LIST OF CHANGES:

Section L - Instructions,Conditions, and Notices to Bidders was revised as follows.

Clause List was revised as follows.

L.1 GENERAL INSTRUCTIONS

(a) Offerors are expected to examine the entire SIR. Failure to do so will be at the Offeror's own risk.

(b) Replies to this SIR must follow the outlines and/or instructions concerning format given below.

(c) Any assumptions, exceptions, deviations and/or conditions to these terms and conditions must be clearly indicated in the proposal. For each assumption, exception, deviation and/or condition, the Offeror must identify the term or condition, state the reason for the assumption, exception, deviation and/or condition, and provide any other information concerning the assumption, exception, deviation and/or condition. The Offeror is advised that any assumption/exception/deviation/conditions taken to the terms and conditions of the solicitation may adversely impact their evaluation rating. The FAA reserves the right not to accept any assumption, exception, deviation and/or condition to this solicitation. If no assumption, exception, deviation and/or condition are taken, the proposal must affirmatively state that none have been taken.

(d) The Offeror assumes the full responsibility of ensuring that proposals are received at the place and by the date and time specified below:

(1) Address: The Offeror must submit the proposal to the Contracting Officer at the following email address:

john.d.desimone@faa.gov AND Christine.Kranz@faa.gov.

(2) Date and Time: The proposal must be received not later than July 13, 2021 by 3:30 PM (EDST).

L.2 SUBMISSION OF QUESTIONS

Questions and comments that arise from this SIR may be submitted, in writing only, via email to:

John.D.DeSimone@faa.gov AND Christine.Kranz@faa.gov by 3:30 PM (EST) on June 16, 2021. They will be answered in an Amendment to the SIR if deemed necessary for all interested parties to consider. Otherwise, an email response would be initiated to the party submitting the inquiry. If an amendment is issued, it will be posted at https://sam.gov under the current announcement. It is the Offeror’s responsibility to monitor this site for announcements of any amendments or activities related to this procurement. The Offeror must acknowledge the reading of all amendments posted for this procurement in its cover letter. The FAA reserves the right to share the text of questions and the FAA’s responses with other Offerors and the general public, but the original submitter of the question or clarification request will not be identified. Offerors and the general public, but the original submitter of the question or clarification request will not be identified.

L.3 EXPENSES RELATED TO OFFEROR SUBMISSION

The FAA will not pay for the information solicited nor reimburse the Offeror for any costs incurred in preparing and submitting the response to this SIR, responding to FAA clarification requests, or negotiating the contract terms and conditions or any other pre-award activities.

L.4 PROPOSAL FORMAT INSTRUCTIONS

The Offeror must provide a proposal that adequately addresses each of the two volumes outlined in Section L.6. The Offeror must respond to each factor separately. The following naming convention should be used for all files submitted as part of an Offeror’s proposal: “692M15-21-R-00019-company name.” The files should be in either MS Word or Adobe Acrobat. The FAA firewall will not permit emails with combined attachment file size of 10MB or greater; the Offeror may need to zip the attachments or transmit multiple emails. Proposals must be formatted using the following parameters:

Font Type: Times New Roman Font Size: 12 point (no reduction permitted) Page Margins: 1 inch (top, bottom and each side) mailto:J@faa.gov mailto:Christine.Kranz@faa.gov mailto:Christine.Kranz@faa.gov https://sam.gov/

Page size: 8 ½” x 11” All pages should be numbered with section and page numbers. Tables, charts, graphics, and figures should not use fonts smaller than 6 points. Data provided in tables, charts, graphics, and figures must be substantiated by the Offeror.

L.5 PROPOSAL CONTENT

Glossaries must not be used to define the proposed solution or approaches and will not be evaluated. Excluded from the page count limitations are volume covers, title pages, tabs, tables of content, lists of figures, glossaries, acronyms, abbreviation lists, prime Contractor cover letter, subcontractor commitment letters, and transmittal letters.

Proposal pages beyond the specified maximum limit will not be reviewed as part of the evaluation. See Section L.6 below for Proposal Volume limitations. Cover letter will not be technically evaluated.

Proposals submitted via electronic mail must not exceed an overall submission size of 10 megabytes (MB). See Section L.4 above for additional electronic submission requirements.

