About this file

This is a Questions and Answers document for federal contract opportunity 6923G526Q0038, a Firm-Fixed-Price (FFP) service contract addressing stoplog maintenance and coating work. The document clarifies 22 questions from prospective offerors regarding contract requirements, deliverables, and operational procedures.

Key contractual and operational details include: the contract is a brand-new requirement with no incumbent; no bid bond, performance bond, or payment bond is required; no liquidated damages apply; and advance payments for materials upon contract award are prohibited, with all upfront costs to be factored into the firm-fixed-price proposal. The Government will not authorize separate invoices for materials only. Regarding labor, offerors have discretion in proposing technical approach, labor categories, and hours; if required classifications are not listed on the applicable Wage Determination, contractors must follow the FAR 52.222-41(c)(2) conformance process and submit Standard Form 1444 after award. Font requirements specify Arial 11 or Times New Roman 12 for body text, tables, and charts, though larger fonts are permitted for headings and table of contents. Past performance submissions are limited to three pages per the RFQ and should not include CPARS reports; the Government will obtain past performance data independently. Regarding project execution, GLS will remove and replace stoplogs using a stationary stiffleg derrick with contractor responsibility for rigging; GLS derrick operators are available Monday through Thursday, 7:00 AM to 3:30 PM EST with minimum two-workday advance notice required. The contractor may work extended hours including weekends, with a CIT firm inspector and AMPP level 2 Quality Assurance Inspector providing full-time on-site inspection. The specified USACE System 3-A-Z vinyl coating complies with New York State VOC requirements at 780 g/L limits, and weld repairs are anticipated to require less than one day per stoplog based on historical experience.

6923G526Q0038 – Ques on & Answers

# QuesƟon Answer

1 I am reaching out to see if using a font larger than 12 pt for Times New Roman is permiƩed for submiƩals. Larger text would be uƟlized for headings and porƟons of the table of contents.

Yes. Larger font sizes are permissible for headings, sub-headings, and the Table of Contents to improve document legibility.

However, all narraƟve body text, tables, and charts must remain in Arial 11 or Times New Roman 12 as specified in the RFQ.

2 Regarding the seal "appurtenances and hardware" to be replaced by the contractor, does this include all of the following?

-bolts -flanges -stiffeners -retaining bars -spacer bars -gaskets -clamp bars skin plates -j-bulbs seals

The contractor shall provide and install new stainless-steel bolts, nuts, and washers that are used to retain J-bulb seals (boƩom and end type). All J-bulb seals will be provided by GLS.

The seal retaining/clamp bars that sandwich the J-bulb seals shall be repainted and reused.

There are 1/8” rubber gaskets between some of the steel angles in the seal area, these shall not be removed or replaced, and their fasteners do not require removal or replacement, nor do those steel angles require removal. Spacer bars are typically welded in place under where the J-bulb sits and do not require removal. Skin plates are shall not be removed.

3 Of the 8 total stop logs, how many of each type are there?

Please refer to PWS, secƟon 3.

4 To be clear, if awarded, we will mobilize and begin performance within the required timeframe regardless. We are simply inquiring whether the Government would consider allowing the prime contractor to submit an invoice for materials only upon contract award, as material procurement represents a significant upfront cost for this scope of work.

This request would not delay, condition, or otherwise affect the start of performance in any way.

No. This is a Firm-Fixed-Price (FFP) service contract. In accordance with the payment terms of this solicitaƟon, payment will be made based on the successful performance of services or the compleƟon of established milestones. The Government will not authorize advance payments or separate invoices for materials upon contract award. All upfront costs associated with material procurement should be factored into the overall firm-fixed-price proposal.

5 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

This is a brand-new requirement.

6 Regarding the removal of stop logs from the storage pit, will GLS be able to load the logs directly onto a trailer for us?

GLS will only lower/raise the stoplog on or off a trailer with the staƟonary sƟffleg derrick. All addiƟonal work is performed by contractor.

7 Can you provide the sign-in sheet from the site visit?

AƩached in excel format.

8 In the Performance Work Statement (PWS) on page 8, subsection 5.3 responsibilities, it states that the remove/replace stoplogs from the storage pit will be done by GLS. Is GLS providing cranes for that scope of work?

GLS will be removing/replacing the stoplogs from the pit with their staƟonary sƟffleg derrick crane only. It is capable of loading/unloading onto a contractor piece of equipment directly adjacent to the pit.

9 What size crane does GLS currently use to safely move stoplogs?

GLS uses a staƟonary sƟffleg derrick originally built for this sole purpose. It is capable of unloading from the storage pit onto a contractor trailer/piece of equipment adjacent to the pit. For other handling, GLS has used a 140T mobile crane. Crane size will be dictated by the work plan of the Contractor and stoplog weights in PWS secƟon 3, and the drawings.

10 What are the working hours, and can we work weekends?

Work hours shall be proposed by the contractor and approved by the GLS COR; weekend work is permiƩed. GLS personnel are reduced on weekends, but CIT firm inspector will be present when the contractor is. Be advised GLS derrick crane operators will be available Monday through Thursday from 7:00AM to 3:30PM EST and the request for an operator must be made a minimum of 2 workdays in advance.

