1.3 Nature and Sequence of Construction Activity
Project Information:
The Eastern Federal Lands Highway Division, of the Federal Highway Administration (FHWA), in cooperation with the National Park Service (NPS), proposes to make improvements to approximately 22.17 miles of existing roadway: Fighting Creek Gap Road, Little River Gorge Road, and Elkmont Spur Road. The work will include applying an ultra-thin bonded wearing course on Fighting Creek Gap Road (Schedule A), Little River Gorge Road (Schedule B), and Elkmont Road (Schedule C); pavement patching; crack cleaning and sealing; permanent pavement markings; and other miscellaneous work (e.g., temporary traffic control construction signs).
What is the function of the construction activity?
Residential Commercial Industrial Road Construction
Linear Utility
Other (please specify):_________________________________________________________
Estimated Project Start Date: 02 / 04 / 2019
Estimated Project Completion Date: 08 / 31 / 2020
1.4 Soils, Slopes, Vegetation, and Current Drainage Patterns
Project Information:
Soil type(s):
• A USDA soil survey map for the project area is included in Appendix A.
Slopes (describe current slopes and note any changes due to grading or fill activities):
• The proposed grading will generally follow the slopes of the existing roadway shoulders.
Drainage Patterns (describe current drainage patterns and note any changes dues to grading or fill activities):
• The existing drainage patterns generally flow off the pavement, across the shoulder, down the fill slope or roadside ditch and to the receiving waterways. The drainage patterns will not be significantly altered due to the proposed pavement patching, crack cleaning and sealing, and shoulder reconditioning. Channelized flow from curb and gutter sections will be directed through fiber rolls meeting the requirements of Subsection 713.12 to dissipate the concentrated flow. Fiber rolls will have a minimum 8-inch diameter, and 12-inch diameter for drain inlet protection. Outfall locations are through inlets; inlet protection will be installed prior to diverting water through inlets located within patching areas and shoulder reconditioning areas as called out in the Erosion and Sediment Control plans and/or summaries.
Vegetation:
• The project corridor is a maintained roadway. The existing vegetation along the roadway shoulders is grasses and low shrubbery. Dense forests exist outside of the roadway prism. It is anticipated that the proposed grading and land disturbance will be within the existing maintained roadway prism.
1.5 Construction Site Estimates
Project Information:
The following are estimates of the construction site:
Construction Site Area to be disturbed 3.5 acres*
Total Project Area 50.7 acres
Percentage impervious area before construction %
Runoff coefficient before construction
Percentage impervious area after construction %
Runoff coefficient after construction
*Project will not create any new impervious surfaces. Soil disturbing activities include excavation associated with pavement patching and shoulder reconditioning. The total project area consists of the existing roadway prism (travel lanes, drainage features, and maintained shoulders).
1.6 Receiving Waters
Project Information:
Description of receiving waters: Little River
The majority of the stormwater is conveyed with roadside ditches and paved waterways. The Runoff Coefficient will remain unchanged after construction.
1.7 Site Features and Sensitive Areas to be Protected
Project Information:
Description of unique features and measures to protect them:
Little River is an Outstanding National Resource Water. Erosion and sedimentation control measures will be installed prior to any ground disturbing activities and maintained throughout construction to minimize the potential for sediment to leave the construction area.
1.8 Potential Sources of Pollution
Project Information:
Potentials sources of sediment to stormwater runoff:
• Clearing, grubbing, and grading have the potential to generate sediment in stormwater runoff.
Potential pollutants and sources, other than sediment, to stormwater runoff:
• Pollutants associated with the operation and maintenance of construction equipment. It will be the responsibility of the contractor to contain these pollutants.
Potential sources of particulates contributing to air quality:
• The project is located in an Ozone 8-hr (1997 standard) maintenance area. Part of the project is located in an Ozone 8-hr (2008) standard maintenance area and in a PM2.5 24-hr (2006 standard) maintenance area.
• Pollutants associated with the operation and maintenance of construction equipment may be potential sources of particulate air pollution. It will be the responsibility of the contractor to contain any potential pollutants.
1.9 Endangered Species Certification
Project Information:
Are endangered or threatened species and critical habitats on or near the project area?
Yes No
Describe how this determination was made: See Categorical Exclusion Form dated 05/29/2018
If yes, describe the species and/or critical habitat:
If yes, describe or refer to documentation which determines the likelihood of an impact on identified species and/or habitat and the steps taken to address that impact. (Note, if species are present on or near your project site, EPA strongly recommends that the site operator work closely with the appropriate field office of the U.S. Fish and Wildlife Service or National Marine Fisheries Service. Please contact a state or tribal official for concerns related to state or tribal listing of species.)
1.10 Historic Preservation
1.10 Historic Preservation (Continued)
Project Information:
Are there any historic sites on or near the construction site?
