SIR will be adequate for its price evaluation; however, the Government reserves the right to request additional information other than certified cost and pricing data, if it is determined necessary to ensure a fair and reasonable price.

L.11.1 - Price Volume Content

The Offeror must provide the following information on the first page of the Offeror’s price proposal:

a. Solicitation number.

b. Name and address of Offeror, point of contact information for an authorized negotiator, CAGE code(s), and DUNS Number(s).

c. Total proposed price.

d. Name, address, telephone, and email address of the Government cognizant contract audit office for the prime and each subcontractor/team member, if available.

e. Name, address, telephone, and email address of the Government cognizant contract administration office for the prime and each subcontractor/team member, if available.

The following documents and information must be included in the Offeror’s pricing proposal:

a. Fully completed Attachment A – Pricing Spreadsheet;

b. Price Narrative to support the information included in Attachment A – Pricing Spreadsheet; and

c. Any exceptions, deviations, or assumptions made regarding the SIR.

Please see the following sections for further descriptions of the information required in the Price Proposal.

L.11.2 Price Proposal

The Offeror must complete each individual tab within Attachment A – Pricing Spreadsheet of this SIR. The Offeror must complete all tabs within the attachment that contain cells shaded in grey. The Offeror is advised that a submission with discrepancies or omissions may be considered incomplete and eliminated from further evaluation.

Attachment A is comprised of instructions and multiple worksheets, described as follows:

1. Tab CA.1 – CLIN Summary: Summary of Offeror’s CLIN pricing. The Offeror must fill in the grey shaded cells with proposed pricing for CLIN X001. Materials CLIN X002 and Travel CLIN X004 prices are populated with the Government NTE estimated amounts. The NTE amounts already include indirect expenses to be applied to the actual expenses incurred. Materials and travel are non-fee bearing costs. Special Projects CLIN X004 amounts are linked to the totals on the C.2 Special Projects Tab. The Total Evaluated Price (TEP) will automatically calculate the sum of CLINs X001 through X004.

2. Tab CA.2 – Special Projects: This worksheet provides the Government estimated materials and labor hours based on historical level-of-effort for special projects. This tab is for informational purposes only. The Offeror’s proposed fully burdened labor rates, which are required on Tab C.3 – Rates, are linked to this tab and will populate once the Offeror completes Tab C.3 – Rates. The totals for each contract year will sum the Government estimated labor hours multiplied by the Offeror’s proposed fully burdened labor rates and the Government estimated materials amounts.

3. Tab CA.3 – Rates: The Offeror must provide fully burdened labor rates by filling in the grey shaded cells with proposed direct labor rates, indirect rates, profit, escalation rates, and overtime rates for each of the requested labor categories. The fully burdened labor rates must include all direct labor, indirect costs (such as fringe benefits, overhead, and G&A) and profit. Each Offeror must assume a contract start date of September 1 20, 2021 for the Base Year. Only one rate per labor category will be allowed, whether the work is performed by the prime contractor or any of its subcontractors. The methodology used to develop the fully burdened labor rates must reconcile to the narrative supporting the rate buildup, discussed in further detail in Section L.11.3 below. Subcontractor rates used in the prime Offeror’s proposal must match the rates in the respective subcontractor’s proposal submission. The Labor Categories and Minimum Qualifications are included as Attachment B – Labor Category Description and Qualifications.

L.11.3 Price Proposal Narrative

The Offeror must provide a narrative that addresses the following areas:

1. Rationale used for development of the proposed labor rates and labor overtime rates. The Offeror must explain the rationale and methodologies used to buildup and develop the rates, including blended rates, if applicable. The fully burdened rates in Attachment A – Pricing Spreadsheet must be traceable to the rationale and methodology described.

2. Rationale used for the development of proposed escalation. Direct labor rates must be specifically identified and supported by written discussion of the escalation and escalation methodology applied.

3. Identify all proposed indirect rates, to include allocation bases, and describe the company’s accounting practices for application of the rates. Offerors must also identify and provide any indirect cost rate that would be applied to materials and travel costs.

4. A Basis of Estimate (BOE) information for CLIN X001. The BOE must clearly identify and explain in detail the logic, rationale, assumptions, contingencies and calculations used to estimate the resources required to arrive at the proposed price. Additionally, each BOE must identify by number the corresponding section or sections of the Statement of Work (SIR Section C) it is associated with, as well as address each of the activities and deliverables specified within that section. Offerors must individually address all sections and subsections of SIR Section C- Statement of Work being proposed under CLIN X001, to include Program Management.

Only labor categories contained on Attachment B - Labor Category Descriptions and Qualifications shall be used i n the pricing of CLIN X001.

Each BOE must address and show by cost element the factors and calculations used to arrive at the proposed price.

The cost elements should only include labor categories, hours and rates.

The Offeror must incorporate tables into their narrative to show the calculations of all the elements required in the development of their BOE (labor categories, hours and rates). In addition to this requirement, the Offeror may submit an Excel spreadsheet with these calculations to facilitate in the Government’s review.

The Government reserves the right to request any additional data, supporting schedules, or other information that will facilitate the Government's evaluation of the price proposal.

L.11.4 Exceptions, Deviations, and Assumptions

The Offeror’s price proposal must include any exceptions, deviations, and assumptions section that identifies and explains in detail any exceptions, deviations, or assumptions taken with the requirements of the SIR. Any exceptions, deviations, and/or assumptions taken must contain sufficient amplification and justification to permit evaluation. All exceptions, deviations, assumptions, and benefits to the FAA must be fully explained for each exception taken. Exceptions and deviations will not, of themselves, automatically cause a proposal to be termed unacceptable. However, the Government advises the Offeror that taking exception to or deviating from any term or condition of the SIR may make an offer unacceptable, and the proposal un-awardable.

If no exceptions, deviations, or assumptions are taken, the proposal must affirmatively state that none have been taken.
