QUESTIONS AND ANSWERS

Question 1: Please clarify if the three contracts to be referenced in corporate experience are expected to cover the full SOW of Section C, or if they are to be focused on the SOW areas indicated most important for the technical factor?

The Offeror must provide a sufficiently detailed discussion of the technical approach that the Offeror will take to meet or exceed the technical requirements in the SOW. In its technical approach, the Offeror should give specific focus to the following SOW Sections:

L.10.3 “Operations” in SOWs 4.1.1, 4.1.4, and 4.1.6;

“Maintenance” in SOWs 4.2.4, 4.2.5, 4.2.8, 4.2.9, and 4.2.13; and “Materials” in SOW 4.3.1.

Answer: Each factor must be addressed separately. Consistent with SIR Paragraph L.10.1 Factor 1 – Corporate Experience, the Offeror must specifically describe and provide examples of the experience, which demonstrates the ability to perform the required effort as delineated within the SIR, to include the similar size, scope and complexity of the effort required. In addition, explain why the experience is considered relevant to the Operations and Maintenance of Pavement Facilities requirements.

In addressing SIR L.10.3 Factor 3 – Technical Approach, the offeror must provide a sufficiently detailed discussion of the technical approach that the Offeror will take to meet or exceed the technical requirements in the SOW with specific focus on the functional areas noted.

Question 2: The referenced deadline for the final submission of Offeror proposal responses is by 3:30 PM (EDT) on July 15, 2021.

Given the Federal holiday of July 4, 2021, would the Government consider a revised final submission deadline of 3:30 PM (EDT) on July 22, 2021?

Answer: The proposal due date was extended to July 22, 2021 by 3:30 p.m. EDT per Amendment 0002.

Question 3: The A.1 CLIN Summary tab in Attachment A - Pricing Spreadsheet references the CLINs as X001 for FFP O&M Labor, X002 for CR Materials, X003 for T&M Labor, and X004 for CR Travel. This offeror would assume that the applicable Base and Ordering Period CLINs would be as follows:

FFP O&M Labor: Base 0001, OP1 1001, OP2 2001, OP3 3001, OP4 4001 CR Materials: Base 0002, OP1 1002, OP2 2002, OP3 3002, OP4 4002 T&M Labor: Base 0003, OP1 1003, OP2 2003, OP3 3003, OP4 4003 CR Travel: Base 0004, OP1 1004, OP2 2004, OP3 3004, OP4 4004

Table B-1 in the SIR does not follow the same numbering scheme:

FFP O&M Labor: 0001, 0005, 0009, 0013, and 0017 CR Materials: 0002, 0006, 0010, 0014, and 0018

T&M Labor: 0003, 0007, 0011, 0015, and 0019 CR Travel: 0004, 0008, 0012, 0016, and 0020

Which document contains the correct numbering sequence?

Answer: Refer to Amendment 0003.

Question 4: For the FFP O&M CLIN, can offerors provide labor categories other than, or in addition to, what is provided in Attch+B+Labor+Cat+Descriptions_Quals+CORRECTED?

Answer: Refer to Amendment 0003.

Question 5: Page 2, “Period of Performance: 09/20/2021 to 09/19/2026”

Section L.11.2 Price Proposal, #3 “Each Offeror must assume a contract start date of September 1, 2021 for the Base Year”

Please confirm if the period of performance begins 09/20/2021 or 09/01/2021.

Answer: Refer to Amendment 0003.

Question 6: Can the government clarify how many Full Time Equivalencies (FTE’s) per labor category in Attachment B are anticipated to be needed to fulfill all the labor requirements of the entire SOW (X001 O&M & X003 Special Projects)?

Answer: The Government is not specifying the number of FTEs per labor category anticipated to be needed to fulfill all the labor requirements of the entire SOW (X001 O&M & X003 Special Projects). The Government is only able to anticipate the hours by labor category to support CLIN X003 Special Projects, and has provided those hours in Attachment A - Pricing Spreadsheet under Tab A.2 – Special Projects.

Question 7: If the anticipated number of FTE’s per labor category cannot be provided, for the purpose of estimating the total FTE’s needed to perform this work, can the government confirm it is a reasonable assumption that the total hours required to perform all the labor requirements in the SOW (X001 O&M & X003 Special Projects) should be calculated by adding the hours provided in Attachment A – Pricing Spreadsheet, Tab A.2 Special Projects (X003) plus the hours estimated by offeror in the Basis of Estimate (BOE) for X001 O&M?

Answer: Yes.

Question 8: Can the government clarify if the Program Manager (Key) is anticipated to be a full-time or part-time level of effort?

Answer: It is the offeror’s responsibility to determine staffing based on the Statement of Work.

