About this file

This file is a Questions and Answers document for RFQ 6923G526Q0071, a Total Small Business Set-Aside issued by the Department of Transportation Saint Lawrence Seaway Development Corporation for maintenance and testing services on a Government-Owned Miter Gate Motor.

The document addresses four key inquiries from prospective quoters. Regarding subcontracting, there are no limitations on the use of subcontractors; small business prime contractors may utilize large business subcontractors provided the prime remains fully responsible for contract performance, technical compliance, quality assurance, and schedule requirements. The solicitation remains open with quotes due August 10, 2026, at 2:00 PM EST. The Q&A also provides specific motor nameplate data for quoter reference: an Electro-Dynamic motor (Serial 12B-846A6, Frame 505-Y) rated at 440 volts with dual speeds of 40 HP at 1135 RPM and 10 HP at 275 RPM. This information enables quoters to assess the scope of required maintenance and prepare accurate pricing, with the understanding that additional change order work may be quoted once the motor is inspected upon receipt. The contract is structured as a firm fixed price purchase order under FAR Part 12 with a 20-calendar-day performance period from award, and the vendor must pick up and return the motor at GLS Receiving Warehouse in Massena, New York.