Offeror must respond to all requirements of the SIR. The Offeror has the burden of proof to demonstrate compliance with all the evaluation factors identified in this SIR. It is not the responsibility of the FAA to search for proposal information which is not addressed in the appropriate section. With the exception of the Cost/Price Volume, no cost or pricing information should appear in any volume. Inclusion of Cost/Price information within the technical portion of the proposal may be considered sufficient grounds for disqualification.

In presenting material in the proposal, the Offeror is advised that quality of information is more important than quantity. Clarity, brevity, and logical organization should be emphasized during proposal preparation. The Offeror is responsible to present enough information to allow the FAA to evaluate the proposed work effort and support, as well as the Cost/Price proposal without opening discussions. Statements that the prospective Offeror understands, or can and/or will comply with, the specifications, and paraphrasing the requirements or parts thereof without supporting information are considered inadequate by the FAA, and may render a rating of unacceptable.

The Offeror is expected to comply with all requirements of the SIR. Assumptions, exceptions, deviations and/or conditions will not, of themselves, automatically cause a proposal to be termed unacceptable. However, the FAA advises the Offeror that making assumptions, taking exception, deviating and/or attaching conditions to any term or condition of the SIR may make an offer unacceptable, and the proposal ineligible for award, unless the SIR expressly authorizes such an assumption, exception, deviation and/or condition with regard to that specific term or condition. The FAA may consider any assumption, exception, deviation, and/or conditions to any term or condition of the SIR that is not expressly authorized by the SIR to be a deficiency.

L.6 PROPOSAL VOLUME LIMITATIONS

The Offeror must submit the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes are defined in this table, all of which must be within the required page limits. Proposal pages beyond the specified maximum limit will not be reviewed as part of the evaluation.

L.9 VOLUME I - TECHNICAL PROPOSAL

Volume I consists of the following four technical evaluation factors below. The technical proposal must be specific and in sufficient detail to enable an evaluation team to make a thorough evaluation to determine if the Offeror fully understands the requirement, and that the Offeror can meet all the requirements of the Statement of Work. If any portion of the Volume I proposal includes work by a company or employee other than those of the Prime contractor Offeror, the proposed subcontractor must be clearly identified and associated with the specific work which the subcontractor will perform. Offerors are advised to submit a proposal that is clear and comprehensive without the need for additional explanation or information. Additional information may be requested from Offerors whose proposals are considered the most likely to receive award; however, it is the intent of the FAA to award a contract based on initial offers received, without discussions or negotiations. Any proposal that does not explicitly comply with proposal instructions and SIR requirements may be considered non-responsive and removed from further considered for contract award.

TECHNICAL EVALUATION FACTORS

Factor 1 – Technical Approach 1.The Offeror must provide a sufficiently detailed discussion of the technical approach that the Offeror will take to meet or exceed the technical requirements in the Statement of Work (SOW). The Offeror must describe the risks inherent in the SOW requirements and any risks associated with the Offeror’s proposed technical approach; and the Offeror must describe any techniques, methods and actions that will be used by the Offeror to mitigate the risk(s) identified with the SOW and their technical approach.

Factor 2 – Management Approach The Management Approach must provide a detailed discussion of the Offeror’s plans for managing the services and the associated personnel in the SOW requirements. The Management Approach must address the following elements:

The letter must be dated after the release of the SIR and indicate that he/she will be available for employment by the prime contractor within three (3) weeks of contract award.

* The certified resume must not exceed three (3) pages. This page limitation does not include the Letter of Intent.

Factor 3 - Corporate Experience

The Offeror must provide information for three (3) recent (performed within the last five (5) years) and relevant experiences that describes the Offeror’s, and the Offeror’s proposed principal subcontractors’ experience that is similar to that for the SIR requirements performed within the last five (5) years and identify these by contract number. At least one (1) of the recent relevant experiences must be submitted for the Prime contractor/Offeror.

These experiences must include the same contracts as identified in the Past Performance section. In addition, explain why the experience is considered relevant to the SIR requirements. The Offeror must describe and compare the similar size, scope and complexity of the effort, and the support services involved to include number of Labor Hours and/or Full Time Employees (FTEs) and depth of knowledge required to fully document their understanding of the requirements.

Also, the Offeror should describe the extent to which they and their proposed principal subcontractors or teaming arrangements have worked with FAA program teams and FAA contracting teams, including the FAA. For each example, the contract number and title of the program, and dates under which the experience was gained should be included.