Question 9 For the Basis of Estimate (BOE) requirement in the price proposal for X001 O&M FFP labor, can the government confirm that the BOE should break out the hours estimated by labor category for each of the SOW elements in the O&M SOW pages 13-29 (e.g., 4.1.1, 4.1.2, 4.1.3, … 4.2.18)?

Answer: Yes.

Question 10: For the Basis of Estimate (BOE) requirement for X001 O&M FFP labor, can the government confirm that the BOE calculations are to be included as a table inserted into the Price Narrative document, and not as a separate spreadsheet?

Answer: Refer to Amendment 0003.

Question 11: For the purposes of ensuring the price proposal is in compliance with the Wage Determination, can the government confirm this matching of SIR labor categories in Attachment B to the SCA labor categories provided in Section I:

SIR Labor Category SCA Labor Category Program Manager none Pavement Technician Type 1 #30081 - Engineering Technician I Pavement Technician Type 2 #30082 - Engineering Technician II Pavement Technician Type 3 #30083 - Engineering Technician III Pavement Technician Type 4 none

Heavy Vehicle Simulator Operator #23430 - Heavy Equipment Mechanic

System/Network Administrator #14170 - System Support Specialist

Answer: As noted in AMS Clause 3.6.2-29 Statement of Equivalent Rates for Federal Hires (Oct 2020), This Statement is for Information Only: It Is Not a Wage Determination. It is the employer and offeror’s responsibility to staff and correctly classify their employees.

Question 12: There is a discrepancy between the SIR and Attachment A in the naming of the tabs in Attachment A – Pricing Spreadsheet. The SIR uses “Tab C.1, C.2 & C.3” whereas Attachment A uses “Tab A.1, A.2 & A.3”. For purposes of writing the Price Narrative, can the government please clarify the names of the tabs.

Answer: Refer to Amendment 0003.

Question 13: Deliverable 5.3.37 appears to be missing from Deliverable List.

Answer: Due to an administrative error, Deliverable 5.3.37 was not included in the number sequencing and will not be used.

Question 14: Is it a reasonable assumption that all O&M team members will work On Site except the

PM?

Answer: Yes

Question 15: The SIR states “Contractor must provide all required personal protective equipment…includes…hearing protection, eye protection, dust masks, hard hat protection, steel toe boots, gloves, and safety clothing.” Based on past experience, the COR approved these equipment purchases as Direct Materials – is it safe to assume that practice will continue in new contract?

Answer: No, the contractor must comply with SIR Paragraph 3.9 Materials and Equipment.

Question 16: In the Basis of Estimate (BOE) for the FFP pricing quote, is it expected that offerors use only the labor categories in Attachment B, or can additional labor categories be used in the BOE?

Answer: See answer to Question 4.

Question 17: The SIR states “…Offeror must provide information for three (3) recent and relevant experiences that describe…experience similar to that for the Operations and Maintenance of Pavement Facilities… and identify these by contract number. At least one (1) of the recent relevant experiences must be submitted for the Prime contractor/Offeror.” Based on past experience all of this work at the FAA was performed under one large IDIQ contract. Can the government clarify, is the corporate experience/past performance requirement that this “recent and relevant experience” has to be listed under 3 separate contract vehicles? Or will recent and relevant experience performed under multiple task orders of a single contract vehicle, similar to the size, scope and complexity of the work to be performed in this SOW, be considered acceptable? In other words, is it a hard requirement that 3 separate prime contract numbers are referred to?

Related to the above question, will the recent and relevant experience of Key personnel resumes submitted be considered when evaluating the Corporate Experience and Past Performance sections?

Answer: No, experience performed under multiple task orders will be considered separately. No, the recent and relevant experience of Key Personnel will not be considered when evaluating Factor 1 - Corporate Experience or Factor 4 - Past Performance.

Question 18: Would the Government revise the Labor Category Qualifications for Program Manager to the following: Bachelor's Degree in operations, research, engineering, business, mathematics, or management science from an accredited college or university. 20+ years of relevant work experience can be substituted for a 4-year degree.

Answer: Refer to Amendment 0003.

Question 19: “Only one rate per labor category will be allowed, whether the work is performed by the prime contractor or any of its subcontractors. …. Subcontractor rates used in the prime Offeror’s proposal must match the rates in the respective subcontractor’s proposal submission.” If subcontractor rates are not used in the prime offeror’s proposal, please confirm subcontractors do not need to submit a sealed package.

Answer: Refer to Amendment 0003.

Question 20: L.11.2 Price Prop, 3. Tab C.3 SIR Pg. 100, says "Subcontractor rates used in the prime Offeror’s proposal must match the rates in the respective subcontractor’s proposal submission." Is FAA looking for primes to submit a ‘subcontractor’s proposal submission’ with our proposal and if so, is there a specific format FAA wants for ‘subcontractor’s proposal submission’?

Answer: Refer to Amendment 0003.
