This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Maritime Administration's USMMA Procurement office on July 20, 2026, for solicitation 6923G226Q000024.

The amendment provides government responses to questions received, incorporates a revised Statement of Work (SOW), and includes applicable Davis-Bacon Act provisions and wage determination requirements. The contract pertains to comprehensive cleaning and remediation services for the Bowditch Hall indoor gun range at the United States Merchant Marine Academy in Kings Point, New York. The scope includes site preparation and safety measures, HEPA vacuum cleaning of all interior surfaces, wet-wiping with lead-specific cleaning agents, removal and replacement of ten existing custom metal-sided HEPA filters (20x32x11.5 dimensions) with new filters meeting original manufacturer specifications, brass casing recovery and recycling with full credit back to USMMA, and lead-based paint encapsulation using minimum two-coat systems with EPA and HUD compliance. The work is structured as a firm-fixed-price contract with six contract line items: project management/site preparation, interior cleaning, exhaust system filter removal/disposal/replacement (with sub-items for removal, installation, and testing/balancing), lead-based paint stabilization, hazardous waste handling/transport/disposal, and brass recycling credit (deductive CLIN). The project is subject to Davis-Bacon Act prevailing wage requirements for New York State (Nassau County). Performance must be completed within 30 calendar days from Notice to Proceed, with on-site work anticipated to last approximately 3-5 working days between 7:00 a.m. and 4:00 p.m., Monday through Friday. All work must comply with OSHA standards, Secretary of the Interior Standards for historic properties (USMMA is listed on the National Register), and regulatory clearance requirements, with recleaning and reapplication at no additional cost if clearance levels are not initially met.
