Questions and Answers BAA Solicitation: 692M15-19-R-00020-0002
Call 0005
1) Reading through the call 5 document while preparing a submission I noticed language in the legal disclaimer that says: Submissions in response to this project proposal must be strictly limited to Remote ID and other sources of FAA derived safety data. Are we still able to submit white papers on topics as listed in the scope of the call 5 documentation (C2, DAA, multiple UAS etc) or is this submission strictly limited to topics related to remote ID? We had interpreted it in a way that anything done under these submissions must comply with the remoteID rule, but I am not convinced that was the right interpretation.
We are interested in white papers that address the Essential UAS Integration Interest Topics within Scope (C2, DAA, multi-UAS, etc) that are listed in Call 005.
ach proposal will be evaluated for compliance with all applicable federal laws.
2) We note that the Call for White Papers requires a Letter of Attestation signed by a representative from one of the seven (7) UASTS. In our discussions with one of the UASTS, we were informed that since Congress has not yet reauthorized the UASTS operations beyond September 20, 2023, they may not be able to sign a Letter of Attestation as a UASTS. Are there alternative requirements in the event that Congress does not reauthorize the UASTS before the White Paper deadline on October 31st.
The UASTS MAs/OTAs currently expire on December 29, 2023. On September 30, 2023, the President signed into law H.R. 5860/Public Law 118-15 which extends government appropriations through November 17, 2023 and also extends expiring aviation authorities through December 31, 2023 (which includes UAS Test Range Authority). Considering the afore mentioned the UASTS should be able to provide Letters of Attestation. The UASTS Program Team and Contracting Officer will address further extension of the UASTS as more information becomes available from Congress.
3) The due date and time in the Whitepaper Call 005 is listed as October 31, 2023, 3:00 pm EST.
Daylight Savings Time is observed until Nov 5, 2023. What is the deadline expressed in EDT?
That was in error. It should have been daylight savings time and the time remains 3pm.
