About this file
This document is a call for white papers from the Federal Aviation Administration's Unmanned Aircraft Systems Integration Office. It seeks demonstrations or validations of unmanned aircraft systems technologies with a Technical Readiness Level between 5 and 7 at one of seven designated UAS test sites. Responses should address detecting and avoiding other air traffic, beyond visual line of sight operations, operating multiple small unmanned aircraft simultaneously, unmanned aircraft traffic management, improving privacy through technology, command and control systems, or other critical priorities. Offerors must submit a white paper of no more than four pages by October 27, 2020 addressing one or more topic areas along with a letter of attestation from a test site and a completed TRL calculation spreadsheet. Awards will be fixed price contracts.

692M15-19-R-00020; Amendment 0001
WHITEPAPER CALL 002
DEVELOPMENT OF NON-SYSTEM SPECIFIC TECHNOLOGY TO
INTEGRATE UNMANNED AIRCRAFT SYSTEMS (UAS) INTO THE
NATIONAL AIRSPACE SYSTEM (NAS)
Date: 09/29/2020
1. BACKGROUND
This call for Whitepapers (WP) is being issued under Broad Agency Announcement (BAA) #692M15-19-R-00020; Amendment 001 was published on the beta.SAM.gov website at https://beta.sam.gov/ on 09/29/2020. Offerors must review BAA #692M15-19-R-00020;
Amendment 001 in its entirety, in conjunction with this request for WPs when responding to this Call.
The Unmanned Aircraft Systems Integration Office (UASIO) is issuing this call for WP’s for the Interest Topics identified within BAA 692M15-19-R-00020; Amendment 001. To be eligible for consideration and potential contract award, the Offeror must seek to demonstrate and/or validate technologies that the FAA considers essential to the safe integration of UAS into the NAS at FAA designated UAS Test Sites.
Since 2013, the UAS Test Sites have supported the FAA with UAS integration by providing an avenue for the UAS industry and stakeholder community to conduct advanced research and operational concept validation. There are seven designated UAS Test Sites1 listed as follows:
University of Alaska Fairbanks (AK) North Dakota Department of Commerce (ND) New Mexico State University (NM) State of Nevada (NV) Griffiss International Airport (NY) Texas A&M University at Corpus Christi (TX) Virginia Polytechnic Institute & State University (VA)
2. UASIO REQUIREMENT:
a. The FAA has a requirement to demonstrate or validate technologies the FAA considers essential to the safe integration of UAS into the NAS at FAA designated UAS Test Sites.
b. This Call is for the demonstration or validation of UAS technology with a Technical Readiness Level (TRL) between 5 and 7.
1 49 USC Section 44803 refers to UAS Test Ranges. The UAS Test Sites are those Test Ranges.
c. Scope and Essential UAS Integration Interest Topics Relevant to Call 002:
i. UAS001 - Detect and Avoid (DAA) Capability
ii. UAS002 – Beyond Visual Line of Sight Operations (BVLOS)
iii. UAS003 - Operation of Multiple Small Unmanned Aircraft Systems (sUAS)
iv. UAS004 - Unmanned Aircraft Systems Traffic Management (UTM)
v. UAS005 – Improvement of Privacy Protections Through the Use of Advances in
UAS Technology
vi. UAS006 - Command & Control (C2)
vii. UAS007 - Other Critical Priorities
3. WHITE PAPER SUBMISSION REQUIREMENT
a. The Offeror must submit a whitepaper associated with one or more of the Topic Areas listed above. Instructions on submission requirements for the whitepaper can be found in Section III of BAA 692M15-19-R-00020; Amend 001.
b. The Offeror must submit a Letter of Attestation, signed by a representative from one of the seven (7) UAS Test Sites who has the authority to represent the UAS Test Site in this specific capacity, confirming that there is a formal working relationship between the Offeror and the UAS Test Site.
c. The Offeror must submit a completed TRL Calculation (in an Excel file) demonstrating the required TRL between 5-7 (See attached TRL Template for use in WP response).
d. Any Offeror proposing testing at multiple UAS Test Site locations must submit a unique Whitepaper for each UAS Test Site individually.
e. The Offeror must provide a rough order of magnitude (ROM) for both the federally funded and the matching award. For awareness, the FAA is providing notice that any resulting awards made from receipt of whitepapers for Call 002 will be awarded on a firm fixed price basis.
NOTE: Offerors that submit a WP without the Letter of Attestation or TRL Calculation Excel file may not be considered for proposal requests.
f. WP FORMAT:
i. File Naming Format:
1. For each Whitepaper, the Offeror must create an Offeror identifier with 8 characters: BAAC2 - CCCCCC-TT
a. BAAC2 – This code identifies BAA Call 002. Do not change.
b. CCCCCC - 6 alpha/numeric characters for the commercial entity name
c. TT – State abbreviation of the UASTS
2. All Whitepapers and attachments must be submitted using the correct file naming convention.
