Visual Guidance Technical Support

692M15-21-R-00019

1. Will the Government allow Key Personnel Lead Engineer and Senior Engineering Technician to be employed by the Prime’s subcontractor? FAA Response:

The Key Personnel must be employed by the Prime. Attached to this Amendment is an updated Statement of Work (SOW) and see section 4. General Requirements.

2. Will the Government provide the data forms to be used to submit the past performance references? FAA Response:

Attached to this Amendment is the Past Performance Data Form.

3. Box 19 states that the Period of Performance is from 10/01/2021 to 09/30/2025. While Attachment A – Pricing Schedule shows “Ord. Period 5” in column M. Should we include a calculation for a fifth year as shown on the spreadsheet or is this an error? FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which removes the Ordering Period 5. This requirement is for a base year and three (3) optional ordering periods.

4. The Transition-In Plan says Contractor must submit Transition-In plan within 15 business days prior to TO award. Does this apply to each TO under the contract, or is this topic intended to define transition in requirements for the overall contract? If so, can we interpret this to mean notice of award would be more than 15 business days prior to award? FAA Response:

A transition plan is required for each task order under the contract. The transition-in dates have been revised.

Attached to this Amendment is an updated Statement of Work (SOW) and see section 4.3.1. Transition-In Plan.

5. SIR L 3.2.2.3-22 says offer acceptance must be "within _____ (60 days if not…)". L 8 Proposal Submissions says "…valid for the minimum acceptance period as identified in AMS 3.2.2.3-2…". Section K 3.2.2.3-2 states minimum acceptance period is 180 days. Please confirm our understanding that the minimum acceptance period is 180 days. FAA Response:

Section K 3.2.2.3-2 has been updated to reflect the minimum acceptance period to be 120 days.

MINIMUM OFFER ACCEPTANCE PERIOD (JUL 2004)

Minimum Offer Acceptance Period (JUL 2004)

(a) 'Acceptance period,' as used in this provision, means the number of calendar days the FAA (we, us) has to award a contract from the date the SIR specifies for receiving offers.

(b) This provision supersedes any language about the acceptance period appearing elsewhere in this SIR.

(c) We require a minimum acceptance period of 120 calendar days.

(d) The offeror (you) may specify a longer acceptance period than the period shown in paragraph (c). To specify a longer period, fill in the blank: The offeror allows the following acceptance period: _____ calendar days.

(e) We may reject an offer allowing less than the FAA's minimum acceptance period.

(f) You agree to fulfill your offer completely if the FAA accepts your offer in writing within:

(1) The acceptance period stated in paragraph (c) of this provision; or

(2) Any longer acceptance period stated in paragraph (d) of this provision.

(End of provision)

6. SIR L4. Proposal Format Instructions, Times New Roman 12 pt. font. The other SIRs released recently have been 10 pt. font. Is 12 pt. required for this SIR? FAA Response:

The subject SIR requires 12 pt. font.

7. Instructions for Attachment A Pricing Schedule says "The only allowable verbiage per AMS 3.2.2.3-16 shall be contained in the footer. We do not believe there is a footer on the spreadsheet, but would like to mark it with the AMS proprietary language. Where should we write that on the spreadsheet? FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which includes a footer in the instructions tab to add the AMS proprietary language.

8. Instructions for Attachment A Pricing Schedule says to provide "one electronic and one soft copy" of the completed cost sheet IAW Section L requirements. Section L says (pg. 64) in 3.2.2.3-20 (a) "electronic means email". Can you please confirm only one electronic copy is to be submitted? FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which removes the one soft copy language. All submittals must be electrically per AMS 3.2.2.3-20.

9. Attachment A Pricing Schedule - Row 57 Labor total includes only 3 of the 4 years above it. We believe the Labor total should be for 4 years, so 4 x 18,900 hrs. = 75,600 hours. Can you please confirm? FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which has corrected Row 57 to include four (4) years.

