curved- End Structure installation cost is not separated in the bid schedule and will need to be amortized in the A0380 line item, unless otherwise directed. Suggest adding a line item similar to A0400.

Government’s Response:

1. Yes. Submit a hardcopy of your CPARS. We will also check online for CPARS evaluations. For projects, not in CPARS, please complete Past Performance Questionnaires or use other formats that provides the necessary information.

2. The letters on Sheet DO1 have been transposed. The correct reference is steel-backed timber guardrail. Amend Sheet D01 to replace “STB-A” to “SBT-A” for the correct reference to steel-backed timber guardrail.

3. The cost for the end-structure transition will not be included in a separate pay item.

Include the cost of the end-structure transition in pay item 61701-3900 GUARDRAIL

SYSTEM SBTA.

Bidders are reminded to submit any questions to eflhd.contracts@dot.gov. All questions should be submitted as early as possible so the proposal due date will not be delayed. Questions submitted within 3 days of the proposal due date have the potential of not being answered with enough time for offerors to finalize their proposals.