11 What role will the CIT inspector be playing, and what are his responsibilities?

(As shown in the Performance work statement (PWS) on page 8 subsection

4.19 Government QA).

The CIT firm will have a person on site full-Ɵme to do general inspecƟon and addiƟonally will have an AMPP level 2 Quality Assurance Inspector to monitor coaƟng removal and replacement.

12 What are the liquidated damages? There are no liquidated damages included.

13 With the given pay scale, there is no category for blasters and painters. Please specify what classification we should use.

The determinaƟon of technical approach, labor categories, and associated hours are at the discreƟon of each offeror. Offerors have the flexibility to propose their own staffing soluƟons based on their experƟse and their understanding of the requirements. Offerors are encouraged to submit a response in accordance with their technical approach.

If a classificaƟon required for the performance of the contract is not listed on the applicable

Wage DeterminaƟon, the contractor must follow the conformance process outlined in FAR 52.222-41(c)(2). For bidding purposes, Quoters should refer to the SCA Directory of OccupaƟons (5th EdiƟon) to idenƟfy the closest matching classificaƟons. If these are not currently on the WD provided in the RFQ, the successful awardee will be required to submit a Standard Form (SF) 1444, Request for Authoriza on of Addi onal Classifica on and Rate, aŌer contract award. Offerors should factor their proposed rates into their Firm- Fixed-Price quote.

14 The specified coating system is USACE System 3-A-Z (vinyl system). Can GLS provide a list of manufacturers that currently produce the required coating materials for this system?

No. The Government does not maintain a comprehensive or preferred list of manufacturers for this coaƟng system.

15 If the vinyl system remains required, can GLS confirm whether its use is compliant with applicable New York State VOC requirements, or whether a waiver would be provided if needed?

The specified USACE 3-AZ system (Zinc Clad 108, V-766e, and V-102e) complies with the 780 g/L VOC limit for Impacted Immersion CoaƟngs under 6 NYCRR Part 205. The Contractor shall apply the coaƟngs as supplied to maintain environmental compliance, including thinning.

The contractor shall also supply manufacturer data sheets that confirm the VOC content is below the required limits.

16 Will the Contractor be permitted to work six (6) 12-hour days per week in order to complete the project within the required timeframe?

Yes. Although, a GLS operator will only be available Monday – Thursday, 7:00AM – 3:30PM EST, therefore, if the sƟffleg derrick is needed it must be coordinated for use during that Ɵme and coordinated a minimum for 2 workdays in advance.

17 Will GLS provide any temporary power for contractor use, preferably 220V if needed, particularly for heaters if weather conditions require them?

Power provided by GLS is detailed in PWS secƟon 5.1.

18 I noticed in the RFQ that it does not mention anything about supplying a bond for this bid. Can you please let us know if a bid bond is required in the bid submission package.

No bid bond or bid guarantee is required for this solicitaƟon. This is a commercial service procurement, and the Government has determined that performance and payment bonds are not necessary.

19 On the Performance Work Statement, page No. 10, Subsection 10. Related Documents. This shows in line 2 Reference

Included in this amendment.

Photos. These photos are nowhere to be found. Please advise where these can be obtained.

20 For the Factor 2: Past Performance - Limit 3 pages. I have attached a Past Performance project as reference to see if this is the type of format you will be requiring for each project. Also, on page

no. 14 of the RFQ the Factor 2: Past Performance section past performance assessments, such as CPARS. Since this is marked as limited to 3 pages are you wanting the CPARS or will these be obtained if needed on your end.

The Government does not require a specific form; however, quoters must provide all informaƟon listed in the 'Required Documents' and 'Factor 2' secƟons of the RFQ for each of the 2-3 references submiƩed. Ensure each reference includes the award amount, contract type, final amount/overrun status, and both technical and contractual points of contact.

Quoters should not submit CPARS reports as part of their 3-page response. The Government will pull past performance informaƟon from CPARS and other databases at its own discreƟon. Any material submiƩed beyond the 3-page limit for Factor 2 will not be evaluated.

21 We understand GLS advised that the Seaway can move the stoplogs out of the pit using the stiff leg derrick. Will GLS only remove the stoplogs from the pit and set them on the ground, or would GLS also be able to set the stoplogs directly onto the Contractor’s movers if they are in position? In addition, is GLS allowed to load the stoplogs onto the Contractor’s movers?

The staƟonary sƟffleg derrick can be used to load and unload stoplogs on contractor moving equipment adjacent to the pit. Rigging the stoplogs to the movers is the responsibility of the contractor.

22 The drawings appear to address minor weld repair requirements; however, there do not appear to be defined parameters for how those weld repairs should be quantified for bidding purposes. Is there a basis GLS would like bidders to use for pricing the weld repairs, such as an assumed duration of time per stoplog or another estimating basis?

Weld repairs have typically been cracked fillet welds on smaller secondary angle members numbering less than 10 per log. GLS has typically performed these repairs and performed mag parƟcle tesƟng in the span of one day or less per stoplog.