10. Attachment A Instruction indicated “One (1) electronic copy and one (1) softcopy of this completed pricing spreadsheet must be provided in accordance with section L of the SIR”. Does this mean two electronic copies are needed in the submission? FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which removes the “one soft copy” language.

All submittals must be electrically per AMS 3.2.2.3-20.

11. Attachment A total evaluation price should be the amount in Cell B7 not Cell B6. Cell B6 is total of Material. FAA Response:

Attached to this Amendment is an updated Pricing Spreadsheet, which corrects the instruction language to reflect the total evaluation price is cell B7.

12. L6. Proposal Volume Limitation: EFP lists 3 pages limitation for Cost Volume. Please change it to unlimited. Also, should Annex #1 be included in the Cost Volume? FAA Response:

Per section L.6 Cost Proposal page limitation is 3 pages.

Annex #1 is separate from Volume I (Technical) and Volume II (Cost) submittal, see section L.8 for submission requirements for Annex #1.

13. Please clarify what is the period of performance. The Solicitation cover specifies 10/1/2021 to 9/30/2025, whereas the Attachment A Pricing Spreadsheet refers to Base Year plus Ordering Period 2 through 5 thereby implying a 5-year period of performance. FAA Response:

The requirement is for a base year and three (3) optional ordering periods.

14. The government is asking "Annex #1 - Proposals must include a separate Annex #1, to include the following proposal submission documentation ...” Is the Government asking for a separate document/volume or should the annex #1 be included in Volume 1 after Technical Proposal-Factor IV:

Past Performance? FAA Response:

Annex #1 is separate from Volume I (Technical) and Volume II (Cost) submittal, see section L.8 for submission requirements for Annex #1.

15. In the Technical approach does the government require all SOW areas to be answered or only the specific areas (Section 3.1, 3.2 etc.) mentioned in table found in Factor 1 .1? FAA Response:

Offerors technical approach needs to meet or exceed the technical requirements in the Statement of Work (SOW) with specific focus on SOW sections 3.1, 3.2, 3.3, 3.7.4, and 3.4.

16. Can the government increase the page limit of Factor 3 - Corporate Experience from 3 pages to 6 pages? The information required to provide required information including the relevant experience to each of the SOW areas can be hefty. FAA Response:

Per section L.6 Corporate Experience Proposal page limitation has been updated to 4 pages.

17. For the Senior Engineering Technician labor category, the Labor Title/Skill Definition in Column B says a minimum 15 years’ experience is required for the job skills and activities. However, it says +20 in Column D - Years of Relevant Experience. Please clarify what the minimum years of Relevant Experience are, 15 or 20? FAA Response:

Column B represents specific experience minimums and Column D is the total years of relevant experience

18. The lead Engineer is off site. How many times (weekly, monthly) does the FAA require the individual to be onsite for meetings, work, etc? FAA Response:

Key Personnel must be off-site but located near the WJHTC. Key Personnel must be available to report to the WJHTC on a regular as needed basis. Attached to this Amendment is an updated Statement of Work (SOW) and see section 4. General Requirements.

19. The Government requirements for the SR Engineering Technician is to have 20+ years of overall experience and 15 years in Visual Guidance or Air Operations. While the requirements of the Engineering Technicians are to have only 6-10 years. This leads to a significant gap in the labor categories of over 10+ years. This gap can cause problems in the future (If the Sr. was to leave) where the normal progression of Eng. Technician to Sr. Eng. Technician can be blocked because of this large gap. Will the government consider the Sr. Engineering Technician to have 15+ years of overall experience and 10 years in visual guidance? FAA Response:

No, the requirement for the Senior Engineering Technician remains the same.

20. We believe that the Sr. Engineering Technician requirements makes bidding this opportunity extremely difficult and can cause the government to favor the incumbent thus discouraging competition and possibly increasing price. Will the government lower the Sr. Engineering Technician to 15+ years of overall experience and 10 years in visual guidance? FAA Response:

No, the requirement for the Senior Engineering Technician remains the same.