For this procurement, greater weight will be given to the experience of the Prime contractor Offeror than to that of any proposed subcontractor.

Factor 4 – Past Performance The Offeror must submit Past Performance information that includes details about the Offeror and proposed principal subcontractors and/or teaming arrangements.

The Offeror must submit Past Performance Evaluation Data forms for three (3) recent (performed within the last five

(5) years) and relevant contracts and/or subcontracts awarded. At least one (1) of the recent relevant Past Performance Evaluation Data forms must be submitted for the Prime contractor/Offeror. These contracts must include the same contracts as identified in the Corporate Experience section. Contracts listed may include those entered into with the Federal Government, agencies of state and local governments, and commercial customers. The POC information on all Past Performance Evaluation Data forms must include a valid name, telephone number and electronic mail address if available. The following elements must be addressed in narrative form:

Quality of Service - The Offeror must describe past compliance with contract requirements, appropriateness of personnel, and technical excellence.

Timeliness of Performance - The Offeror must detail how it met milestones, provided reliable delivery and continuity of services, was responsive to technical direction, and completed work on time.

Ability to Manage Cost/Control Cost – The Offeror must describe methods used in managing and controlling cost.

The FAA may use the information provided by the Offerors in their past performance proposal to contact the references as part of the evaluation of their past performance. The FAA intends to use the references to validate the accuracy of the past performance write-ups and intends to address the performance areas listed above with POCs in order to evaluate past performance.

Offerors are reminded that the FAA may use information other than that provided by the Offerors in their proposals to evaluate past performance. The FAA may use Past Performance information obtained from sources other than those identified by the Offeror. Additionally, the Past Performance Information Reporting system (PPIRs) will be utilized to evaluate Past Performance. It is incumbent upon the Offeror to explain the relevancy of the data provided.

The FAA does not assume the duty to search for data to cure the problems it finds in the information provided by the Offeror. The Offeror has the burden of providing thorough and complete past performance information.

In addition, Offerors are advised that the FAA reserves the right to obtain other information about the proposed contracts as well as information about other contracts not mentioned in the Offeror’s proposal, but which are believed to be relevant to the proposed effort. Problems not addressed by the Offeror will be considered to still exist.

If applicable, the Offeror must demonstrate how it has successfully applied continuous systemic improvement to resolve past performance problems.

L.10 VOLUME II – COST/PRICE PROPOSAL

Offerors are responsible for submitting sufficient information to enable the FAA to fully evaluate their price proposal.

The Offeror must ensure there is reasonableness and consistency between the Technical and Cost/Price Volumes.

The Offeror must ensure the total proposed cost/price is reasonable, realistic, and commensurate with the work required by the SIR and the Technical Volume of the proposal.

The Offeror must explain any inconsistency between proposed performance and price, as well as any appearance of unbalanced pricing, in the proposal. The Offeror must include a completed copy of the SIR Section B Pricing Schedule - Attachment A via the use of a MS Excel workbook(s), and must submit only an electronic soft copy of the Excel workbook. Scanned documents in PDF files and “read only” Excel spreadsheets are not acceptable. The formula cells in the pricing spreadsheet provided are locked and must not be altered. For scope purposes and inclusion into the final contract award, estimated amounts of funding have been associated with the Materials and Travel in the corresponding fields of the Excel spreadsheet.

If Offeror includes any assumptions, exceptions, deviations or conditions that affect the cost/price estimates, a detailed explanation must be provided.

All cost/price and supporting information must be contained in the Cost/Price Volume.

The FAA reserves the right to conduct comprehensive audits of proposals; however, such audits are not anticipated.

A DCAA point of contact including phone number and email address should be provided for the prime and each subcontractor, if available.

All proposed pricing in Attachment A will be incorporated into the resulting contract.

ADDITIONAL COST/PRICE DATA

As this is a competitive acquisition with adequate price competition anticipated, any cost/price documentation requested does not require certified cost or pricing data. However, in the event that adequate price competition does not exist after receipt of proposals, the FAA reserves the right to request additional cost or pricing data and may conduct negotiations with the Offeror in order to ensure a reasonable and realistic cost/price. Further, the Offeror may be required to provide a Certificate of Current Cost or Pricing Data prior to award. Offeror must acknowledge the requirement to provide additional cost or pricing information and certify the data prior to award if/when requested by the FAA.
